After a good amount of discussion with @Dark as Silver, we've added a new tier of High Jonin. The ranks are now as followed:

I'm not a writer so 3 isn't my place however I can give some insight on the mechanical details, unless quidrim overrides me.
1) Narrative fluff as well as situational uses, if you want to try and infiltrate an underground bunker, Earth Ninjutsu will give you different options than say fire.
2) Hard to say because Bloodlines vary so much. I could probably point towards Pain, as almost all his power comes from the Rinnegan however a 24 doesn't give you a Rinnegan. Picking a 24 there with the Hozuki bloodline isn't going to make you a city killer.
I hope that was less useless than I feel.
Kay, I mean do we have to put MORE points into the sub skills? Or is it covered by the ones we put in Ninjustu in general?

Hello everyone, I just wanted to tell you all that I added a new specialty to the Bukijutsu sub-skills: Kyujutsu (bow and arrow techniques). This was one I wanted from the start but I forgot about. So anyone who is a bow and arrow over now has this.
Anyway, for those of you interested, 24 points in a skill is almost kage level, but I mean kage level as part 1 Old Sarutobi and the 5 kage from the Kage Summit Arc. Not too gigantic in scale but still powerful and deadly.
So just imagine the things regular kage-level shinobi can do and think that you are in one skill almost reaching that. Almost being the key word.
Anyway, today I will make a post about how I see the top tiers in this world, Bijuu and more.
