I would argue that "forced" is an imperfect word. Giovanni was entirely orthogonal to the deal Zatanna made. Its not as if the Lord of Order in question was deliberately using her as a pawn against him. Rather, Zatanna made A Deal, using her own freedom as her bargaining chip of choice.
Then, in an entirely separate arrangement, Giovanni made A Deal using
his freedom as
his chosen bargaining chip, with the prize he was after in return being Zatanna's freedom.
"Forced" would imply that this whole schebang was planned or otherwise deliberately orchestrated in some manner. Rather, Zatanna made an ill-advised Bargain with a supernatural entity in exchange for the power to save the world from Klarion. As an agent of elemental Order, the helmet fulfilled this bargain to the letter, with no regard one way or the other to any non-Order-ly concerns such as ethics in the doing.
Because its about
Order. Zatanna made A Deal, and it would be the furthest thing from Order-ly to release her from her end of it
Arbitrarily.
But releasing her from her end of The Bargain in an orderly fashion, such as as part of another Deal? Well, that's
entirely different. Something her father
knew, and thus why he proposed the second Bargain.
Its not about Good or Evil, its about the
other axis on the alignment chart. Predictability vs Discord.
And the Lords of Chaos are no different in this regard.
Its not
about Good or Evil. Its about kicking over the sandcastle. Maybe the sandcastle in question was a utopian society... or maybe it was an oppressive regime. Chaos doesn't innately
care. They're just here to watch the world burn; whether or not the world's got it coming is immaterial.
Although in this case? I'd say that the ruling powers of Worm quite emphatically
do have it coming to them.
