The Revolution continues in Colombia! With the most immediate matters sorted the country votes to officially rename itself to the Union of Bolivaran Socialist Republics. This leads to many private jokes about the UBSR being the "Plan B" to the UASR and the unofficial names of "Gran Colombia" or just "Colombia". The country adopts a federal model based on the UASR with six "Integral Republics": Colombia, Venezuela, Ecuador, Peru, Bolivia, and Chile. Furthermore four ASSRs, Amazonia, Guainia, Vaupes, and Vichada, are created for the purpose of diplomacy and negotiation with the indigenous people living in the country's interior. Most of these Republics existed solely on paper for now but their early foundation meant that there would not need to be any major re-organisations in the future.
As part of its expansion plans the country passed a ban on unplanned border settlements. "Frontierism" was declared a wasteful and unproductive endeavour compared to planned city expansions. In accordance with this, shipyards were established at Maracaibo, Caracas, and a naval base was built at the site of Willemstad, renamed Curaҫao Naval Base. It was not expected that these shipyards would be able to produce new ships, but instead be used for repairs, salvage, and scrapping to save resources wherever possible. Further expansions to re-activate Chilean mines were planned, but industrial investment from the UoB or UASR would be required as Colombia did not have the capacity to build the equipment itself in a reasonable timeframe.
Meanwhile, even with the re-forging of VOSCOM with the UASR, the VOSCOM delegation transported with Colombia decides to retain its current structure due to a shared language and now-integrated command structure. To clear up confusion, the Colombian VOSCOM delegation renames itself as the Andean Red Army, after the Andean Pact organised to contain Brazil in the old world. Meanwhile the Colombian Navy and Airforce choose to retain their previous names due to a much smaller foreign presence within them (and their much smaller size). The crew of
Fields of Athenry are allowed to go home to the UASR but Colombia purchases the ship itself as it had captured the popular imagination after its exploratory voyage across the new world.
The final, and often-overlooked piece of legislation passed was the innocennt sounding "Industrial Salvage Act". With this the UBSR gave itself a legal right to take and retain industrial equipment of any kind captured from "an enemy". This act neither defined what "equipment" nor "an enemy" might be but passed with little opposition.
After hearing Featherstone's speech, the Presidium of the Union of Bolivaran Socialist Republics released the following message in Spanish, English, French, and Cree:
Harken! The Union of Bolivarian Socialist Republics (UBSR) hereby refutes the demands of the illegitimate occupation forces in the southern UASR. The Caribbean government is under the aegis of the Vladivostok Compact and has no need to submit to any demands made. Additionally, the UBSR demands the illegitimate forces surrender immediately and submit themselves to trial for their flagrant crimes against humanity, namely the barbaric act of slavery.
To the workers of the Confederacy, rise up! You have nothing to lose but your chains and a world to win! The whole Americas are armed and will fight with you to win your freedom from slavery, from racism, from landlords, from capitalism. There is no fortress that the Bolsheviks cannot storm!
As these announcements were made an attack plan was drawn up. Audacious almost to the point of insanity, 100,000 troops would be launched from UoB Mexico to invade all along the southern coastline of Cuba. From there the forces would converge on Havana. With Cuba seized, Colombia would launch an assault towards New Orleans where they would "grip and hold" the mouth of the Mississippi river whilst the UASR pushed down from the north, cutting the country in two. Additional diversionary attacks would be launched at Florida and Baja California as necessary to keep Confederate forces spread out and unable to focus on any one front. This plan was codenamed Alligator, and Colombia held it ready for tensions to kick off.
The only problem was that the UBSR had neither the naval capacity or even the bullets to pull off this plan alone, and would require significant naval and logistical support from the other members of VOSCOM to pull it off.

Apprehension was in the air when a mysterious electrical signal was detected from the direction of Crimea. Expecting the Soviet Union, a nervous envoy was sent to make contact. However, what they found was a different beast entirely. The Russian State was an anti-German but most definitely modern, industrialised, and right-wing state. Even better, it was willing to form ties with Greece.
When he heard the news, Regent Kondylis travelled to Moscow personally to meet the new arrivals. Unfortunately this led to an awkward moment when the Russians delegation almost didn't believe his identity. As it turned out, the Russians were from a different timeline entirely where the Central Powers had won WW1. The strange British Communists were also apparently from this timeline. And in that timeline Kondylis was dead.
Once the misconception was cleared up however negotiations went swimmingly, with Greece selling tobacco and other heat-sensitive crops to Russia in exchange for machinery and technical expertise. Unofficially Greece also offered a back door into the Axis economy for the Russians to procure anything they needed.
