Personally, i'm picturing the downsides of such a system: there's just the mundane stuff to start, like random trolls selling pirated third-party skill kits at outrageously low prices...without advertising that the French phrase that is said to mean hello actually means "I will shit on your head". Then there's bugs and software updates that could cause issues: having to constantly download the new package to get those irregular verbs right. And, of course, there's the sinister possibilities inherent in any technology that messes with people's heads: if elementary school is now nothing but a series of skill downloads, what else could they be putting in there? Totalitarian governments instilling their citizens with an instinctive love for Dear Leader and The State. Soldiers programmed to obey, kill, and sacrifice on a subconscious level. Or, hell, even the reputable skill salesmen are Capitalists: are you paying for that Spanish 2.0 download because you liked Spanish 1.0, or are you doing it because iMind installed a subconscious "buy this" command? Such things are against the law, of course, but it's always possible...
