First Story: The Characters and The Beginning.
The World you suggested was quite similar to a modern day version of Earth, pretty mundane and normal. At least, that was how it used to be before the Fables came. One day, just like any other, characters from all kinds of fiction from myths, folk tales, books, and even a few from comic books. Snow White, Little Red Riding Hood, King Arthur, Herakles, The Wicked Witch of the West, and more just one day pop into this World, lost, confused, and sometimes violent. In order to make sure the greater population doesn't find out about the Fables and go into a mass panic, a group of government workers was assigned with the task of finding these Fables, bring them in, find out why this is happening, and to see if they can stop or even reverse it. These workers are the "heroes" of this Story, the protagonists. But first we must know who they are, their personalities, their wants, and more. The Author looks at you. "Don't worry Quill, I won't ask for specifics or anything. I just want some guidelines, or if you want I can do it myself." The Author seemed quite pleased with your Creativity and undoubtedly wanted to hear more. You decide to...

The Author writes in the details, whether you give any suggestions or not, and you see the characters come into existence. Now then, how to kick off the story? "I am thinking something of an explosive beginning, a mission gone wrong. Our heroes go in to retrieve a Fable, only for them to find them either dead, missing, or maybe discovering that this particular Fable was a Monster instead of peaceful. What do you think, Quill?" The Author asked. You think on it, this kind of opening would quickly introduce a clear conflict from the start and opened the avenue for additional plot. But at the same time, it had its issues. The First Story: Chapter 1.1
The Author seemed quite pleased with your suggestions. He chuckled at the title you cane up with, amused by the word play. ""Off The Books", what a clever name for this tale. Now then, let's us truly begin this story." The Author begins to write with his quill. Words appear on the pages faster than you can track, seemingly flashing into existence while the Author's hand blurred. You turn your attention to the window and see that the World has been set into motion. You watch as the scene plays out before your very eyes.

I was running, trying to get away from the thing that the brass had sent me to try to "recover". My lungs burned and my legs screamed in protest, how long have I been running for? Hours, days, months? I don't know, I just know that if I stop then it will be over. I will die at the hands of that monster just like the others. It's long branch like arms reached out from the shadows, I could see its blank featureless face gazing at me in my mind. The trees were closing in, darkness creeped in from the edge of my vision. I suddenly go down, falling to the ground while pain shots up one of my legs. I look down and see that my left facing an unnatural angle and a large root. I tripped, I broke my ankle, I had stopped running. I try to stand up, to keep running for my life, to get away from it, but the pain was too much and I fall back to the ground. I try to crawl away, but something grabs me by the back of my neck and lifts me up into the air. I flail around and try to get free, but its grip is to strong. I look into that black face that wasn't a face, and I scream before feeling the grip around throat tighten until-

SNAP!

The man in my hand goes limb and cold, just like the rest. I let go and watch as the new corpse fell to the ground with a thud.

...Well, that was...something. You just watched a man die in front of your eyes at the hands of a popular Creepypasta. You honestly don't know how feel about that. You know that person was real, with their own life they lived, but there was just this sense of disconnection that made you not see him as a person. Does that make you a bad person?

You continue to watch as the scene changes to a group of people in suits all gathered around a table.

"...And lead to the deaths of Agents Taylor, Grimm, Richardson, and Alexandria. As of now, that section of the Black Forest is off limits to the public until we can find a way to bring this Fable in. Any questions?" Said a man in black suit with brown hair, green eyes and a scar going over his left eye. This was Adam Williams, the least of the Fables Recovery Agency, or F.R.A. for short. Using his connections in the world governments and with more shady characters, he had help the agency recover Fables such as Snow White, Alice, Beowulf, and more.

"Are we at least aware of what Fable has claimed that territory?" Asked an older man with grey hair, glasses over blue eyes. He wore a lab coat over a blue medical scrubs. Professor Henry Bridges was the head of research and development for the Agency, studying the legends of Fables, looking for any weaknesses that the field agents can exploit while also trying to find out why and how Fables were entering the real world, and find a way to stop it.

"Before we lost communications, the agents described the Fable as tall with long limbs, no face, and wearing a black suit. So we're dealing with the Slender-Man, a popular Creepypasta with quite a few interpretations." Said a woman in a suit with short blond hair and blue eyes. Rachel Woods was the Agencies top psychiatrist and helped not only the agents but also the displaced Fables, finding out you are a fictional character can be pretty stressing on the mind as it turns out.

"Great, another psycho I'm going to have to defend in court. Why not put these kind of Fables down like the beasts they are? With the wolf at least he proved useful, but these Creepypastas cause us nothing but trouble!" This was the lawyer for the Agency and, by extension, the Fables. Jonathan Green was a stick of a man with a pointy nose, Brown eyes, and black slicked back hair. He also was very rude in your opinion, caring only for money. But damn was he one hell of a lawyer.

This was the point where I made my own statement. "Our job is to help Fables, even the bad ones. Plus, we still don't know what will happen if a Fable dies in our world. We can't afford to take any chances." I said. My name is Joshua Parker, just a simple man following orders. A simple man who could snap most people in half like a toothpick, and the guy in charge of both the PR and HR departments. Now just one of those wouldn't be so bad, but both? I was way in over my head. In fact...

I assume its because we want to avoid trouble with the civilian population, how were are perceived may wield us more funding and lessen the chance of us being attacked by civilians who either see us as more trouble than we're worth. plus, we can hopefully start of with a good enough reputation in which Fables that are neutral or friendly would try and join us while hopefully keeping civilian witch hunts to a minimal.

I think the point of this is more to create a good story. But yeah, good rep few agents is so far my favorite one, but I'm not sure exactly why.

Since we want to keep the existence of the Fables hush, hush, that by extension means we need to be picky with how many we let in on the secret, thus limiting the amount of people we could hire. Therefor, the best way to work with the limited amount of normal people we can hire is to hire the people who are the most competent and least likely to rat us out to the media. In fact, I wouldn't be surprised if we start hiring Fables to work for us as agents if we haven't already. We help them adapt to our world, give them an fake identity, and pay them. The fact we don't know what will happen if they die in our world is an major risk, but I think that I'd feel more comfortable sending Merlin up against an rabid Fenrir than Joe McAdverageDude.
The Fables who don't accept this offer are probably still kept in the same apartment building/neighborhood/whatever as the others, but are instead hooked up with an civilian job. Like being a waitress or something. Unless they are obviously monstrous of course.
