This info post will organize and explain how you can gain and use powers other than Soul.
---Power Structure---
You can gain extra powers other than Soul simply by burning Soul, but how you structure and use those powers is the more complicated bit.
Each new power that you make will be organized into a "Tower" structure, each Tower starts with a Base, expands upwards with Levels from there, and ends in a Control Level, which details how the Tower will act. The power getting stronger as the Tower gets higher, but it also gets more focused.
I think it would be best if I did an example instead of just telling.
Lets start with a power giving you ice shard control, the Tower could look like this.
Water ---> Cold ---> Frozen Water ---> Ice ---> Control
It could also look like this
Water ---> Ice ---> Control
As shown, each Tower starts with a Base, in this case water, and then goes upward with Levels. each Level added costs more Soul, and also makes the next level smaller and the Tower more focused, but it also increases the power. In this instance, the first Power Tower would easily overpower the second over control of ice.
Lets do one more, something more esoteric, time control.
Time ---> Space ---> Space Time ---> Space Time Fabric ---> Manipulation
This Tower would be very expensive, but also very powerful.
For Bases themselves, once you have a Base, you have it forever, but you can have Bases that overlap. Such as a Base for water and a separate Base for Ice. Bases are also the most weakest of powers so a Tower like this
Water ---> Control
Would be cheap, but also weak.
The cost of each Level of the Tower is Simple, Its just the number of the level, so the Base would 0 Soul, first Level 1 Soul, second Level 2 Soul, etc etc.
---Spell Description--- (Just realized i never actually described what Spells are so here this is)
Spells.
While Powers are the organized way to Burn Soul, Spells are the unorganized way. Unorganized, usually more expensive, but also more versatile.
Spells can be anything you want, you simply have to come up with a name, a description of what the spell does, and a Soul cost. (I as the QM reserve the right to change the Soul Cost to be more fitting if necessary)
Spells can be anything, a spell to fire a laser beam, a spell to mind control people, a spell to cloak you in shadows. Creation spells are also possible, and will likely be one of the main uses of Spells, a Spell to create anything you want, a car, a gun, a pile of gold, a cake, a fake body, maybe even a whole mansion. Creation Spells will usually be just a single point of Soul as they are one cast one action Spells, and don't do anything too complicated, but they can increase in cost the more complicated or big something is.
Most Spells likely be one cast one actions Spells, in that you cast the Spell, something happens, and then the Spell ends, but there can be more complicated and even permanent Spells. If you wanted to, you could even give yourself powers with Spells, they would be more expensive than just creating powers on their own, but you could do it.

Current Spells:
- Fate.
A spell that is designed to make subtle adjustments to the probabilities for one desired event to occur.
You must specify the event that must occur and the condition under which it must occur. The event must be possible without using the powers of the Capes and this spell has no effect on human behavior.
Soul Cost: 5 to 15 Soul, depending on event being manipulated.

just to be clear, we burn 1 soul, just 1, and then we get a weak fire power, no stronger than a candle's flame, but we can build it up to something crazy.

You burn 1 Soul and you get a Base, that Base can be whatever you want it to be, but it's not the power itself. You'll have to burn 1 more Soul to get a Control Level over the base to turn it into a power.
But.
Once you get a Base, you have that base Permanently. And can use it as a Base for as many powers as you want.
It would cost three Soul, and not be too strong, but it would work.
You can't combine Bases. If you have both Water and Fire as separate Bases, you can't mix them together. You can only have one Base, and as soon as Fire was put above Water then it was no longer a Base and instead the first Level, costing 1 Soul.
Your power is basically the definition of Out Of Context. And it's use and inner working absolutely baffle Shards.
You yourself can be predicted, every action of those you incarnate into can be predicted. And even after your incarnation the shards will eventually rebuild a profile for you. But as soon as you introduce your powers, that profile instantly breaks.
Everytime you reincarnate, Thinkers powers will become faulty for a while. It differs between Thinkers, from a few seconds to even hours, but they do all become faulty.
Everytime you use a spell, a power, or burn Soul in any noticable way, Thinker powers glitch, and again become faulty.
You can be predicted a little, a small amount, and in small bursts. But for those Thinkers considering the overall picture. Well you just took that picture they were considering, and used it to wipe your metaphorical ass.

Shards collect data to improve their predictions.
Will our ability to thwart thinkers diminish over time because of this?
Also, will the Shards themselves be interested in us? For example, will they try to cape us at every opportunity to collect data in close proximity to the phenomenon?

