Sure, the civilian problems are going to be much more problematic and hard to solve in the long-term, but if we don't solve the military problems fast... Well, that tends to result in more people dead sooner...

6 - Hoffnung Part 1

Pausing for a moment, you glance past your companions at the unadorned wall of the APC. Hunger could come later, which left two problems to consider. While you were lacking in concrete information, your companion's frustrated exclamations seemed to indicate that the military situation was the more precarious. While you did not know what kinds of weapons these people wielded, internecine conflicts could only put you all at risk.

"I think we should head to the defense facilities; try and stop things before they get out of hand."

Cabiro nods, "Sounds like a plan. Hopefully between you showing up out of nowhere and having a bit more time things have calmed down. Otherwise I'll have another try at talking some sense into the spacers."

She leans down slightly, hand over her ear, before you can feel the tilt of the APC making a hard turn.

It's a quiet ride from there on, as the soldiers seem more preoccupied with checking their gear and communications than talking with you.

Thankfully your isolation only lasts for a few minutes before the rear door of the transport lowers to the ground with a dull pneumatic hiss. Talking that as a cue to stand, you shiver slightly as you step into the chilly air.

"Keep up and follow me," the colonel claps your shoulder as she starts off towards one of the squat grey buildings at a brisk trot. As you fall in behind her, you take a moment to glance around. The buildings themselves are rather nondescript, almost prefabricated looking. It's the pale green, nearly teal grass that holds your attention until you're through the doors.
Two more sentries move to stop you on the other side of the door, armored in the same way as the soldiers you've seen already. Cabiro brushes them aside with a silent wave, her own men forming up in front you.

As you stalk down the bare corridors of the base, you can see the few uniformed personnel awkwardly dashing to escape the phalanx of troops in front of you. Their eyes briefly meet yours, no doubt curious as to the importance of their charge. This marks only the second time you've seen other people since landing on Atlas, and they're all soldiers.

So distracted you are trying to pay attention to everything that you nearly run headlong into Cabiro as she comes to a sudden halt. You've arrived in the base's command center. A vaulted room lined with prominent displays on five of its six walls, a dozen or so officers manning stations along the perimeter while a raised dais sits empty at its center.

"Put an orbital track on the central monitor – has the situation changed?" Your companion steps onto the center dais as a wireframe of the planet is projected in front of her. Atlas is surrounded by a myriad of colorful symbols, but two groups stand out to you. A cloud of blue diamonds and cubes is slowly closing on a sphere of similar icons, these colored brilliant crimson.

"Ma'am," one of the operators calls out, "Situation unchanged. Flottillenadmiral Werner's squadron is still on an intercept vector with the American station. Their formations will merge in less than five minutes."

You step onto the dais in time to catch Cabiro hissing in frustration. "Get them both on the line now, before someone decides to start shooting!" She passes you an earpiece at the same time. "And loop the Carthies as well."

Two of the other screens flash to life as you get your first look at the commanders of the two fleets in orbit. To your left is an impressively mustachioed man with intense green eyes. He's wearing the same uniform as the EU soldiers around you. The man on the right screen is visibly the older, with tanned complexion and greying hair cut close. He scowls into the camera.
"Eurocom, this had better be good," the American commander rumbles. "Your craft are already well within my defense perimeter, and we both know I cannot allow you to unilaterally dock with our station."

"Admiral Raines, Flottillenadmiral," Cabiro speaks up, "We met the shuttle from Von Braun on the tarmac." She gestures towards you. "This person was the only one on board. There were no pilots or crew, and as far as my men at the spaceport could tell, no tampering to the shuttle. I think they might be authentic."

"Preposterous!" The German officer cuts in. "I refuse to believe that some child could possibly have orchestrated this. What evidence can you claim?"

"Sir," Cabiro says, "we checked with Von Braun. No one saw them aboard the station or triggering the shuttle to launch. In addition, it seems doubtful they could have piloted it to the surface themselves."

"So you have nothing but hunches? I had thought better of you Emmanuelle," Werner retorts. "I can see that I will have to get to the bottom of this trickery myself. We will investigate the American station to confirm if they are involved."

"I cannot allow you to violate American sovereign space on mere hunches," the American admiral growls. "Besides, as impossible as it sounds, who's to say I shouldn't be suspecting your involvement in this? That shuttle did land in Hoffnung."

