Terra Nullius - Free Humans in the Era Indomitus Quest

I hadn't considered that angle. I was thinking that deep exploration would let us hide out and regroup in case we encountered anything that attacked the more obviously settled parts of the Milieu. It also would probably cause advancements in self sustaining stations and extreme environment survival tech. Potentially allowing outposts in deep space and diplomatic enclaves on deadly planets.

I will vote for Infrastructur this is basically Budget webway on steroids for the human race i mean we can make stable fucking warp routes do you know how huge that is ?
Edit: i think we go for tech Spree next round but experimentation also looks juicy.

-[ ] Democratic Centralism - It is necessary for power to flow towards the center, strongly, but for power to then be capable and responsive. Rather than magistracies and ministries which changed with each election, the legislative assembly would be the centre of political power, with both more local governments, and executive bodies being subordinated to its powerful cliques and committees.
-[ ] Navminds - While few Luxminds survive into the modern era, most having transferred their consciousnesses into more sophisticated forms like Neokshatriyas or Galatechs, those that remain have expressed a desire to spearhead exploration by using their superior calculations to provide navigation. Their capabilities, if allowed, could be around a hundred times those of a standard calculated jumps.
-[ ] Experimentation - The Third Milieu's initial conservatism towards new technological development ran into the realities of interstellar government. The old taboos were considered and many speculative fields that were previously left untouched were explored.

I like biopunks plan. Demarchy as a founding ideal fits quite well with the democratic idealism of the Third Milieu, Navminds are in my opinion coolest the most unique option for warp navigation (As admittedly awesome as psychic space dragon voidwyrms sound) and as tempting as infrastructure looks experimentation for expanding our tech base is probably better in the long run.

-[X] Infrastructure - Using fundamental knowledge of warp technology, the Milieu began to create Archways, stabilizing warp connections between systems to prevent loss of contact. This program also came with the expansion of shipyards, refineries, patrol bases, communications buoys and maintenance systems to service all of these new constructions.

[X] Plan: Republic and Expansion
-[X] Democratic Confederation - It's clear that the Milieu as a single unitary state is a dead letter. The new institution should be a supranational body that allows a number of states and other organizations to come together for peaceful cooperation.
-[X] Communions - Before the Milieu's development of stable travel, Lemscolari insurgents have consistently used limited short-jump warp travel to lay caches near the Xibalba system in case of their eventual defeat. Psykers working together in telepathic groups known as Communions can both navigate and communicate with other units at great distance.
-[X] Deep Exploration - While the low-hanging fruit of red dwarfs and main-sequence stars with spectra comparable to Xibalba had been seized upon, the sector still concealed a wealth of unmapped worlds ripe for settlement and exploitation.

-[X] Noocracy - Elections will select a panel of experts from various spheres of public, academic or military life, who will then form a governing council with legislative and executive power. This process will be mirrored in the regional governments.

[X] Plan: Confederacy of dragons
-[X] Democratic Confederation - It's clear that the Milieu as a single unitary state is a dead letter. The new institution should be a supranational body that allows a number of states and other organizations to come together for peaceful cooperation.
-[X] Voidwyrms - Smud have near-zero rates of psychic development compared to humans, but a few rare lineages that migrated to space have developed intuitive navigation capabilities. Their genes are little-altered based on trials with Warpsun phenomenon exposure. With training and experimentation, a new breed of stable navigator could be created.

-[X] Demarchy - All sentients are stakeholders in the state, allowed to participate in legislative processes at all levels that directly impact their lives. Institutions exist to provide correct information for the decision-making process and competently execute its directives.

Got inspired to write a little slice of life Omake about life in the Sentient Milieu around the time the Oaktree summit is happening

Aliandra-GV7 rose from the fugue of her self diagnostic feeling refreshed. All her systems where nominal, the crushing weight the abyssal sea around her irrelevant to a Galatech body perfectly designed to thrive in such an environment. She briefly wondered if her diagnostic cycles felt anything like the sleep organics experienced before shaking off the idle thought. She had class soon after all. She quickly slid a light harness around her Smud shaped Claytronic shell before using humanlike hands to fastening the harness to her body. After attaching her multitool, external memory drive, and a pair of propulsion units to the the harness she opened the window of her twelfth story habitation unit and swam out into the city of Nyardeep.

