Small problem with Hughes, despite his war experience, he was considered a poor combat officer and poor administrator. That, and he was still in the Canadian army during and after the POD. All this means that it is extremely unlikely that he would be put in command of the Household Guard or any military unit even with the eaters.
His last military role IRL was being shuffled off to administer the London defences, an irrelevant post. In this TL, the military was getting increasingly desperate for any personnel and pulled him back in as a paper pusher for the force guarding the King, he ending up in command only due to everyone else above him in the unit being susceptible to the Cough, and there being no-one to relieve him, letting his delusions of grandeur have free reign, if his list of titles didn't give that away.;)
Crucially, he only ends up in charge after his expired superior had managed the withdrawal to Dover and the set-up there, leaving him head of a functioning mini-state.

Hillesheim Worker's Commune - Gog3451

Group History: When the war started to grind to a halt, many angry and disgruntled Germans turned to Spartakism. The town of Hillesheim became a active cell. When the government collapsed nearly 10,000 communist soldiers, German and others, fled to the town and with a large influx of other ideologues and refugees founded the commune. They fortified the town and hunkered down. The charismatic leader Herman Schmitz is their leader.
Group Description
: The town is basically a castle town, with domineering scrap metal walls and artillery on top. They have the protection of the heavy forest. The civilians work to provide for the soldiers and the town and the small farms in the walls give food.
Equipment: several large artillery pieces. 3 armored cars and a Zeppelin.
Military Capacity:

Territory: the walled town of Hillesheim and the immediate surroundings.
Goals: de jure, reclamation of Germany. De facto, survival and expansion.

Group History:
As the world inevitably approached the precipice The Republic of France declared it wouldn't bo quietly into the night. In ancient walled towns and other fortified localities supplies where stockpiled ready for the Republic's VIP's to ride out the apocalypse.
Carcassonne was one of those safe zones, but the VIPs never came. In the chaos of the closing days of France structure and planning broke down. Huge stockpiles of medical supplies, army nurses and a small contingent of engineers with arms and ammunition arrived for the city, but no soldiers to protect the town or use the weapons. VIP's never arrived but piles of useless requisition receipts and other paper work did.

With the chain of command non existant and communication with the outside world broken down Matron Anabelle Beaulieu has assumed de facto leadership of the safe zone. The Matron has done her best to lead and protect her charges even with the motely collection of resources she was delegated.

Group Description
: Carcassonne is an ancient walled city with thick walls and sturdy defences. With no less then 4 corps of army nurses arriving to man the safe zone, Carcassone's demographics are heavily unbalanced. With so few men women have had to step up taking the roles traditional reserved for men.

Equipment: Bulk medical supplies small arms and ammunition (many more than could be used to arm the populace).

Military Capacity: Small militia of 1,500 made from local villagers and noncombat engineers.

Territory: The walled town of Carcassonne and the surrounding country side.

What range of wireless telegraphy should we assume ? Radio was still in its infancy at the time, but neverthelles all German ships (and millitary HQ's) were equipped with wireless.

Leadership: Senate (legislative) and Rektorat (executive) of the University, led by Rektor Johannes Thiele

Group History: The University of Strasbourg took great efforts in studying the Soldier's Cough, led by the renowned pharmacologist Oswald Schmiedeberg. Unfortunately, this made Strasbourg fall to the Cough that much quicker. But on the bright side, due to some rumour mongering, it was soon believed by many the university had in fact developed a cure. It did not, but soon refugees streamed towards it, and as local administration crumbled around it, the university soon was the only recognized authority in the area.

Eventually, Thiele, who during the war had helped on the German chemical weapons programs, returned to Strasburg and took over leadership of the university. He decided, rightly, that the city was beyond rescue, and that the university needed to evacuate. It sought shelter directly west of the city, in truth not far away from it. First using Molsheim as base, the university occupied some of the old castle ruins in the Vosgues and renovated them. Using university Burschenschaften as militias, plus a Freikorps that managed to make it the whole way from the Baltic, the university thus became de facto a territorial ruling body.

Group Description: The whole thing is run by late 19th century academicians - so basically, intelligent but often incredibly stuck-up and elitarist old men. This shows. Even if surroundings would allow, the University would never actually share power with the population in its lands. They think only they are enlightened enough to bring their little fief through these dark times. In addition, they have not given on that often nasty academic German nationalism of the Kaiserreich era. While the population of Molsheim speaks German, the population of the Vosgues speaks French, and the University accordingly looks down on them.

