Well, hopefully we didn't kill him but otherwise the plan worked perfectly.

Next up we should talk to the police because while we can fight we need people to move civilians out of the fight, do search and rescue and generally the work that we don't have the people for. Also they would be an excellent market for our Cryo tech.

[X]Talk to the police?(Kitsune could talk to the police? Reward ???)

It was either this or return to base for me. But she can probably do that after talking with the police.

[X]Talk to the police?(Kitsune could talk to the police? Reward ???)

We are gonna work with the police from here on out.
Better get started on a good work relationships with them.

I have some characters and an organization to propose to be used

these will only look busted because the QM said not to put their weaknesses though I did clarify some of their limitations

The Dark Moon Mafia AKA The Owners of NansVille

The Boss

Physical description: a tall greying old man with a body that still looks powerful. green eyes he wears a black suit named Bulwark

Personality: a man that has shown the kindness of a saint to those in his "Family" while also showing unyielding Force of arms and cruelty to those he deems undesirable to have in his city

Background: of German and French descent he is 73 years old, he grew up in the Pints and eventually became part of the mafia his first kill was at age 15 collecting debt money when he accidentally beat a man to death with his bare hands

villain name: Gwyn/Death

Power: oath creation and empowerment

Threat rating: 4. not incredibly powerful to enemies unless you and he agree on an oath he mostly runs his organization and many different businesses his power is useful to keep his body at his peak despite his age and to keep his "Family" in line

The Artisan
Physical description: light brown hair/full beard dark brown eyes average height wide shoulders of porcelain skin 37 years old typically wears metal workshop apron over blue jeans and a t-shirt

Personality: cheery and lively yet precise and obsessed with creating items of power

Background: of Polish descent. seeing his father die alone because of his obsession with blacksmithing should have made him hate it but miraculously his father had instilled in him a fondness for the forge and eventually an enthusiastic passion for making items of power he's been working with Gwyn since he was 20 years old and he's only grown in significance since

villain name: Kol

Power: item power imbuement: imbue items with a minor power by touching them and thinking about a word the higher quality of the item the higher the power one person can only use 3 items of power at a time or all of the ones you wear become null and he can only make one item of power every three days

Threat rating: 2. not particularly powerful himself he mainly helps multiply other's threat ratings

The Enforcer

Physical description: a lean medium height man of dark hair, dark facial hair and dark eyes, and of olive skin, 32 years old wears a quality navy blue suit that he intends to eventually have turned into an item of power

Personality: a charming, respectful, and disciplined gentleman who becomes cold and distant in conflict

Background: from Greece a man whose family came to America, NansVille the so-called "Land of opportunity" when they got there his family worked to the bone until they had their own restaurant The χαρμολύπη or (The joyful mourning) a man of the name Samuel found him working as a dishwasher and busboy in his families restaurant at the age of 17 and took him under his wing into the world of crime that would eventually lead to the mafia

villain name: Conquest

Power: his power is combo empowerment, the power to gain strength (doesn't change his body) from making consecutive blows within 3 seconds of each other

Threat rating: 11. his combo empowerment power can become devastating the longer you fight him though there is a cap to how powerful he can get, he has a brass knuckle named concuss that gives him a line of sight thought disruption power it isn't game changing but he finds that whenever he's having a particularly tough time with someone (which isn't often) it helps to make it so they can't plan around him
he also has some experience boxing learning from Gwyn

The Hitman

Physical description: short young woman with dark hair dark eyes and of light caramel skin wearing a suit of leather armor with a steel breastplate

Personality: an earnest and capable woman who is somber in her day-to-day life and a battle junkie who only really feels alive in combat

Background: of Puerto Rican descent is a NansVilleian who grew up in an orphanage where she had to defend herself from those who would hurt or take advantage of her so it came with great apprehension and wariness when she was personally selected by Gwyn to become part of his family at the age 16 she underwent a significant amount of training some of which would one day eventually become obsolete

villain name: War

Power: superhuman weapon mastery: the power to pick up a weapon and instantly learn to use it like you have wielded it for decades

Threat rating: 12. the power to instantly become a master at any weapon is indeed powerful but what really makes this woman dangerous is her equipment complementary from Kol her sidearm is a completely silenced berretta m9 named Whisper and she has on her back a longsword named Rend that can cut through stone. along with a minor boost from her armor Benevourous
Benevourous has the ability to feed off the goodness of the foe to become better physically
the average hero can make her just shy from Olympic level body the greater the hero the better she becomes

The Auxiliary

Physical description: blonde hair, green eyes, medium height, ivory skin usually wearing a white blouse and black jeans you can see the resemblance between her and the boss

Personality: scholarly, intelligent, and even-tempered she can be considered the very definition of a nerd (though she doesn't look stereotypically nerdy)

