Anyways, I'm not sure if my schedule will allow it, but this seemed to fun to pass up on. Sheet below. There is one skill I made up whole-sale (wind sense), but I counted it for the limit and can remove it if that's not allowed.
While I don't accept homebrewed minor arcanas, I think wind sense would be an ability that goes under your general Magic, assuming that your Element/Origin correlates with it.

Seeing as your entire theme is Wind, we can safely assume your Origin is Wind or Air, and thus capable of utilizing that skill as an application of your magic.

Curious why you quoted my note about the Black Knight. Also please specify what Kingdom you are the Public Enemy of. And also if kindly, the origin of the Countess, off-island or in-island kingdom state

Oh, I was just joking about how a lot of people picked the black knight as a sword arcana.

And I'd probably pick Noer for Public Enemy. With Sybaris a pile of ash and ruins, Noer seems more interesting in comparison.

Backstory:
I try to leave my past life behind but that doesn't mean I can just forget all of it. I was a boy straight out of school headed straight towards a dead end, just like everyone. Circumstances made it seem like the world was going to hell but in hindsight, it always was, it just made things faster. In the face of the wall before me I fell back on a habit I thought long gone. I ran, away from it all along the streets below the street lamps' glow in the hopes of a saviour chancing upon me.

I suppose they did come in the end, a cat black as night led me to a door in the middle of nowhere. As if she talked to me I knew I won't be able to come back if I stepped through that door, even if she promised that it'll all be better.

She was right.

I awakened as the third daughter of a wealthy Countess Lorelei, far away from the intrigue of noble life and raised in the comforts that Gallian high society provides. For my spoiled self my new family seemed like paradise, nary a day of toil or responsibility in sight for me and I couldn't be happier with my new body.

But I suppose I've let it get it to my head a bit too much. One night during a local banquet, a tad of overindulgence in some drinks I found myself awake beside the fiance of our Duke's heir the next morning. Misfortune would have it that he would caught wind of this and my mother and I agreed that I could no longer reside in Gallia for the foreseeable future. So there's only one place that a noblewoman in faux-exile could go to, Hallum.

I bid her goodbye upon the next Company ship and promise I'd return making the best of my situation.

Comfy Home: Comes with the family estate in Tallum, smaller than the one in Gallia but still perfect for leisure.

Evolving Weapon: An axe that mother saw fit to give me in her eternal fussing, I told her if I needed a weapon I'd go for something longer and so on but she just wouldn't acquiesce to me citing `practicality` in the `savage lands` of Tallum, utter silliness but what am I to do when I am already on thin ice.

Dame of Discord: Misfortune strikes again and it appears that the Duke's daughter had also came to Tallum, fortunately she only seem to be acting against me with spreading rumours that I could not care less about.

Confusion: `Hard of hearing` they say, `Unfocused` they utter, bah! Their words were simply too uninteresting to grab my attention, it's no fault of mine.

Race: Construct- an embarrassing situation, to be sure, but better than being one of the puny soft-skinned races.
Major Arcana: The Emperor: "The putrid and the foul shall bow before me, as no true ruler surrenders a servant due only to disgust."
Motivation: "The War in my own realm leaves no room for ambition, only violence. Here, and with these given gifts… I may do whatever I wish. It is mere coincidence that shall include fighting the Crimson Mist."
Backstory: Hytzaniyax hatched alone, without parents, in a desolate, dying volcano. Worse yet it was during the ancient war between giants and dragons, the Thousand Year War.
But young, intelligent Hyt miraculously managed to evade marauding giants and everything else that could kill a young red dragon and reach adulthood. He started his own little hoard and even bullied a local tribe of kobolds into servitude. What more did an ambitious drake such as him need to start?
Alas, it was then when the beckons of the dragon gods finally reached his ears, and he could do nothing but obey their draft. He was forced to abandon his hoard and fight against those he had run for so long from.
The war days were tough and gloryless. Hytzaniyax was no great draconic hero or giant-killing machine; he managed to take down a couple hill giants, a frost giant or two and once surprised a fire giant but no one noticed or cared. He was simply doing his job, after all.
So when the Vonindod, the great wyrmkiller itself arrived, Hytzaniyax stood little chance. Such was his fate, it seemed, to be just another nameless casualty among hundreds of his dead kin.
At least, until he woke up... elsewhere. He was offered power. Immense power. The power he needed to not just be a pawn in his god's games, the power to not be forgotten again. There would be sacrifices, of course- most primarily the seizure of his true draconic form and the placement of his inner flame into a mere construct. A bit of cosmic irony, it seems, mirroring his killer. He cared not; he would've given up more if it meant he could take his proper place in the world, even a strange new one.

