The German Confederation was hardly legitimate itself. Formed by the Congress of Vienna, itself a meeting of undemocratic and hereditary great powers ruled only by force of arms and not the will of the people, it was not a state created by the German people, but a reactionary union forced upon Germany by others in order to suppress liberalism in fear of republicanism or revolution.
