You cannot adapt them until you have done the first step of the matching Imperial cultivation method, however. Which is why it's not currently an option for spending AP on.
 
So can we ever get a higher talent level? Cause otherwise it was stupid to pick anything other than the option that would have given us exceptional

Talent isn't everything, though yes it's quite important. There are ways to impact talent and affinity, too, though they are rare.

I made attempts to ensure every option would have things going for it to make them interesting, but I wasn't too concerned with whether what they had going for them was strictly equal. You may notice that option is the most constrained in terms of resources, though, starting with none and a low allowance. Resources are the best way to compensate for lower talent.

Ultimately though, this isn't a PvP scenario, why does it matter if your initial choice wasn't the strongest in terms of pure numbers?
