So we have a split of 8 vs 8 votes for Raven Guard and Imperial Fists Successors. Also, for everyone who voted for Imperial Fists, the chapters are raised in the Sol System, thus when you arrive, there is a large moon size mobile fortress-monastery, painted very yellow. You will get some opportunities there for the Chapter Creation.

I'd rather pick from a list. I'd be fine with people coming up with some characters for us to pick from but having to rely on people being willing to and able to come up with enough marines to pick and choose from to fill out the roster is risky.
It shouldn't be hard to incorporate elements of the Liege of Dorn into into the winning build, considering that his sons have pioneered two of the most prevelent types of operational procedure for fleet based chapters, that being the Flagship style (Imperial Fists) and the Embassy style (Black Templar)
The only other two that have any prevalence in 40k are, i think, the scavanger style of the Carcharodons and whatever the fuck the Lamenters are doing
Still, i'd like to ask you to, at the very least slightly, incorporate the second half of the rejected plan as well, the "Lessons Learned" portion.
This was focused, at least in my mind when i made the plan, on the idea of what kind of legacy it is to rebuild a chapter where the one before you fell.
We obviously wont be putting the faliures of the past front and center, now that we went with the fleet based option, but i do hope that we will have the option to explore this side of the narrative at least a bit, so that all the context surrounding 26th founding wont end up being pointless fluff

You are Hav'ran Solari, Captain of the 2nd Company, the "The Shadowborne", of the Raven Guard Chapter. Descending form Solari family on Deliverance, your family has a long tradition for Raven Guard recruits, indeed it was your ancestors that were once freed by your Father, Corvus Corax from slavery. Repaying this dept in service, Solari family produced many a recruit for the Legion and later Chapter. You are one such man, almost 400 years of service to the Chapter, makes you a veteran, and now, you are on your way to meet your destiny.
You have been traveling for some time now. It has been month long voyage from Deliverance. Your journey began in Ravenspire, where chapter master Corvin Severax the "Lord of Shadows" called upon you. The enigmatic Chapter Master informed you of singular honour, you are to be promoted to command of new chapter, should you accept, that is being raised in the Sol System, as part of the 26th founding. Replacing chapters lost in battle in recent times.
You meditated for days, going through histories of the Primarch to find inspiration. On the 19th day of your vigil, your mind cleares, and you have gained a revelation. You would accept, what son of Corvus Corax would shirk his duty, if the Imperium required for you to leave your chapter and lead a new one, you would answer it's call.
Thus, you has been on month long journey to the Sol System and the Throneworld. On the way, you contemplated the unfortunate fate of your brother Chapter. A Raven Guard successor chapter, Ravens Vigilance, has long been down on its luck, getting bogged down in several uprising which received Traitor Marines support and then getting targeted by several ork Waaaghs, the chapter gave exemplary conduct, but was ultimately overcome.
Quite ingloriously, the Ravens Vigilances end was heralded by a relatively small Waaagh, but by that time, chapter was reduced to handful of squads, barely able to form a singular company of battle. This proved to be a death kneel of the chapter. Overrun by orks, the Chapter Master Verdanys self-destructed Chapter Monastery in atomic fire to prevent ork looters from benefiting by gaining chapters armouries, depleted as they were.
Singular memory of the Chapter Remains, the Chapter Flagship, ancient battle barge said to have been part of Raven Guard Legion during the Great Crusade and subsequent heresy. The battle barge was boarded and overrun by orks, however, it was swiftly liberated by relief forces of Iron Hands chapter before orks could desecrate this symbol of Imperial might. Three Iron Hands companies who answered the call for aid, remembering the ancients' bonds forged in fires of Heresy were unfortunatly waylaid by an erratic warp current. Arriving just after the destruction of Fortress Monastery, Iron Hands 3 battle companies arrived too late to change fate of the Ravens Vigilance.
Thus, it was delivered to your Chapter, as progenitor chapter and from there on to Terra, as the 26th Founding was announced shortly after, Ravens Vigilance was last of the 7 chapters in last few decades to have faced extinction, and High Lords decided to replenish number of Chapters. Now the battle barge Nevermore would serve as your flagship, this last remaining ember of Ravens Vigilance, carried by you in honour of their memory.
Journey to Terra was surprisingly peaceful, as such a long warp travel can be, and soon you arrived in the Sol System. Traveling abroad ancient battle barge Providence, flagship of the 2nd company, your company until recently, your head inwards towards the system core, towards Terra. Passing by you admired many wonders and defences installations that covered every surface and void space of Sol System, home to the Jovian Void Clans, Saturnine Ordos, Mars and Ring of Iron, Luna and finally, the jewel of mankind, Terra. You have never been closer to Him then you were now, and you were going to get closer still, as your destination lay in the Imperial Palace with the High Lords of Terra, to discuss the new founding. You were going to spend next decades in Sol, observing, influencing and helping with formation of this new Chapter.