Background: raised as the princess of the biggest mafia organization in Nansville should have given her a big head but instead, it only made her feel pressured into living up to her blood-related family of which her grandpa was the only left

villain name: Famine

Power: touch-based weak point creation

Threat rating: 6. touch based weak point creation is in itself a useful power but it only blossoms into its true potential when working together with someone stronger
she has the item of power boots of haste ("hey they're a classic") that up her movement speed and hand speed.
locket of stone skin (doesn't actually make her skin stone) it ups her skin durability so that her skin is akin to a 2-inch thick piece of iron (again I chose that name cause famine is a nerd not because her skin is as tough as stone) and pugilists gloves (they look like normal gloves) that make it so that her body knows instinctively how to parry and counter with her hands. (again they are normal gloves so Kol didn't get all the power he could have if they were high quality)

these guys are basically mid-quest bosses that we will encounter when our Agency gets big and strong enough

Awesome. You can keep them here for now, however in the future message me the supers ideas directly so that we can talk about their weaknesses and specifics. We have it in the info page.

Police talk with Kitsune
[X]Talk to the police?(Kitsune could talk to the police? Reward ???)

How does it go?: rolling… 32+10(From winning the battle.)= 42!

Kitsune Pov:

That was stressful… also gruesome… I need to make something more non-lethal as I designed these for supers in mind, but if I fight anyone with a non durability power they might as well die, I mean Atlas was durable but he still looks dead after taking 2 of these.

He's not dead right? I should go ask.

As I ride over to the barricade of ambulances and police cars, I notice that almost all the police officers are being treated, except for one. They were way more hurt than I thought.

I get off my riding fox and wave him down, weird how he's the only one not looking at me, everyone else is wary… why are they all scared-oh right I blew up someone with ice.

He looks over-"Does that thing bite? Also good job." Oh right.

"No sir it doesn't bite, also thanks. Oh and is Atlas alright? Like alive?"-Kitsune
He just looks at me with an eyebrow raised.

"I have no idea as the medics are arguing about sending him to the hospital, but get this, they want to do it without escort-"

Then some woman from an ambulance, the one with Atlas being loaded up, yells "We want an escort but you are not going to have guns drawn inside an ambulance and come inside a HOSPITAL with rifles!!! What makes that ok?!?"

He grits his teeth "He damn near killed my boys and girls! So I WILL have officers inside that ambulance and I WILL have officers inside that hospital with damn machine guns if I have to! Where he will then be escorted to a cell!" He breathes after that rant.
"Just got permission from my chief AND the medical head of YOUR department, you can't stop it! Now hurry up!"

…I don't know if I should be here… is it normally like this or is it just because everyone's tired and hurt? He then turns back to me.
"He will be fine, from my personal experience a super with durability like him could probably recover from this with or without medical treatment. Might take him a bit but still, he could recover."-Sherms

What "But I blew him up with ice how could he just-"-Kitsune
"He could just recover because from what we can tell his deepest wounds are about 2 inches deep. All those bullet wounds were widened up from your ice bombs, so all he's got are some minor wounds."
"…ok so should I help escort him or you guys have that?"

"You can if you want to. I'd watch out for the press, they're already trying to get in here to ask questions. Don't stop for them, they will turn anything you say right back at you." He just sighs, "This is going to be so much paperwork."

The ambulance finished loading Atlas up. "What's your name by the way? I'm thinking we're going to need a plan or something for stuff like this. Like a protocol."-Kitsune
"Just call me sherms. I don't wanna be called nothing else. You should probably get going, also yes to the protocol. I'll talk to Lana about that… I mean the police chief."

Hoping on to my riding fox, he hands me a card, which I take as I look at my boys who are already seated and start riding after the ambulance… did he just give me his number?

Gain +3 reputation with the police. Currently kitsune is known as slightly unhinged among police. Gain police protocol creation option.
Kitsune gains +3 to police interaction rolls. Kitsune gains +2 to intimidation rolls.

Well the talk didn't go to well. Now I get to tell you what the roll was about! So for rewards like that, which involve talking. We roll to see how good of a reward you get!

In this case you rolled below average and got a mostly negative reputation among police. Not too bad but still bad. In exchange you got these small bonuses.
Each option from before had a different direction of bonuses you would get.

Anyway I'm going to go tinker with the options for the next agency vote post. I also update he info for gargle, his info is now up.

Turn 2: Vote.
Notice from the USA government: Heroes will automatically be assigned on call for villain encounters every turn unless injured. Heroes from here on out will require payment every turn. Currently Kitsune requires 5 units and gargle requires 2 units.

Current wealth: 101 units

Martial choose 1:

[]Train better generally!:
We have a training regiment set up, which is good as it teaches most of the basics. That's the thing, it's only most of the hero basics. We need all of them.(Dc 65)(Cost 0)

[]Specific training program: You will make a training program for a specific hero. This program will be followed even without your supervision.(Dc ??? Depends on the hero.)(Cost ??? Depends on the hero.)
-[]Who?(Gargle? Kitsune?)