Grandmaster of Magic; specifically, and as is fitting, he is inclined towards Evocation and Elementalism in order to channel his inner fire, so cruelly restricted by his new form.
Trained Skill, though he has few skills practical to his current situation. Dragons rarely take up crafts, you see, and especially in Hyt's time there was little room for anything but fighting the War.
The Ethereal Wings shall come to him soon, as befits a dragon, but are not in his possession yet.

Companions: Hytzaniyax is alone in this strange new plane except for his own determination… and ego.
Inventory: A Legendary Weapon has found its way into Hytzaniyax's hands. Other than that, he starts with nothing. Though, with how irritating this damned Spear of the Holy Purging is, constantly criticizing him… well, as long as it continues smiting (or, "castigating", as it likes to call completely obliterating almost anything it pierces) his enemies, he couldn't care less. Or, at least, that's what he tells himself.
Drawbacks: Hytzaniyax is plagued by horrific Nightmares, and while sporadic they never fail to haunt him, even after he awakes. Strangely as well, he feels as if someone is sending them to him. If he ever finds the culprit…

Haven't looked over many of the other submissions, but what I do have is an idea. I present Welren (no last name), a Dawi who could very well be a bit more than he seems at first glance.

Motivation: I came into this world blank, as unrefined as the ore mined from the newly opened shaft. To become worthy of those that made me as I am and their efforts, I will Create a better world for those who come after me.

Backstory: It is not often that a beardling dwarf is found without their apprenticeship, or you would hear from the longbeard of Flamepeak Volcano Hold. But surely, they would grumble when none but the Masters are around to hear, there's not many beardlings as strange as Welren.
Found in the hills surrounding Flamepeak as beardling, without any sign of Clan, Welren was taken to a Temple of Gertha in hopes that his Clan would discover him there. Twas but a short time before a most peculiar Longbeard, though few would dare mention the name Grootus Flamepeak in the same sentence as such a descriptor, came and took the boy away. Still, what the beardling lacks in a past, he makes up for with an absolute inability to give up.
Rumor has it that Grootus Flamepeak has left the boy to his own devices, the Master Smith himself off on some fool errand or another, to the task of planning and making his own apprentice piece! Bah, if that isn't sign enough of lunacy in the Hermit, then surely the beardling himself must be such grint that not even the Master Smith himself could salvage him! If the beardling dares to come to Flamepeak Hold, send him to the trials so that his elders can pass judgment on his works. It will do the other apprentices some good to see what shoddy craftsmanship looks like.

- Completionist (Sealed By False Start): The power to discern the names and descriptions of each kind of person, item, monster, food, and location and much more. With every discovery, the raw ore that is Welren is shaped into something more.
- Slow Growth (Sealed By False Start): To live is to grow, to change, to become greater. With every year, Welren discovers that his limits are greater, the extent of his skill, or even that the runes of Dawi are not as difficult for him to grasp as they had been prior.
- Boundless Energy (Sealed By False Start): Born of stone long ago, one could say that the Dawi possess the soul of the mountain. Welren, having spent his entire life around them in the depths of a volcano, surrounded by evidence that the mountains themselves burn with the lifeblood of the planet, has found this truth within his own body and soul.