As her long body flowed out of the housing blook and out into the embrace of open water she was struck once more with how beautiful her home was, the glittering lights of the city around her shining like a beacon in the darkness of the subterranean sea. She wiggled her long tail swimming clear of the building before activating her propulsion units with a simple datalink command. Jets of E-fusion propelled water pushed her forward, accelerating her up to speed as she traveled onward toward the university complex. All around her sentients darted to and fro, the soft hum of their myriad propulsion units filling the water with sound. Most of people she saw on her short commute were humans of various aquatic clades but the distinctive slimline worksuits of the Smud and the claytronic shells of fellow Galatechs where common sights as well. As she swam and people watched a part of her reached out to the planetary datanet. Immediately she was bombarded by a flood of information that her mind automatically picked through for anything interesting or intriguing. She found the datanet alive with speculation about the Oaktree Summit. Every sentient on Xibalba seemed to have an opinion or prediction about the historic summit and for a time Aliandra-GV7 found herself drawn into the whirlpool of excited speculation only to be jolted out by her sudden arrival at the university.

The sprawling academic complex had pride of place near the center of the city, right next to the E-fusion foundry. While it was perfectly possible to get an education over the datanet especially for a cybernetic organism such as herself, the physical university contained an assortment of specialized labs and workshops for use in the furtherance of education and research. While paling in comparison to the vast educational institutes of the Planarea, Nyardeep University still had a lot to offer her. She swam towards the vibrant green lights of the bio-medical wing. While more conservative machine intelligences like those associated with the Vestige Mechanica might find her choice of study odd, she found herself endlessly fascinated by the intricacies of organic life. One day she aspired to join the Kaolin Gardeners at one of their hidden research complexes but before she could galivant off to join infamous secret societies she had to get through university.

As she swam through wide plasteel arches and into the hallways of the bio-med building a text leapt from the datanet into her consciousness "WERE AR U" - Kat. It took her less than a second to shot back a reply "Just entered Bio-Med. Arrival immanent. Wait literally half a minute." - Aliandra-GV7. Her human friend had many virtues but patience was not one of them. She received a smiling emoticon just a second before she poked the tip of her snout into bio-lab 9. In addition to a few other early arrivers Kathrine Ursara was present within the Lab currently messing with a Dataslate. She chirped a friendly greeting to her friend as she coiled up in a free spot next to her. "Ali! Your here! So what do you think about the news out of the summit? Are we really on the brink of Third Milieu? Oh, Imagine if we are! Its so exciting!" Her friend click-whistled to her in Xibalban Undercommon the standard underwater language of the abyssal seas. "Relax Kat, my opinion really has not changed that substantially in the 36 hours since you last asked me." She replied. Kat scrunched her face up in that way only humans could that seemed to communicate. "You are being boring. Cease at once." at least that was what the face seemed to say when Kathrine Ursara made it. The complexities of organic body language truly where endlessly fascinating.

"This could be the most monumental event of our lifetimes! Even your potentially crazy long robot lifetime! You can't just say 'I don't know what will happen next'. its a total cop out." Kat declared. Aliandra-GV7 whistled in exasperation before capitulating to her friends need for elaboration. "At the very least it looks like some sort of agreement is going to come out of the summit with the way negotiations have been going. Even the Lemscolari and Planarea have apparently come to some kind of 'provisional settlement' if you believe the latest datanet rumors." She said. "Yes! I knew they could do it! The Third Milieu is totally happening if even an absolute pessimist like you is saying that! What do you think our new government is going to look like? Will we get to vote in some kinda super election?" Kat asked. Before she could answer a Smud classmate joined the two of them and spoke up. "I heard the Jacolliots are pushing hard for a democratic administration so their definitely going to be some kind of voting no matter what form of government they settle on." He bodly declared. Soon more students joined in on the theory crafting and before she knew it she found herself sucked into a class wide rumormongering session. Yet as they debated and agued she felt that despite apparently being an 'absolute pessimist' she was excited for the future. Kathrine was right in a way. This could be big. As big as when their ancestors set aside their differences to found the Second Milieu. Who knew what a Third Milieu could bring?