From your position on the command floor you can see Cabiro, Emmanuelle's, hands grip the railing ever tighter. The blips on the center display slowly inch closer, almost overlapping. You can feel a twisting in your stomach, wondering what to do.

"Sirs, please stand down," her tone is higher now, more frustrated, "There is no evidence that either of our nations caused this event, and any spacer can see a battle in low orbit will be a bloodbath."

"Status change," one of the operators calls out. "Transports have separated from the Westfalen. They are on a vector for rendezvous with the American base. Formation merge in three minutes at current."

"Damnit Konrad!" Cabiro slams her fist on the railing. "Stop this now, before you get yourself killed." Neither man answers her, both talking to figures off screen.

This isn't right, you think. You don't know how many people are up there, but they shouldn't lose their lives over you choosing this place. Another status change is called out from below.

"The American ships have gone emissions active. Their outer formation elements have begun interception burns. Targeting and data links from our fleet are coming in now. Merge in two minutes."

"Stop," you speak up. "There's nothing to be gained from this. We're all stuck here, and shooting at each other isn't going to change anything. Just stop this, please, and I'll explain what I can."

The American admiral just looks pensive, but your words appear to have piqued Werner as he swings back towards the camera.

"I have no time for the idle fantasies of some young fool with delusions of importance. I will find the answers I need up here, even if I have to take them."

The next few moments pass in silence as the American craft close on the ESC shuttles, slipping ever closer to the point of no return. Years of paranoia building towards a seemingly inevitable conclusion. The only sound comes from Cabiro as she sighs, turning her eyes from the monitors.

No. One more try.

"Admiral Werner." You muster all the authority you can find in your voice, a building pressure pushing on your head. "Stand down now."

He only scoffs, "Do not presume to command me, child."

The cry comes up from the command pit, "Missile launch!"

You don't know who fired, but it really doesn't matter. As the pressure in the back of your mind grows ever greater, you shout out one more time.

"You will stop!"

The pressure releases in a flood, and for a moment your eyes catch Werner's. They go glassy for a moment as he sits stock still, rigid as a board. When next he speaks it is in a dull monotone, all traces of the outrage from earlier absent. "All ships, come to zero relative to the American station and stand down."

The lone missile indicator disappears from the tracking board, self-destructed by whoever had ordered the launch. All eyes focus on you before Raines finally gives voice to their feelings.

"What the hell was that?"

"I. I don't know," you whisper as you're overcome by a feeling of weakness. Your legs quiver slightly as a wet sensation makes itself known on your upper lip. Idly, you raise two fingers to wipe at it. They come away covered in blood.

When next you look at the three officers, you can see the balance has changed. Raines is staring intently at you, like a bear eying a threat. Werner's produced a handkerchief and is slowly wiping sweat from his brow. Whatever you did has really unnerved him. Cabiro looks more contemplative than anything else, but you can see her drift backwards ever so slightly.

"Perhaps." Surprisingly, the German admiral is the first one to break the silence. "Perhaps this matter requires a more thorough assessment of our situation. Colonel, please see to determining a location. I'll leave the particulars to your discretion."

"Of course," Cabiro nods. "Admiral Raines, in the interest of international cooperation, will you plan to attend?"

The American just nods once before the video feed cuts out, joined shortly by that of his European counterpart. Your compatriot drops forwards to lean on the railing as soon as they're gone, a deep sigh escaping her lips. "Well," she says, "that could've gone better. Least it's over."

"Colonel," one of the operators interrupts, "Reports coming in from the city. A riot's broken out at the governor's mansion. Captain Daza is asking permission to suppress the rioters."

She just rolls her eyes at the news. "I brought that on myself, didn't I?"

"Yes," you agree, "you did. What now?"

"Well, now that Konrad and Raines are willing to talk, we should probably set up a meeting between all three nations planetside. We might want to choose a different locale though, since Hoffnung might give a bad impression after almost starting a war. The Carthies should agree to come as well, especially if they had a representative present for this."

"There's also the matter of whatever is going on in the city. If this gets out of hand, we could see the city in a bad way. Finally," she suddenly steps closer to you, arm flashing out to catch your wrist in a vice like grip. She lifts your bloody fingers to your face. "I'm no medic, but bleeding out your nose probably isn't a good sign. Especially with whatever black magic you just did."

You can't help but nod at her observation.