[]Protocol: Kitsune wants to 'train' her foxes. She says it will be necessary for combat. Not much reason to deny her.(Dc ???)(Cost 0)

[]Sparring room?: Gargle wants a sparring room. Wants to be able to fight other supers and said 'me fight good!'. We can probably make one pretty easily.(Dc 30)(Cost 5)

Diplomacy choose 1:

[]Hire a PR team:
Ol public relations has always been a thorn in any activity for any company, agency, or government. Getting a team dedicated to dealing with the public seems like a great idea.(Dc 45)(Cost 5 wealth)

[]Get the word out:
You're looking to hire supers. It's as simple as that as you can use online media to do so for zero cost. Actually hiring the supers will cost some but getting the word out? Nothing at all.(Dc 45)(Cost 0)(Dc reduced by 5 this turn due to Kitsune's victorious battle.)

[]Police contact: The police of Nansvile want to have a direct line of contact with your agency. They also want to talk about protocol when they do contact you.(Dc 0/40)(Cost 0)

Stewardship choose 1:

[]Trainers:
You need some trainers to help teach combat basics. Might cost a little but it's better than without.(Dc 55)(Cost 5 wealth)

[]Build a temporary superjail?:
The police can't take supers down to their regular jails. They will break out easily depending on the power. So why not make a jail that can hold supers until they have an actual prison to go to, that they can't break out of easily?(Dc 90)(Cost ???)

[]Hire security:
You're a superhero agency. You're going to be a target and you need to be ready. You already have some security but some mall cops are not enough. Actual trained guards seem like an amazing deterrent.(Dc 40)(Cost ???)

[]Upgrade the call center: The call center is great and all, really it is. The thing is it could be better. Gonna cost us some money however.(Dc 50)(Cost 5 wealth)

Research choose 1:

[]Suits?:
Your heroes are going to be fighting anything from common street thugs to people that can put a hole in solid steel. Getting custom suits researched for your heroes seems like it would be necessary.(Dc 40)(Cost 10 wealth.)

[]What can you do?: To really help your heroes you gotta understand what they're capable of. What their limits are and if they can improve.(Dc ???)(Cost 0)
-[]Who?(Name them.)

[]Super restraints or super cuffs: You need to deal with the elephant in the room. If your heroes win a fight. How will they arrest someone who can just break out of cuffs like their nothing? If your heroes knock them out and they wake up on the ride to the jail they can just break out and you're back to square one.(Dc 60)(Cost ???)

[]Study tech: Get your people to study new tech.(Dc ???)(Cost ???)
-[]What kind?(You can choose tech like the drone foxes, cryo, or fire right now.)

[]Kitsune tech: Kitsune wants to make a cryo version of the pyro repeater. She says it should be 'simple' and that it would be of great help to capturing villains or normal people.(Dc 30)(Cost 15 wealth)

Personal choose 1:

[]Help out:
You will go help out.(Gain an extra die for an action of your choosing.)

[]Study: You will focus on improving yourself.(Gain a new bonus or perk depending on the roll. Dc 90)
-[]Choose a direction.(Martial? Diplomacy? Got something more specific?)

Alright than. Any questions or suggestions? Go ahead and ask!

[X] Plan: getting ready
Martial
-[X] Protocol: Kitsune wants to 'train' her foxes. She says it will be necessary for combat. Not much reason to deny her.(Dc ???)(Cost 0)

—[X] Police contact

Gargoyle is probably a decent fighter so keeping Kitsune out of melee range is more important for now. Working with the police is important so we can respond quickly and efficiently. However because we're going to be gathering more hero's we should get some ground work done for them so getting trainers and suits

Edit: Who are the 3 other Superhero agencies in Nansville

The other agency’s
Edit: Who are the 3 other Superhero agencies in Nansville
The others are called,
1. 'Pims heroics' which is located north-west in the city and is currently the closest one to us distance wise. Run by a woman named pim. Not much else is known.

2. 'Dino's agency' which is located south-east in the city and is the second closest agency. Run by a group of 3 who we don't know who they are. We know that their first hero has something to do with reptiles or even dinosaurs. Not much else is known.

3. 'Droida' which is located towards the north east part of the city and is the farthest away from us. We do not know who runs the agency as all we have met from them was a representative. We believe they specialize in machine or tech based heroes. Not much else is known.

To restart or not to restart...
So I've been thinking about restarting this quest. I'm looking back at old files of mine and don't know if I can start this up again without restarting it all.

My plan is to make a new quest and update it every 2-3 days, in other words take it slower than I normally do to allow for discussion and all that. Just letting yall know.