- Hermit Sage (Sealed by False Start): Welren's Master, the Rhunrikki who took him from the Temple of Gertha, and began the process of introducing the youth to the ways of the smith. To Welren, beyond being his teacher, his Master is perhaps the closest thing to a family he has ever known. Due in no small part to this, Welren is perhaps not as well accustomed to greater societal norms as the Longbeards of Flamepeak Hold would prefer.

Inventory:
- Master's Tools (Sealed by False Start): This set of blacksmith's tools show Welren's potential, his dedication, and are a testament to hours and days spent in the forge. With the ( dwarfily begrudging) approval of one or more Masters, Welren knows the path to his own mastery of the smith's art began with the creation of these tools.
- Evolving Weapon (Sealed by False Start): An unimpressive weapon of your choice that starts no better than your average iron sword, but the more it is used, the more powerful it becomes.
– Smith's Hammer: The centerpiece of Welren's apprentice work lends itself to creation as easily, and perhaps more readily, then it does to destruction.

Drawbacks:
- Seeker (Sealed By False Start): Welren's Master, if you sought him out and asked him, would grumble about the many failings of his apprentice over the years. Appropriate for a Master when asked of their apprentice, doubly so for a Dawi, and triply so for a Dawi of his Master's skill and age. But if you asked him of the failings of the beardling who he took in, then you would hear of a Dawi who chafed against retreading old ground. Who took to lessons well, but would not often review or attempt something the same way twice.
- Heart Turmoil (Sealed by False Start): Welren has the barest inklings of a suspicion on some deep level, not that he would ever admit it to another, that he is not the Dawi that he appears to be. They are an ideal he aspires to, their culture the foundation his identity is built upon, and their smiths the legends and myths that inspire him. As he comes into his own power, skill, and the opportunity to forge his own legend, he must take efforts to become more than merely allied with those who he could work with as this idea attempts to take root.
- Nightmares (Sealed by False Start): Welren's sleep is sometimes plagued by images, scenes, flashes of a life not his own. Though whose they are is beyond his knowledge, they make sleep less restful and are worse the longer he goes without resting.
- False Start: Welren came into this world without knowledge of who he is, and only as or after his apprenticeship comes to an end, does he truly have the opportunity to make himself an identity in this world. Whatever fortunes he favors, troubles befall him, and tales he makes are his own from this point on.
– You will gain your cards powers only after one year in this world. On the plus side, no ability will reveal you as a Major Arcana holder until then.

Is he always on fire or is that a cool effect. Can you elaborate more on the Legendary Weapon or the Spear of Holy Purging? As well as how do you plan on "getting" the Ethereal Wings?

If I had a nickel for every time a World Persona takes a false start, which would severly gimp them. I'd have two nickels, it's not much but strange it happened twice.

Just to be clear since you're only just a human apprentice level in skill wise (a dawi apprentice in comparison would be trained at least), I'm gonna have to extend the Dawi passing of age trial a bit after so to say, since you're not gonna be able to compete at that skill level.

Completely fine with me; A bit of the reasoning behind the False Start was that the Arcana kicked in during or near the end of the trials. As the story of Welern The Apprentice ends, so begins the story of Welern, sort of thing. Delaying the trials works perfectly well for that.

The fire's just a cool effect (and I'm really bad at finding images so I just picked the one that left the most to the imagination while still making sense).
I imagine the Spear of the Holy Purging has little other special abilities other than the fact it can utterly obliterate something when it pierces it (with a cooldown between and recharge after a certain amount of uses each day, and immunity by certain powerful entities at your discretion)
As for the Wings, I haven't yet decided. Perhaps the Spear itself gifts it to Hyt as a reward for pleasing it?

Unseen Servants: Within 100 meters, unseen forces are capable of taking simple actions around Ken. Of course, many thoughts can cloud one's mind and require concentration.
Ethereal Wings: A pair of wings that can be sprouted at will and allow them to fly 4 times as fast as they can run.