"So," she releases your arm, "What do you suggest?"

Sigh. I blame work.

Still, sorry if this feels a bit railroaded, but I want to get to the grand strategy portion of the quest sometime soon. As to the votes, treat them as more general suggestions than specific actions, and feel free to add additional detail to any plan submitted.

On the other hand, you've now discovered one of the more mysterious powers at your disposal (and given someone an existential crisis in the same go).

As usual, any comments, critiques or questions are more than welcome.​

And this sort of thing is the exact reason I desired to deal with the Military first... Thankfully, the problems of a short-lived war have ended for now, at least until after the upcoming conference. Said conference can probably be delayed until tomorrow morning say?

As for where... Probably best to ask if there's any neutral ground on the colony, or if there's a town or something near a border shared by all three colonies. If there isn't... Probably see if we can't have the meeting somewhere in the Carthaginian colony?

Riot-wise... Non-lethal definitely. Try to keep it contained as well... Other than that, probably best to leave it to the professionals seeing as they'll know what they're actually doing beyond the already mentioned vague generalities, and we should let them do it without screwing it up for them. Maybe you can see if you can use your newly discovered ability to calm them down once you get there? Which reminds me, we need to get a medical team to scan us if possible, especially if we end up using the ability again. Preferably see if we can't get them to meet us at the mansion? We can undergo a more detailed check afterwards... as well as hopefully get something to eat.

Which would probably come out to something like the following...

[X] The rioting should be dealt with non-lethally as much as possible, and preferably by containing it to somewhere that won't endanger the long-term health of the colony if it takes some damage. Once we arrive, we might be able to help by using our new ability to calm down the crowd... but otherwise we'll be leaving it up to the professionals to work out how to put that into action and deal with further developments. Not like you know better than them... or even as much as them in all likelihood.
[X] Organise the meeting of the military leaders to occur tomorrow morning. See if you can't get a meeting with civilian representatives to happen at the same time, or afterwards, to work out just what's going to happen now.

-[X] Politely (and delicately) suggest that the military (and civilian if they get on-board) leaders spend the rest of the day and night working to calm down the situation and also work out what their situation is like going forward under the assumption that their assets in-system, and what those assets can createm are all they're going to have for a... long time.

The colonies are spread out enough that most towns aren't near the defined borders (most of the major population centers are on different continents - 60 million people isn't that many when you have an entire planet to spread out over). That said, New Carthage is available as a location to recommend. Von Braun station might also have a pretty good claim to being the most neutral location, as the Carthaginian League is rather friendly with the US. There are border towns to consider, but they lack some of the conveniences a major city will have.

After all, mention's already been made of how something sees this as a competition, contest.. or game. And if you had to guess, it's probably most similar to what you know as the 4X, or Explore, Expand, Exploit, and Exterminate, genre. Hopefully with little of the last one going forward. But the important thing about those is their tendency to start with a single seed, or capital city/world/system to spread from. Seeing as you're here, not on some version of Earth, or Terra... that suggests what we've got on this world, and what we can develop from it going forward is going to be it.

First launched in 2374. An intergenerational design commissioned to replace earlier national navy vessels as a long range colonial cruiser. Using commercial FTL drives to reduce manufacturing and maintenance costs, the Gloire is instead intended to make use of its superior real space acceleration to make slashing attacks against hostile cruisers. This was intended to take advantage of a perceived deficiency in its opponents at mid-range combat. It is also capable of carrying a short squadron of small craft and up to a light infantry battalion for detached operations, although some of the fighters will need to be replaced with landers. This multi role ability matches with the EU's big ship doctrine, where most vessels out mass their contemporaries to facilitate independent operations in a jack of all trades design approach. While commonly seen as dependable, the class has not been without its black marks, as two were destroyed in action against China and a brief encounter with Brazilian forces damaged a third beyond repair. Of note is that all of its missile armament is carried in external box launchers to facilitate quick replenishment.

On the other, I don't think those are proper vote options. 'Other orders'? In regards to what? How much fine control do we have over what is going on in the colony, or will be going on during the meeting?

Pyro Hawk gave it some thought, so I am not going to criticize it, but in no way will I vote for something that takes half a page to articulate and combines all existing ones into a single mega-vote. Isn't it, basically, 'travel to the governor's mansion while seeking medical attention and planning the meeting between the military leaders'? Does having all of them listed mean they should occur within the next update?