Forming a kind of assault company, meant for close quarters melee and breaching operations, whether planet side or in the void. Having seen them in action, you think Fafnir Rann would be proud.
What surprised you was not just presence of Fafnir, but his whole squad, armoured and armed. Coming closer to you, Fafnir knelt. "Chapter Master Hav'ran" Greeted Fafnir, "you have shown yourself to be an exemplar of your Chapter, for a decade we have fought beside each other and slain enemies of Him on Terra, after asking permission from my Captain and Chapter Master, I would like to offer the services and loyalty, of me and my battle brothers and to join your new Chapter. Chapter Masters Second
Hav'ran is call many brothers in the chapter is friends and allies, but only one has been a constant in his long service. This battle brother has fought valiantly for centuries alongside Hav'ran, as has been serving as his second for decades, a trusted comrade, aide and confidant. In the times of breaking, during the Great Crusade, these legionaries would be appointed to the position of Equerry, now this title is one of bygone era, yet men still serve in this capacity to this day. This Astartes choose to follow Hav'ran into his new duty and shall aid his brother-in-arms in all things.

Vorys is a Techmarine, long term comrade of Hav'ran, Vorys believes in production En masse. He has worked tirelessly in the Forges of Ravenspire to increase Chapter production capacity, even goings as far as cooperating and enhancing Kiavahr forges processes of line production and ore extraction. Vorys would bring to the table this single-minded determination of Iron, worthy of Mars.
[ ] Tyrvus Shaevac
Tyrvus is a Scout Sergeant Veteran, demanding sergeant, but he is also patient and fair-minded, and these traits inspire fanatical devotion from his Initiates. Among the Raven Guard's Scouts, a simple nod of approval from Tyrvus is said to mean more than a dozen commendations from the Chapter. Cyrus favours subtle and unconventional tactics of warfare, learned from his time with the Deathwatch, would benefit Chapter greatly, especially one inclined as befits a XIX legions successor.

Syras Qeld is somewhat of an oddity among the Space Marines, some say more suited to life in some Administratum hole, Syras is a master of void logistics, making sure everything is delivered and accounted for, so that Chapter can bring ceaseless war to its enemies. Syras would excel in any long-term deployment, bringing his ability to keep the Chapter supplied and ready to meet any threat head on.

Olys Kylo an Epistolary of the Librarius, master of Wraith-Slipping, he can use his psychic gifts to infiltrate and cover whole squads in Wraith-Slipping technique, even those who have yet to master it. Powerful psyker and a man of knowledge, he is used to giving advice to company captains and even chapter master himself. Olys brings much to the table for his battlefield potential and advice outside of battle zone.