Companions:
Dragon Cub: A peculiar green baby dragon that's bonded to the child and has taken to be raised by him.
Constantly hungry in both literal and metaphorical senses, it shall watch to see what perfection is and strive to reach that seeable absolute.

Inventory
Hearsay Tome: A magic tome that'll tell of all points of local intrigue and rumors…including ones of a specific kind down in his drawbacks...and it can't quite tell true rumors from false either.

Comfy Home: A large home to his own name that he has a waystone for traveling to and back once per day. Immune to prying eyes and is far from the island to reach by normal means. Much Comfy. Has basic furniture and facility for daily living, but not the supplies to do so.

Legendary Weapon- FrostMorgan (Yes I just said Frostmourne but threw Morgan in the name): A large metal mace once owned by an even larger ancient conqueror, this weapon that would require a grown adult to lift was one that tyrant wielded in one hand to smash any and all obstacles. Not with magic or trickeries, but by pure magnitude as the jolly destroyer smashed and toppled entire castles.

As a legendary weapon, its two unique ability is simply to grow ice around it to increase its size (The weapon is cold by default, but the odds of getting frostbitten by it is nonexistent unless it's pissed off at you. Makes for a good way to chill a bath down) and strengthen/reinvigorate the user. As for how much...well, it could be as its original size, shattering its iced parts to shrink down if need be into fine snow, or as shown above, flatten walls with every swing with a glacier. And as for its more mystical capabilities, it's a good part of the reason its original owner was capable of fighting armies by themselves, fighting days on end with enough breath to laugh heartedly while bathed in blood.

A simple weapon and many would think themselves capable of using it especially when it simply asked for one to be a true ruler, even with its brutal usage...until they found out the weapon's will.
While not unheard of to those experienced of a weapon that grants power to those that fulfill its needs, FrostMorgan's whims are as jolly and destructive as the one who held it.

If one proves to be lesser, then one will find themselves bent to the whims of a weapon that constantly changes its favor at any mood at any time.

Drawbacks
Lone Guide: When all seek his aid, few would expect themselves worthy of aiding him. The masses may be willing to help, but Ken will be always seen as the worthiest, and thus others less so in teaching him.
Dame of Discord: A strange lady with charisma rivaling Ken will occasionally spread bad rumors about him. In his absence, they spread like wildfire, and even with his, it will prove difficult to stifle.
The Black Knight: Just as a strange lady seems determined to spread bad rumors about him, a mysterious black knight is just as determined to hunt him down. Charisma holds no effect over them, and fighting will prove a difficult task to take on.

Confusion: …Between the Star, Dame of Discord, and the Black Knight's active efforts upon the rumor world, any information has a chance of being false. Not even the likes of the Hearsay Tome can tell truth from tall tales with their nonsense.
Rivalry- Dragon: What, did you think a dragon would follow a child as their parent? No, with both of their youth, it is only natural to see him more as a brother. And of course, the difference between a sibling and a foster parent is magnitudes wide for dragonkind.

Motivation: If powered is offered, what type of man would I be if I didn't use that power to help others? I will destroy the Crimson Mist and I will leave my name on the lips of every historian as I reshape the world into a better one.

Backstory: I know the feel of a rifle in my hands somehow it never had the same weight as trying to save a friend bleeding to death. I've been on both ends of that as an army combat medic and a part of me never wanted to leave. I was always bad at life. You know the little things, remembering all your bills or meds, keeping your papework in order, making the right impression with people. It was never any one big thing, it was a million little ones.

The army wasn't like that. While it was, but not when it mattered. I still kind of felt like I rubbed people the wrong way, or things just never quite worked out. However, my reputation was stellar, because I studied medicine in my free time and became a bit of a gym rat. Range time was mandatory so eventually I ended up a good shot. I was still bad at the little things, but the little things didn't matter and take up every waking moment anymore. There was a simplicity to it, and a purity to it that I loved. I will never have goverment issued friends again nor will I ever get a promotion at work because I can reload an m-16 while driving (it's actually rather easy)

Then I got injured and life became about all those little things again. I wasn't saving lives, and I could get by okay. Who wants to just get by okay when you know you have life saving skills and talents. I wanted more, and one night in a dream I was offered it. I took the chance to make a difference again. I can only hope it works out.

