    [X] Kumogakure: You are from Kumogakure, the village hidden in the cloud. Founded by the First Raikage who takes upon him the name A in the Land of Lighting to match Konohagakure's rising power. The village is known for having very few clans with powerful Kekkei Genkais, as well as a fighting style called Nintaijutsu, which incorporates ninjutsu and taijutsu together. Their hand-to-hand combatants are some of the best in the entire world.
    [X] The Sorrowful Peacetime Era: The First Shinobi World War has ended with nothing but loses for everyone. Many people have lost their lives and you lost plenty of friends and loved ones in it. Now it's a time of peace and you have to train a new generation who will not have to fight in a war... or so you hope.

    You are a Jonin of the village of Kirigakure. It has been 12 years since the founding of the village and you have been a shinobi in its ranks since you were a child.

    The Land of Water was a very small country in comparison to the other great nations and had a large amount of clans fighting for dominance for many years. However, the rise of Konohagakure chanced all of that and forced the clans to join forces to make a hidden village, led by the First Mizukage Suiiki Hozuki.

    Despite only setting the foundations of the village in the last decade, Kirigakure was having a very good defensible position in the misty mountains of the Land of Water and was getting plenty of supplies from both fishing villages and merchants from the capital and the daimyo.

    For the last 12 years you have been training and working to become a great shinobi who could be used as a tool for whatever mission the Mizukage sent you to perform. But who are you, really?

    There is a special exception with Kekkei Genkai. If you chose your background as not being a member of a clan, you can put 0 points in the Clan Arts/Kekkei Genkai skill.
    Aside from that, you have to pick two nature elements in the sub-skills category (unless you are from a clan which has a Kekkei Gekai in which fuses two elements) and you can also pick a Bukijutsu specialty. However, it is not mandatory and if you don't, then Shurikenjutsu would be your natural go-to weapons.

    Are you changing canon, because that is not the canon First Mizukage?

    Ice is combined Water and Wind, that doesn't necessarily have both familiarities, but given the maxed Kekkai Gekki I am forced to agree. Quidrim might allow it as simply a lack of purely wind techniques maybe?

    Wording is a bit weird their but I think that the cap is 24 points except for a single skill.

    Bukijutsu means "weapon arts". Every ninja can use a shuriken or kunai, but a speciality would be like being specialized with swords (Kenjutsu) or on a level beyond the normal ninja with shuriken and kunai (Shurikenjutsu) or have aother special weapon. Those are the meaning of the sub-skills of Bukijutsu.

    Kay, also does having a Kekkei Genkai add any bloodlines, or does it force us too have the two that make it up?

    I.e Ice release means Water and Wind only

    I think I can justify them. Since the static modifiers can be 2.5 times the dice roll they're basically equivalent to being able to get a +50 on a roll in a d20 game, so they are extremely significant.
    The way the DCs are set means that a chunin is guarenteed to never fail a reasonable challenge for a genin however only have a small chance at succeeding at something a jonin can achieve. And this repeats across all tiers.
    They aren't intended to be used for a dynamic world or against opposition that will roll back thus the simplicity and additionally they were set ignoring the extreme power creep of Madara and stuff (AU/personal preference of Quidrim), which may be why the extreme end isn't there.

    Having said that, a new 'High Jonin' tier just got added in the high fix so Kages just got buffed.
