The Republic, once a true democracy, has become bound by the interests of the Core Worlds, promoting them above all others. Think of all the Republic could do for the Outer Rim. Halt the Galactic Slave trade, cut down the power of the Hutts, close the Spice Mines of Kessel, etcetera. But it doesn't. As long as the Core Worlds are happy it is content with the status quo. But the Outer Rim is not. All it sees is a Republic that takes what the scum of the galaxy leave for it after they are done exploiting them and forbids them from truly organizing effective means to end these problem, even though the Republic lift a finger for them.