Race: Construct- an embarrassing situation, to be sure, but better than being one of the puny soft-skinned races.
Major Arcana: The Emperor: "The putrid and the foul shall bow before me, as no true ruler surrenders a servant due only to disgust."
Motivation: "The War in my own realm leaves no room for ambition, only violence. Here, and with these given gifts… I may do whatever I wish. It is mere coincidence that shall include fighting the Crimson Mist."
Backstory: Hytzaniyax hatched alone, without parents, in a desolate, dying volcano. Worse yet it was during the ancient war between giants and dragons, the Thousand Year War.
But young, intelligent Hyt miraculously managed to evade marauding giants and everything else that could kill a young red dragon and reach adulthood. He started his own little hoard and even bullied a local tribe of kobolds into servitude. What more did an ambitious drake such as him need to start?
Alas, it was then when the beckons of the dragon gods finally reached his ears, and he could do nothing but obey their draft. He was forced to abandon his hoard and fight against those he had run for so long from.
The war days were tough and gloryless. Hytzaniyax was no great draconic hero or giant-killing machine; he managed to take down a couple hill giants, a frost giant or two and once surprised a fire giant but no one noticed or cared. He was simply doing his job, after all.
So when the Vonindod, the great wyrmkiller itself arrived, Hytzaniyax stood little chance. Such was his fate, it seemed, to be just another nameless casualty among hundreds of his dead kin.
At least, until he woke up... elsewhere. He was offered power. Immense power. The power he needed to not just be a pawn in his god's games, the power to not be forgotten again. There would be sacrifices, of course- most primarily the seizure of his true draconic form and the placement of his inner flame into a mere construct. A bit of cosmic irony, it seems, mirroring his killer. He cared not; he would've given up more if it meant he could take his proper place in the world, even a strange new one.

Grandmaster of Magic; specifically, and as is fitting, he is inclined towards Evocation and Elementalism in order to channel his inner fire, so cruelly restricted by his new form.
Trained Skill, though he has few skills practical to his current situation. Dragons rarely take up crafts, you see, and especially in Hyt's time there was little room for anything but fighting the War.
The Ethereal Wings shall come to him soon, as befits a dragon, but are not in his possession yet.

Companions: Hytzaniyax is alone in this strange new plane except for his own determination… and ego.
Inventory: A Legendary Weapon has found its way into Hytzaniyax's hands. Other than that, he starts with nothing. Though, with how irritating this damned Spear of the Holy Purging is, constantly criticizing him… well, as long as it continues smiting (or, "castigating", as it likes to call completely obliterating almost anything it pierces) his enemies, he couldn't care less. Or, at least, that's what he tells himself.
Drawbacks: Hytzaniyax is plagued by horrific Nightmares, and while sporadic they never fail to haunt him, even after he awakes. Strangely as well, he feels as if someone is sending them to him. If he ever finds the culprit…

Haven't looked over many of the other submissions, but what I do have is an idea. I present Welren (no last name), a Dawi who could very well be a bit more than he seems at first glance.

Motivation: I came into this world blank, as unrefined as the ore mined from the newly opened shaft. To become worthy of those that made me as I am and their efforts, I will Create a better world for those who come after me.

Backstory: It is not often that a beardling dwarf is found without their apprenticeship, or you would hear from the longbeard of Flamepeak Volcano Hold. But surely, they would grumble when none but the Masters are around to hear, there's not many beardlings as strange as Welren.
Found in the hills surrounding Flamepeak as beardling, without any sign of Clan, Welren was taken to a Temple of Gertha in hopes that his Clan would discover him there. Twas but a short time before a most peculiar Longbeard, though few would dare mention the name Grootus Flamepeak in the same sentence as such a descriptor, came and took the boy away. Still, what the beardling lacks in a past, he makes up for with an absolute inability to give up.
Rumor has it that Grootus Flamepeak has left the boy to his own devices, the Master Smith himself off on some fool errand or another, to the task of planning and making his own apprentice piece! Bah, if that isn't sign enough of lunacy in the Hermit, then surely the beardling himself must be such grint that not even the Master Smith himself could salvage him! If the beardling dares to come to Flamepeak Hold, send him to the trials so that his elders can pass judgment on his works. It will do the other apprentices some good to see what shoddy craftsmanship looks like.



