Umm who are these people in canon.
I don't know if they are canon or not but they are basically the France of this world and from looking at how it was described it is the objectively worst for long term development due to constant border wars that they survive only because of the other members. From the description they seem economically stagnant (or worse) with the only prospects for serious growth being expansion through conquest against a superior enemy that can only be facilitated by currently unreliable allies (militarily or economically).

Valois exists only as a country name on the VC Europa map. Otherwise they fall into the general category of "Not relevant to the plot" so you're not going to find anything.
Look up the map for Europa.
They are mentioned in the VC4 articles for the Hand Grenade and the APC. The Revolutionary part is a me thing, where I am trying to give each of the states a distinct vibe and theme.