Equipment:
Several refurbished castle ruins
Surprisingly much of the University equipment and books, even though for the most part those things now gathers dust in storage
Enough guns and ammunition to arm their armed forces, but not exactly much in spare

A conscription system to respond to Eater concentrations. Can theoretically encompass all adult males of the population, in which case only every tenth or twentieth would actually have a gun, though... but hey, the organization and logistics are there, at least!

Territory:
Basically, more or less, the Arrodissement of Molsheim. Maybe minus Wasselonne, but with some more territories in the Vosgues. Basically, directly neighbouring Strasburg to the straight west.

Goals:
Like everyone else, the University and the people under its authority want to survive. In addition, the University sees itself as one of the last centres of culture and education in the world, and in particular of German culture. They want to retain that.
 
@Timeforce Red If you could define how many of your soldiers are "active duty" please, as having 50%+ of your population in that status would/will give you supply and logistics issues. Around 10% total active, including ship crews, is more sustainable.

@liberty90, @Dadarian, @FPSlover Similarly, you might wish to either bump up your civilian numbers or reduce your active military.

@Texan, @Gog3451 you're in the right ballpark, but still a touch over subscribed on active military.

Please note that this is a recommended ratio for sustainability only. If you want to try and play 50k soldiers scrabbling to survive, you are welcome, but there will be issues.:evil:
It also only applies to your active, formed military force - given the constant Eater threat, basically everyone will be armed for protection, and many may be veterans, but they won't be able to act as coherent units without work up time.

I have 6000 soldiers + probably around 1200 sailors, so 7200 people on active duty. And 19 300 civilians. This means that around 27-28% of my population is in armed forces; I assumed that this may be somewhat sustainable in the short run... but true enough, even my numbers are higher than any historical mobilization (maybe with exception of nomads, like mongols).

I should thought about more realistic numbers for a few more hours... On the one hand, if I can revise these numbers, more civilians would make my fraction more balanced and probably easier to play; on the other, it may be boring if everyone decide to play with nations of the same size...
 
AEF 3rd Division/Dijon Secure Zone - Strypgia
Group Name: American Expeditionary Force, 3rd Infantry Division, Dijon Security Zone

Group Size
: 74,000 people; 32,000 soldiers, mostly American (88%) , 42,000 civilians, mostly French, with some Germans, Swiss, and Belgians.

Leadership:
Major General Joseph T Dickman, Commander of the US Army 3rd Infantry Division. Dijon is now effectively a US Army Fort and protectorate. The US chain of command was mostly intact, and the Marines have accepted MG Dickman as their higher command. The French and other troops have likewise fallen in under them for lack of other choices: the senior surviving French Army officer is only a Major, and has only a few understrength battalions under him. 3rd Infantry Division HQ is the de facto government. The civilian population has no real voice in the governing of the Dijon Security Zone, but so far are too happy with just being alive and guarded to complain much.

Group History: General Dickman took most of the United States Army's 3rd Infantry Division out of the Eater Zone that the Western Front became still intact and functional, along with most of the 4th USMC Brigade. Fragmentary bits of the French Army that had been near them when things began to go mad followed along. They'd even managed to pull out of the Front as an organized body, hauling along most of their light and some of their medium guns, and nearly all of their vehicles.

Swarms of Eaters had pushed them further and further from other American units or the coast. They'd had to push southeast, eventually coming to a reluctant halt in Dijon. The town's population was mostly fled or Eaters, but they'd proved little obstacle to the organized US troops, and the Americans had settled in and forted up.

Group Description: The rump AEF collected thousands of civilians as it moved, people only too grateful to shelter under the protection of the American guns. The result is a large, mostly Francophone mass of varied civilians under American military control/protection. The American soldiers have largely avoided the descent into barbarism groups like the Trench Kings have undergone, partly through disgust at seeing said group's devolution. MG Dickman has maintained strict military discipline, knowing that holding together as a unit is all that keeps them from becoming Eater food. Thanks to the civilian population, there are some unattached women to soak up the off-duty attentions of the Americans, though the gender balance is far from even, and the Americans have never stopped feeling like foreigners on expedition. They're very much aware this is not home, and long for it.

As such, there is a persistent divide between the military and civilian parts of the Dijon Security Zone. The American's are acutely aware they're something between protectors, occupiers, and outsiders, and the civilians are different.

Equipment: Most of the field gear of a US Army infantry Division, less their heavy guns. Short range radios, the Division Motor Pool of trucks and scout cars, and several Machine Gun Battalions. However, they have little fuel or ammo.