Skills:
- Completionist (Sealed By False Start): The power to discern the names and descriptions of each kind of person, item, monster, food, and location and much more. With every discovery, the raw ore that is Welren is shaped into something more.
- Slow Growth (Sealed By False Start): To live is to grow, to change, to become greater. With every year, Welren discovers that his limits are greater, the extent of his skill, or even that the runes of Dawi are not as difficult for him to grasp as they had been prior.
- Boundless Energy (Sealed By False Start): Born of stone long ago, one could say that the Dawi possess the soul of the mountain. Welren, having spent his entire life around them in the depths of a volcano, surrounded by evidence that the mountains themselves burn with the lifeblood of the planet, has found this truth within his own body and soul.

Companions:
- Hermit Sage (Sealed by False Start): Welren's Master, the Rhunrikki who took him from the Temple of Gertha, and began the process of introducing the youth to the ways of the smith. To Welren, beyond being his teacher, his Master is perhaps the closest thing to a family he has ever known. Due in no small part to this, Welren is perhaps not as well accustomed to greater societal norms as the Longbeards of Flamepeak Hold would prefer.

Inventory:
- Master's Tools (Sealed by False Start): This set of blacksmith's tools show Welren's potential, his dedication, and are a testament to hours and days spent in the forge. With the ( dwarfily begrudging) approval of one or more Masters, Welren knows the path to his own mastery of the smith's art began with the creation of these tools.
- Evolving Weapon (Sealed by False Start): An unimpressive weapon of your choice that starts no better than your average iron sword, but the more it is used, the more powerful it becomes.
– Smith's Hammer: The centerpiece of Welren's apprentice work lends itself to creation as easily, and perhaps more readily, then it does to destruction.

Drawbacks:
- Seeker (Sealed By False Start): Welren's Master, if you sought him out and asked him, would grumble about the many failings of his apprentice over the years. Appropriate for a Master when asked of their apprentice, doubly so for a Dawi, and triply so for a Dawi of his Master's skill and age. But if you asked him of the failings of the beardling who he took in, then you would hear of a Dawi who chafed against retreading old ground. Who took to lessons well, but would not often review or attempt something the same way twice.
- Heart Turmoil (Sealed by False Start): Welren has the barest inklings of a suspicion on some deep level, not that he would ever admit it to another, that he is not the Dawi that he appears to be. They are an ideal he aspires to, their culture the foundation his identity is built upon, and their smiths the legends and myths that inspire him. As he comes into his own power, skill, and the opportunity to forge his own legend, he must take efforts to become more than merely allied with those who he could work with as this idea attempts to take root.
- Nightmares (Sealed by False Start): Welren's sleep is sometimes plagued by images, scenes, flashes of a life not his own. Though whose they are is beyond his knowledge, they make sleep less restful and are worse the longer he goes without resting.
- False Start: Welren came into this world without knowledge of who he is, and only as or after his apprenticeship comes to an end, does he truly have the opportunity to make himself an identity in this world. Whatever fortunes he favors, troubles befall him, and tales he makes are his own from this point on.
– You will gain your cards powers only after one year in this world. On the plus side, no ability will reveal you as a Major Arcana holder until then.

Any particular reasons for those of us who didn't make the cut?
A mixture of RNG and simple fact I can't accomodate everyone, I simply picked the ones that I had the easiest time making plotlines for, don't worry. Everyone's sheet was suberb in their own way, I had ideas for each one but I sadly am not the GM that can accomodate everyone.
