At the turn of the century, Earth narrowly avoids total warfare on a global scale after the discovery of a new habitable planet, the first one of their kind. A new colonization program is launched, which is also a competition platform for different political power blocs.

The original "win" condition would be a fully functional and developing colony, represented by the 100th new-born baby on the planet.
