That's "selectively erase any instant or event in time within those ten seconds" and this isn't immediately obvious from simply reading the manga.
That's part of the reaon I used it as an example. The rest of it is because it's a fairly recognizable meme.
Reading a story with Stands wihout knowing the first thing about them can be really confusing.

If Dio actually bothered to combine his Vampire Powers and his Stand he'd actually be like, nigh-unstoppable.
Think about it for a moment, he could just pause time, go up to you, resume time and bam! He steals your blood before you can even react. Actually, he could've probably gotten Advol if he used his time stop powers and Fleshbud thing in conjunction instead of being all "Look at me! I was Twilight before it even existed! Love me dammit!".

Man I should really focus on other things. I'm losing track of everything that's happening. Back to your regular Arf a bit after a few other updates for different quests.

"Hey Nanoha, you think Alisa's alright?" Suzuka asked the oranged haired girl. "She's been out for a week."
The girl stopped in her tracks, adjusting the woodenstick boken around her shoulders before turning to face her purple haired companion. The yellow fox on her head slept onwards with little sign of falling down anytime soon as she grabbed two water bottles from the vending machine and tossed it to Suzuka.
"I'm sure she's fine." Nanoha said cheerfully. "I texted her last night and apparently she came down with a cold. Nothing to serious."
"I know but Alisa isn't the type to get sick." The purple haired girl said worriedly, taking a gulp of her water before turning onwards to the path ahead of her. A sigh escaped her lips for a brief moment before she pointed in front of her. "Come on, we're going to be late if we don't head to cram school soon. You remember what happend last time we were late right?"
"How could I forget." Nanoha replied with a shiver, causing the Fox to shift around a bit. Some things just weren't talked about.
The two girls soon forgot their worries and began hurriedly walking to the front office of the Cram school. It was almost time for the start of class by the time they got their, however a women sat behind a counter, glaring at Nanoha from over her desk.
"Mrs.Takamachi." She said lowly. "What have we said about bringing that pet of yours here?"
"Ah!" Nanoha exclaimed, grabbing the fox and pulling it off her head. She quickly turned to look at Suzuka who gave her a look in return. "Nyhaha, you go on up ahead while I find some place for Kuon to stay okay?"
"You aren't going to leave her alone outside again are you? Nami's going to get upset if you do that again."
"Relax, Kuon's a smart girl. Aren't you?"
The fox just looked up into her eyes before letting out a "Yip!" of agreement. There was a cough from the older lady and Nanoha quickly ran outside around the building, the trees covering her view of the front.
"Be good okay? I'll come get you after class." She said, petting the fox on the head much to its delight. Suddenly, it's head sprang up and a low growl escaped it's throat. Eyes glaring at unseen enemy.
Please, someone help me!
The words came into her head like a someone carved a knife into her heart. She froze, staring at the fox as if it had all the answers.
"Did... you hear that Kuon?" She asked hesitantly. She slowly got off her feat and scanned the area, searching for where the call could've come from. Suddenly snarl came out from Kuon and the beast ran off into the woods. "Ah, wait!"
The building disappeared behind her until the woods surrounded her. The yellow fox dashing across it while she tried to desperately catch up with it. Her feet shuffling across the ground. It wasn't long before she spotted the fox growling and barking at a patch of bushes hidden in the midst of the forest.
"Ah! There you are!" She called out. Suddenly, a 「Golden hand」sneaked out from the bush and pulled her down. She gave a yelp of surprise before hurriedly grabbing her Boken. She gave a fearful look at the hand connected to her left leg before it dragged her into the bush, allowing her to meet with the face of a blond haired boy who quickly pushed a finger to her lips and shushed her. Kuon quickly dug in right next to her and
"Where's the damn brat!" Sounded through the air and the shuffling of feet filled the area. Nanoha stared into the green eyes of the boy who had shushed her with worry. "Come out wherever you are!"
My name is Yuuno Scrya please don't make a sound. Rang through her head. These men are after an object I have and are willing to do anything to get it.
She shivered a bit before nodding her head firmly. Minutes passed as the sound of footsteps slowly quieted down. They stared at each other before quickly jumping out of the bush and into the depths of the forest around them. Kuon followed them, growling all the meanwhile.
Nanoha quickly looked at the water bottle and stick in her hand. She had no idea what was going on but seemed like the boy had need her help, though she had no idea how much help she'd actually be able to bring.
"There he is!" A voice said, hurtling the call through the forest like a spear. The sound of sprinting and yelling increased them before a group of burly men surrounded them, each holding a knife in one hand. Suddenly the biggest one stepped out in front of the two., wearing a gas mask over his face and a green trench coat covering the rest of his body.
"Now kid," He snarled, pulling out a gun from his trench coat. "I suggest you hand over that 「Arrow」of yours, otherwise you won't escape with your life."
Nanoha stared at the scene around her in shock. She turned to look at the boy only to be greeted with a guilty look. Suddenly a yip came from Kuon, causing everyone to stare at the fox before it....
...Headbutted her in the stomach, causing her to lose all the air in her body. She struggled to breathe, the world around her so once filled with air and only returning with none. And then! She felt it, breath returning to her with the most incredibly 「warm」feeling along the way. A golden aura surrounded her as if comforting her in her time of need.
Her assaulters pulled up their guns quickly, and she panicked. Throwing her water bottle straight at them. But! The water had been charged by the strange energy! As soon as it had gotten close to them the bottle exploded, water breaking out of it with edges sharp as steel, piercing several of the men right through their heads!
"I did that....?" She mumbled out in shock. She didn't have to register everything that happend as suddenly a golden figured grabbed the masked man by the collar and punched him in the face.
"Muda Muda!!!" It yelled, unleashing a barrage of punches to his face, denting the mask he was wearing and spilling blood everywhere. She quickly got into a famillar stance and watched as the glow around her seeped into her sword.
"We need to get out of here quickly!" The boy yelled, standing next to her back as the attackers began to panic. Suddenly the figure threw the masked man at a group of other men knocking them down like bowling balls.
"I-I don't really know what's going on but I'll help you!" Nanoha yelled, with a growl of agreement from the fox.
The two of them looked at each other before staring down their enemies.
"Let's go!"
"Help me, Gold Experince!!"
With two fates intertwined, thus began the start of a brand new「Bizarre」Adventure!