And then we shall start the quest with a Prologue, first we will bloody the Chapter with some small action against any threat to the Imperium and then we shall join the Damocles Crusade, mind we will be acting more as a reserve and not a front line formation, but there will still be enough action for us to get some chops in all that bloodshed. It shouldn't be hard to incorporate elements of the Liege of Dorn into into the winning build, considering that his sons have pioneered two of the most prevelent types of operational procedure for fleet based chapters, that being the Flagship style (Imperial Fists) and the Embassy style (Black Templar)
The only other two that have any prevalence in 40k are, i think, the scavanger style of the Carcharodons and whatever the fuck the Lamenters are doing
Still, i'd like to ask you to, at the very least slightly, incorporate the second half of the rejected plan as well, the "Lessons Learned" portion.
This was focused, at least in my mind when i made the plan, on the idea of what kind of legacy it is to rebuild a chapter where the one before you fell.
We obviously wont be putting the faliures of the past front and center, now that we went with the fleet based option, but i do hope that we will have the option to explore this side of the narrative at least a bit, so that all the context surrounding 26th founding wont end up being pointless fluff
I do hope to do them some justice, we shall see how far will that go, but I beilieve I have set up some good backstory, and we shall see how it develps, there will also be imput from the questers on this, for example, after the prologue is over, you may decide to hund down the remnants of the ork Waaagh that was the ultimate end of the previous chapter.

Tried to come up with a plan that gets the job done, with plenty of experience or stuff we may need or otherwise want, with a good leadership of elite officers and commanders to that we can trust to handle by themselves. Oh, and @MrMayhem, you forgot to give names for the apothecary position.

Ok, this took a surprisingly long time to create, so I will not vote on this plan yet, but simply let it sit to be peer-reviewed for a bit, so that everyone who wants to participate, it doesn't have the time to create their own plan can still weigh in
The general idea is to make full use of the Autonomous nature space marines in general and fleet based ones in particular have to spread the closest thing to democracy, human right and all that jazz that exists in the Imperium, just like Corvus would have wanted
Think of plan as playing as a mix between the black templar and the worldbearers, but instead of spreading the good word of our lord and savior Big E, we are spreading "representative government" and the idea of not being dicks
Also, the chapter symbol would be an owl, because the Parlament in the chapters name refers to a group of owls

Ultimately Astartes Chapters protect Imperium as a whole and you will be doing lot of fighting so not really sure how much time will be left to bring democracy and freedom. Also, we are in 738.M41, guess when Tyranids first arrive xD, but I leave also want to see what the questers want so we shall have to wait and see
I would like to point out to questers that there are two non Raven Guard sucessor choices in the list of Personel, one is Imperial First and one is an Iron Hands. IF becouse we are such good buddies in the Sol for now and IH becouse we are such a good buddies since like 10000 years ago. Anywho, not trying to influence the vote, but I wanted to point out the unique choices that are in there. Also, just one Death Spectre choice as well, you know, those crazy voodoo skull guys. Hopefully people dont miss it in the diarrhea of choices

I actually started to build the concept on the back of the "Master of the Moritat Protocol" and simply added specializations for things like infiltration, guerilla combat, etc. They chapter is going all in on starting and supporting pro-imperium rebellions in independent, chaos controlled and rebellious planets to weaken them for a proper invasion, gather information and even start setting up a government that can then take over
Stuff that special forces should do, instead of charging at the enemy until the die (cough, space wolfs, cough)
The ideologically inspired part is that they are spreading ideas of democratic ideals and even institutions instead of theological ones like proper imperial missionary would, but it still works, because democratic institutions have the same grass roots potential that a religion has, while naturally propelling the citizens towards conflict with their government
The side hustle part would be throwing around their own political weight to let these planets keep their institutions and autonomy when part of the imperium proper, but the fight for the ideals that corvex himself wanted is ingrained into every part of the chapter
That's why I actually went i with the scout-seargent second in command, even though I would have personally preferred the administrator one. To make sure that everyone in the chapter believes the ideas that sit at the core the chapter

As I said, I leave it to the questers, but I would say that Space Marines are not really there to do politics, and when they do, it usualy ends up badly for them.
