The fleet elements of the Nucerian Free State are geared overwhelmingly in support of their Primarch's preferred battle tactics, consisting predominately of rapid strike cruisers and the lighter ships necessary to screen them on their approach. Heavily armoured, with oversized drives and the uniquely intimidating Ursus Claws mounted on their prow, these ships aim to charge into the very midst of the enemy and unleash their compliments of World Eaters while engaging with heavy broadsides from short range.

Adeptus Astartes XII Legion, "World Eaters" - 100,000 elite troops Formerly known as the 'War Hounds', the Astartes descended from Angron were only too happy to accept their new name once they understood the significance that it held to their Primarch. They are perhaps the finest shock troops in the galaxy, with equipment and doctrine based entirely around close-to-medium range engagements and rapid mobilisation, where their Astartes enhancements give them a decisive edge over all but the most monstrous xeno-forms.
Nucerian State Militia, 15,000,000 troops With the ascension of the Primarch Angron, the practice of putting slaves and convicts in the arena to die was ended. However, the world still boasts a fine gladiatorial tradition, with the troops of the planet's armed services engaging with one another in mock battles of varying forms to entertain the crowds and hone their skills. Much like the World Eaters, the mortal units lack much in the way of heavy artillery, preferring to rely on flyers and anti-grav transports to wage a mobile, close range form of war.
The Lirant are small on the scale of most intelligent species, being on average one meter in length. All of their limbs end in prehensile "hands", and they can rear up on their back pair of armlegs in order to adopt an "upright" posture, though they are not terribly mobile in this stage. Generally they prefer to be level with the ground and are quite speedy on all 8 of their limbs moving their double-jointed limbs in a furious rhythm that propels them much more quickly than larger species. They are warm-blooded and omnivorous, though they are in many other ways reptilian or lizardlike that set them apart from mammalian beings. Lirant civilization progressed through much the same course of history as many species, with a somewhat quicker pace of technological and scientific development, though other minor quirks of psychology and culture lead them not to develop much more quickly than most species. At some point in what would be described among humans as the "modern" to "early-spaceflight" era, an event seems to have rocked Lirant culture. Following this event, globalization and the formation of their Technocratic government proceeded rapidly, alongside a racial pre-occupation with the acquisition of all kinds of knowledge and information, and a careful stewardship by their leadership of potentially dangerous or destabilizing information of all kinds. This is not to say the leadership of the Lirant hoard knowledge per se, the great majority of their knowledge, even some things other peoples would regard as terribly dangerous are freely available to those willing to look for them. It is merely that they are vigilant for information which fits their criteria for being too dangerous to allow to come into common knowledge. What, exactly, this event entailed is itself now kept as privileged information despite its vast impact on Lirant society, such that all of their publicly available texts on history refer to the gap in the historical record as "The Awakening". Subsequent to this shift, their progress increased as wars and conflict came to an end and Lirant civilization turned to common effort, and they began exploring and populating the stars. So far however they have not encountered any intelligences other than the Ogryn of Fomoria, who have been integrating into the civilization for centuries.
Fomorian Ogryn
Discovered by the Lirant as what the Imperium would dub a "Fuedal World" the Ogryn of the high-gravity but otherwise Earthlike world they called Fomoria had developed to the various degrees of sophistication over their oversized world, but with none exceeding the equivalent of the human early-mid Renaissance. Unlike other Ogryn, for a number of reasons that they themselves and the Lirant lacked the context to ask about, the Ogryn of Fomoria who descended from prisoners sentenced to life on a high gravity world before the collapse of much of Human civilization, either did not lose, or merely regained Human levels of intelligence since changing to become larger and heavier, with tougher bones and a more efficient musculature. Having been abandoned with only a minimum of technological artifacture and having been dumped on the world in a state of essential primitivity, their origins as members of another space-faring species were lost in all but oral tradition, itself altered by time and subsequent translations into shifting languages and into written form, although traces of this history remained it was indistinct from any species' early origin myths and existed in many distinct forms. As for the world itself, whether Terraformed by human technology long before those left there, or having been cultivated in the manner of many worlds by a species such as the Old Ones or their successors, the world was highly compatible with and shared significant genetic parallels and links to the genetics of the Ogryn. Of course there are a number of anomalies, but given the mix of other Earth-seeded life forms and native creatures, the often punctuated nature of evolution on many worlds, and plausible chains of ancestry for many species including the Ogryn, those peculiarities that mark them as alien to their world have been remarked as interesting curiosities at best, and show no great signs of their alien origins. as for the Fomorian Ogryn themselves, aside from their mental acumen the greatest physical distinction from other Ogryn is the nature of their various ethnic groups, many of which are distinguished by relatively small differences in appearance such as pointed ears, sharper teeth, small horns, or a difference in a propensity for weight gain. All of these minor mutations are stable and none mark the Ogryn nearly as exceptionally as their great size an strength. Upon discovering the world, the Lirant were cautious in their study and subsequent efforts to contact the major political and ethnic groups of the planet. There were some troubles and the transition was not totally smooth, but after some time for culture shock to wear off the Ogryn were quite amenable, in aggregate, to becoming members of the Ulan Territories. They have been members for centuries and have adapted quite well to the technological nature of their lives, having settled on a number of colony worlds more suited to their tastes than those of the Lirant. Their population is smaller than that of the Lirant for various reasons, but they are proportionally well represented in all facets of Ulan civilization, though disproportionately in the military, due not only to their great size and strength but simply for the fact that they are more willing to enter Military service on average.
Ulan Government:
The Government of the Ulan Territories is a Technocratic Republic. In general, the basic functioning of their system is thus. Candidates for positions on the Oversight Assemblies at various levels from local upward submit their credentials to an independent body made up of accredited experts in all relevant fields to the positions available. This body decides who does and does not qualify for the ballot. After all unqualified individuals have been weeded out or, less commonly, shifted to another election more suited to their expertise, the citizenry votes on representatives for different particular positions, voting in order of their most preferred to least preferred candidates, their votes being accordingly assigned to, and potentially shifted from those individuals they prefer most down their list until their vote has been assigned to Oversight member who is successfully elected. In this way, candidates are chosen to fill various positions in the Assembly who form their own sub-assemblies in charge of the running of departments dealing with their expertise, with votes being made on issues not wholly in the purview of one group of experts, with those with the most knowledge in the subject given greater weight in decision making.
