@Tjf I think you're massively underestimating just how many dice it takes to do these projects. The average d100 die roll is 50.5, so for a 0/500 project it'll take on average 10 dice. As in, our entire action pool to do just one project. And 0/1000 projects are megaprojects in other Planquests, something you'd usually only see one or two of, if any. Yet here you have seven 0/1000 projects on the first turn.
I would suggest you pause voting for a bit and re-do your progress numbers. Either that, or give us 50 dice per turn, not 10.

P.S.S: Does anyone know better terms I can use than "unskilled" and "skilled" labor? I don't really like implication behind them, but I can't really think of a better term.
The proper if still unofficial terms are Core, Specialist and Elite.
Core Workers are workers you need to keep the business running, Specialist Workers are workers who you need to keep the business functioning as they are the ones who maintain the internal machinery of it and Elite Workers are workers that make business up out of market analysis, fiduciary obligations, financial regulation and whatever else they think of throwing into their idea pile.

Second priority is given to hiring a security service, because... firstly, THIS IS GOTHAM, and secondly, because the first priority was given to internal investigations (and if you combine this with insufficient security, then there is a chance that our corpse will be found).
The third priority in preparation for future expansion is given to market research (to expand, you need to know what people want to buy) and hiring qualified personnel (we already have a shortage, and after an internal investigation there will be even more)

You stare down the foreman of the automotive plant, who grips his collar, a bead of sweat falling down his face. "W-Well, you see..." He gulps. "This is unacceptable." You bark. "I'm halting all work on this line until I'm satisfied we're operating to code." You cross your arms, as the foreman stutters. "B-But w-we're behind schedule, sir!"
You stare him down. "Then I suggest you get to work straight away."
As the man hurries to the intercom, you stifle a yawn, removing your glasses to give them a quick wipe. Three major safety violations, and you're only onto the second factory. You send Arman a message, letting him know to delay your trip to the Wayne holdings in Africa - you haven't finished here in Gotham quite yet.

Arman taps away at his computer, before looking up. "Um, sir... It looks like Lex Luthor bought the company. A secret deal - didn't make the news until after we hired them. He's, uh... Also bought ten of their leading competitors."
You chuckle, shaking your head in disbelief. "Etch a Sketches... They didn't even try to hide the fact that they're feeding us bogus data. That arrogant bastard Luthor wants us to know what he did." Putting down the report, you stand. "Looks like we'll be playing it by ear when it comes to the civilian market, at least for a while."

The hiss of the ankle grinder against steel fills your garage, sparks flying against your visor, as you sharpen one of the new, improved shuriken you've designed for Wayne - though you've taken to calling them 'Batarangs'. "What's this? The big-shot businessman is actually doing some grunt work. Am I dreaming?" You turn around, looking up to face your son, Luke - already a goliath towering over you at 18.
"Hah hah. Careful, kiddo. Not a great idea to make fun of someone holding a power saw." You kill the grinder and lift your visor, grinning.
"Heh, like you could get close enough to use it - old man." Luke flashes you a smirk with all the shit-eating arrogance of an arrogant youth, and you raise an eyebrow. "Want to bet?" You meet his gaze.
"Oh, it's on, old man." Luke smirks, as you both move outside.
"Ah! I give up! I give up!" Luke shouts a few minutes later, frantically tapping your forearm as you grip him in the sleeper hold that signals the end of your impromptu sparring match. Gotham being Gotham, you've trained all your children in self-defence, but Luke is getting a little too good at it. Idly, you think that your days of beating him are probably soon to be in the past. You'll relish the victories while you can get them, though.
"Not too old to kick your ass, eh kiddo?" You chuckle as you let go. "You can grow as big as you like, kid, but you're not going to win fights if you don't exercise this muscle." You tap your temple. "Now run along and help your mother." A little abashed, Luke gets up, nodding. "And Luke, aren't you forgetting something?"
"Ugh... Love you, dad."