Military Capacity: The AEF 3rd ID and attached elements can put 32,000 soldiers in the field if pushed, but can only keep them there for about 2 weeks before supplies of food and ammo become critical. Likewise, they have only enough fuel to move the whole Division about another 200 miles.

5th Infantry Brigade: 4th and 7th Infantry Regiments, 8th Machine Gun Battalion (5,590 men)
6th Infantry Brigade: 30th and 38th Infantry Regiments, 9th Machine Gun Battalion (5,880 men)
3rd Field Artillery Brigade: 10th (75mm) , 18th (105mm), and 76th (75mm) Field Artillery Regiments, 3rd Trench Mortar Battery (4,920 men)
Division Troops: 7th Machine Gun Battalion, 6th Engineer Regiment, 5th Field Signal Battalion, HQ Troop, Supply Train (6,180 men)
4th Brigade, US Marine Corps: 5th Marine Regiment, 6th Marine Regiment, and 6th Marine Machine Gun Battalion (5,550 men)
1 ad hoc French Army brigade of fragmentary units. (3,850 Men) [EDIT: Tentatively organized as the 35e Régiment d'Infanterie, 36e Régiment d'Infanterie, 37e Régiment d'Infanterie, and 1er Régiment de Cavalerie, though the last currently only has enough horses to mount 2 Squadrons.]

Supply and ammunition issues mean the majority of the AEF's soldiers are effectively demobilized into labor and agricultural battalions for the majority of the time. Only the 6th Infantry Brigade, 4th Marine Brigade, and Division HQ are kept mobilized on a regular basis (about 11,200 men). However, with the constant threat of Eaters, most soldiers retain their personal weapons even when demobilized (rifles & pistols).

Territory: The City of Djion, and about 30 miles of countryside around it, but concentrated closer in and near farmland. Patrols further out, largely concerned with keeping tabs on the Trench Kings and preventing raids.

Goals: For the Americans, contact with whatever remains of the United States and eventual return home. First efforts are towards building a wireless station that can reach the US to attempt contact, then possibly moving towards Marseilles or another port. However, they're not about to just vanish and leave the civilians under their protection, so setting them up in a way that can survive before the bulk of the AEF's combat power ships out is a high secondary priority. Vague plans at the moment involve collecting more French soldiers from the countryside, raising some new regiments out of the civilian population, and/or building a fortified town that can stand on its own.

Leadership: Generalmajor Richard Karl von Tessmar

Group History: Before the general collapse of the German government, attempts were made to recall parts of the Heer back to Germany, to hopefully stabilize the situation on the home-front so Germany could take advantage of their enemies weakness. However, a large amount of these forces never made it back to Germany. Instead, they ended up in Luxembourg, a transit point in the journey back home.

The man in charge of the occupation of Luxembourg, Generalmajor Richard Karl von Tessmar, realized that Luxembourg City would make a good defensive position against the hordes of demons now roaming Europe. Once again, Luxembourg City was fortified, but now the old walls and towers were covered in barbed wire and manned by machine gunners and snipers. Several thousand German troops, many refugees, and the remainder of the civilian population waited behind the walls, besieged by the undead, putting down the infection whenever and wherever it sprung up.

When the time came, von Tessmar sent his troops outside the city, pushing into the countryside to regain farmland. His people desperately needed to eat, and they would need other resources in order to survive.

Group Description: Von Tessmar always believed that Luxembourg should have been a subject of Germany. With not many people left to protest, he made Luxembourg into a German state, although he controlled very little of it, and Germany at this point had ceased to exist.

The German troops that are subject to von Tessmar are accompanied by thousands of civilians from Germany and the Be-Ne-Lux countries, who mostly live in and around the now heavily fortified Lux. City. The surrounding countryside is farmland, heavily coveted and protected from Eaters by constant patrols.

Equipment:

-Two armored trains, currently unused. Luxembourg was a network of rail travel, so the possibilities for excursions are huge

-The Red Lands in southern Luxembourg has (or had) a thriving steel industry, which could be used or retrofitted to produce ammunition or other goods.

Military Capacity: About 5,000 German soldiers and 2,500 volunteer soldiers. Volunteers are equipped with a wide variety of weapons, ranging from modern bolt-action rifles to older muskets.

Territory: Luxembourg City and surrounding countryside, The Red Lands, Remich

Goals: To survive and expand, in order to stockpile food and other resources, so that the population may grow larger