No you can buy any Base that you want, you just have to say what it is. Fire and Water were only used as demonstrations. And you don't currently have any Bases
Would work, it would be incredibly weak, and you'd have to do it somewhat manually (as in it would give you insight into what actions to take to change fate, kinda like a very cheap and off brand PTV) but it would work.
If you wanted it to work on its own, it would be
Fate ---> Automatic ---> Manipulation
Or possibly
Fate ---> Automatic Manipulation
The first would be stronger of course, but they would both work.

Time: March 24th, 1pm
You sat there, on your couch, in the middle of a Merchant drug center, with unlimited power.
And your first thought?
'There is nothing I can do with this right now.'
You have power, lots of power. But are you in any position to actually use that power? Are you currently able to apply it in any meaningful way?
No, your still in the ground works stage of things, still gathering info and useful items.
And even if that wasn't true, your unlimited power, is currently very limited.
Your power is your Soul, it is the Soul you have gained from the bodies of those you have taken over, and you are still at just the start of your journey, you are still beginning your adventure, you don't have much Soul to spend in the first place. So instead you must put aside your power for now, and continue to realize on good old fashioned human legwork.
Speaking of which, time to get back to work.
Once more onto the "Checklist of things to check when coming back from the dead" that you definitely already had planned and didn't think up just now. And the first thing on that checklist. You. Who are you currently, and what state are you in?
Well, you know you're now a Merchant, you know your name is now Jeremiah Davidson and that your friends call you "Germ", and as for your actual body, your felling pretty good. Except for the killer headache you currently have from last nights drinking, that's still trying to see if it can kill you, luckily it's not currently succeeding so you get to live for a while yet.
First item, check. Next, your things, what happed to them and did you gain anything?
Well you know that the stuff you had on you as John was all put into a safe and stored away, so that's all good. Though you did still have your wallet on you when you died so that's gone, but its not much of a loss. Now what did you gain?
You slowly stand up from your couch, and start walking your way up to the stairs to go up to your locker, when asked where your headed by one of the other lounge area couch dwellers, you mumble out a response that could vaguely be taken as an answer that you're heading to the bathroom. You stumble your way up the stairs in a drug and alcohol induced stupor, still recovering from last night, until by autopilot you finally reach your locker on the second floor that currently contains everything that you own.
Your possessions include:
A single change of clothes that themselves seem dirty.
Fifty bucks.
A Beretta pistol, of unknown type.
Around thirty more rounds for your gun.
A few rolls of toilet paper.
And multiple different types of drugs in small quantities.
Not exactly a fortune.
Well, at least you now know how to actually use the gun you have. Vaguely...
You can point it in a direction, pull the trigger, and maybe hit something, and that's about it.
Welp. Checklist done, what's next?
You decide that what's next is to retrace your steps, try to see what they did with John, and to gain back access to your stuff.
You'll start with John, because that's simple enough to figure out, you hear quite easily from other Merchants through gossip that someone was pretending to be one of Skidmarks lieutenant, got caught, got offed, and his body was dumped into the bay. People are thinking it was a cop sting operation, and are being told to tighten security and report anything suspicious, but considering who the Merchants are, you're not so sure how effective those measures could actually be.
Next is your stuff, thankfully for you todays an "off" day, so you don't have to stand guard outside looking mean, so your able to leave the lab rather easily to head towards where you stored your stuff. Passwords said correctly, you regain access to your things with minimal fuss, and no one any the wiser.
And now, to lay low. Skidmark is telling people to "tighten security" after all, don't want to be caught doing anything your not supposed to, yet anyway. So you spend the next few days simply integrating yourself into the life of the man you are now, chatting with friends, guarding, shooting the shit, doing a little drugs, and other such things.
You may have also in your spare time gone through your phone for any info that you could get, names and places and such. You write all that you can gather down, and store it in your locker in the drug lab.
Time: March 29th, 7am
Its been a few days, Skidmark is staring to let up on security despite how short the time has been since the supposed "infiltration". You thought that they should have kept it up for at least a week more, but neither Skidmark nor any of his Merchants seem to have a very long attention span. So you've now got more room to breath.
And you've also got an opportunity.
There's going to be a sale soon, a big sale, high profile shit. You don't know to who, you don't know when, and you don't know where, but you could try and find out yourself. Or, alternatively, Your drug labs boss, Ryan, is asking for volunteers to come and help guard the deal. He's not giving anything for it, so he's not getting many takers, but he's asking anyway.
It seems like a golden opportunity, and it is, but as your thinking to yourself about it, another thought comes to mind. Since there is likely to be a big Merchant presence at the deal, instead of attending, why don't you use this deal to cause chaos at home? The other labs and safehouses will have noticeably lesser people, could you use that to achieve something?
Either way, its up to you.