"One, two, and heave." The old butler shows surprising strength as you heft an old wooden table together, carrying it through the secret passageway behind the bookcase and down towards the cave. "So, uh, you make a lot, butler-ing?" You ask. "Is Wayne a good boss?" You catch yourself and avoid using the word master, a little uncomfortable with it.
"Actually, I'm not employed by Master Bruce." The Brit says crisply, managing not to scuff his shoes as the concrete of the passage yields to pure, natural rock formations. "Master Thomas left me a substantial sum of money in his will - more than I would have made in a lifetime of service." You guess there's a story there, but don't ask as you nearly slip on the rocks, heading down into the gloom of the cave. "So, um... Why do you do it? Why do you work for him? Serve him breakfast? Polish the silverware? Patch up his wounds when he comes home bleeding and broken?"
"Well, as an Englishman, the alternative retirement option is relaxing on a beach in Spain somewhere, and I can assure that this leathery old hide of mine isn't quite suited to that much sunlight." Alfred gives you a charming smile, but you stare him down.
"I'd rather keep the image out of my head. Jokes aside, why?"
"Because I see him, Master Fox." Alfred stares you down with surprising intensity. "I see the boy he was - the man he's become. And I'm not disappointed in that sight. Master Bruce is a troubled young man. He takes too much responsibility on his shoulders, and he doesn't trust as quickly as he should. But at heart, I know he's serious about what he says."
There's a pause. "If I thought that Master Bruce were truly unwell - or worse, that he was some brute who got his kicks beating poor Gotham citizens, I'd be the first person to see him locked up in Arkham Asylum. But he's not - he's someone with the capacity and the will to change this city for the better - who loves this city and wants to see it thrive. His worldview could use a little adjustment, but I believe he'll come around. Perhaps you could be part of that. I hope so. Now, let's get this ad hoc workbench set up, shall we?"

If there's one bonus to living in a decrepit city with sky high poverty and falling employment, it's that it's not particularly hard to find people in need of work. Stagg Industries 'relocated' several Gotham factories to South America soon after you announced your employment drive, letting you snap up a number of experienced workers. You're still onboarding, but you assume you'll be welcoming at least several hundred new employees in the next few months.

In a city like Gotham, getting fired as a police officer is next to impossible - unless you commit the cardinal sin of the GCPD: Integrity. Looking through a list of ex-cops, you find plenty of people thrown out for reporting corruption or brutality - or a "lack of teamwork capabilities" as the GCPD would put it. You've found yourself an exhaustible, but surprisingly abundant, source of manpower.

"How do I look?" Wayne asks.
"Step into the shadows a little." You respond, and strain your eyes a little as he almost disappears into the darkness of the cave, mottled greys and blacks hiding him away to the point where you're not sure you'd be able to see him if you didn't know where he is. "Yeah... It'll work." You grin, looking upon your creation.
Traits:
Stealth Color Pattern - A specially designed pattern of grey and black blends into shadows, with a yellow symbol on the chest made of non-reflective materials that won't be visible in darkness, but will attract attention in the light - making it a more prominent target than less well armored areas of the suit. Mobility - Made of lightweight materials, the suit presents effectively no hinderance to Wayne's ability to move, letting him dodge quickly and perform feats of acrobatics. Armor - The suit is made of a mix of kinetic-resistant materials designed to make it stab and bullet resistant, at least to some extent.
"Don't worry about the yellow - it's intentional. It won't draw attention when you're hiding in the dark, but when you're in the light, the symbol will attract eyes. If you get shot, your assailant should be aiming for your chest, where you've got a nice carbon fiber/polycarbonate alloy protecting your vitals. You've got another section of that armor in your cowl and over your groin, but the rest of the suit is made up of aramid fibers - the stuff that stab vests are made up of. So if you get shot, try to get shot in the chest - if a bullet hits your arms or legs, it'll probably still penetrate." You explain. "So, Mr Wayne. What do you think?"
"Some of Black Mask's thugs are going to try and murder a witness tonight. So we'll see." Wayne, the Batman, clenches his fists.

"Now, for some more good news." You show Bruce to the small workbench you've precariously installed in the cave. "Allow me to introduce the Batclaw, and your Batarangs."
"Batarangs?"
"You want to name the things, you can make 'em yourself. Here. I'm still putting the claw through some last tests, but the 'rangs are ready. I set up a little dartboard over there." You flinch as three batarangs slam through the bullseye and clang against the rock wall behind it.
Traits: Strong Cable - Capable of holding the weight of an above-average sized male, designed to Bruce Wayne's specifications Slow Pull - Has an automated mechanism to pull the user upwards. Faster than physically climbing a rope, but still quite slow.
Traits: Well balanced - The Batarangs have a razor sharp edge capable of cutting things like rope, but also have a heavy flat edge. With Bruce Wayne's training, he can use the sharp edge as a tool, or hit enemies with the flat to stun them without killing.