Normally, having choices implies actions are exclusive at least to some extent. So here's what I do not get. If I choose, say...

[ ] Seek medical attention

...then what does it mean for the other two? Clearly the meeting will still go through. What is the point, then, of making us choose? What do we lose or gain from prioritising one over the other? Similarly, the meeting will not be taking place today, since it requires preparations. I find it unlikely they will ignore us bleeding out on the floor if we really are in need of medical attention.

The choices would make a lot more sense if they were phrased this way:
What do you want to do with the rest of the day?
[ ] Help organise the meeting between the military leaders
- Have control over the place the meeting is held, study the dossier on the participants so that you'd know which toes not to step on (Foreign/Military affairs)
[ ] Visit the governor's mansion
- Learn about the situation in the colony, deal with the riots, get your home affairs in order (Internal/Civillian affairs)
[ ] Seek medical attention
- Get scanned, try to learn more about your power and what it does to yourself and to others (Personal affairs)

There, we have some very clear-cut choices, and a proper reason to choose one because all of these things are time-consuming.

Certainly a valid criticism, and if I am to be entirely self-reflective about it, one I should've noticed myself. In retrospect, I was rushing too much in order to get something on paper and did not clearly consider the implications of the options I listed, or that what seemed clear to my sleep-addled brain might not be so to other readers.

The original intention I had ( and that I certainly did not articulate. Like at all. ) was that you would be able to do one/both of the following:

Take multiple options at a reduced efficiency. Having a medic meet you at the governor's mansion, for example, would allow some level of medical check but would both take time from addressing the rioting and not be as useful as a full medical exam. This is somewhat similar to what Pyro Hawk is proposing, although I'll probably ask to rein it in slightly.

The option labeled "Other Orders" really should've been marked as "Delegate/Ask Emmanuelle to a task". My original notion prior to posting was that you could either stick with her to take advantage of her authority and skills or ask her to take care of one item while you focused on another.
The end point is that you're right, the last part of this post was a complete mess. In light of this (and now that I've had a full two days with reasonable amounts of sleep), I've rewritten the vote section to narrow down the options and clarify their potential impacts. In addition, I'll list below a clear roadmap for the rest of the prologue and give the PC a bonus once we reach the strategy stage.

Sorry, @Pyro Hawk , but this might mean you'll want to reconsider your vote.

Roadmap:
Post 7: Deal with the riot and begin introduction of the civilian leadership (to be concluded in Post 8). If a medical examination is chosen, expound on your ability to [REDACTED] and its possible impacts on your health.

Post 8: Handle the meeting proposed in Post 6. The main items here will be the introduction of the rest of the major leadership figures, the mechanics specific to Atlas, and solidifying your intended command structure. You'll also get a more in depth breakdown of all the military forces available on Atlas.

Post 9: Planning for the first strategic turn.​

Okay. Was busy yesterday, so I had a bunch of alerts to catch up on today, amongst other stuff. Finally got around to this.

Frankly, my response to the discussion you two have done is... pretty much the following: "Oh thank god someone's taken my mess and worked out what sort of thing we should really be voting on. Also got some necessary information out of it, so that's great."

As for my 'revised' vote... Would this work, and not try for too much at once @Thermidor ?

[X] Before you separate, send a message to the Admirals suggesting that the meeting be held on Von Braun sometime tomorrow as it's probably the most neutral location you can think of. Request that the Carthaginians are included in the meeting as well.
-[X] Also include a very polite request that they all work out (or at least, continue working out if they've started already) just what assets they have, and how long they'll last with only what's in-system.
-[X] Request that the Colonel see if she can get the civilian government of this and the other nations' colonies to set up a meeting on Von Braun for after the military meeting tomorrow or the day after, whichever's best. At least, once she's helped get the riots under control that is. You're all in the same boat after all, so might as well see if something can be organised fast... or at least, organise something to organise the real thing later.

Basically make sure nothing's wrong with us, get the person who knows what they're doing to help solve the riots, and give the people organising the meeting our ideas on where the meeting should be, with who, and see if we can get them working on what's going to be the first problem you'll need to solve, if they haven't already started.

Also asking that the Colonel get the message to the right people to organise a similar meeting for the civilian side of things after she's solved the immediate problem whilst we're busy getting checked out. After all the earlier we start organising that, the smoother things should go.
