On the other hand, how he got a Cetagandan Order of Merit is now public unless it's still sealed so the Star Creche can "save face". If it has been unsealed, the Diplomatic Corps, Ops and ImpSci can now have public Think Tanks to bounce ideas to counter Cetagandan agression.

I figure by the time of Diplomatic Immunity and Miles's unencrypted message to General Dag Benin, Miles's relatively friendly connections to high ranking people (mostly haut, but still) in Cetaganda would be common knowledge among the government corps that unsealing the actual circumstances around the Order Of Merit would not be much of a revelation.
