Yeah doing a pov switch seems like it might be a good ideal. Suppose could also use it as a means of effecting their personality/priorities in things at first, but not actually sure about that.


Anyways, I've been thinking of writing up a few heroes and villians to suggest and was thinking of just using this as a format....

Ah yes first quest rolls bs… I'm definitely upgrading the difficulty for the next few turns. For those who don't know I set the rewards before I roll with how good the reward being how over the Dc you got. So I realized a bit too late that these Dcs didn't mean jack.

I was hoping for a more complete training program, but without martial artist trainers we can't do anymore without exhausting our heroes for meager gains. Also I was hoping for a power identification course not a course on common superpowers. Regardless this is a great start.

The training program consists of basics like how to work the radio, call signs, basic tactics, and physical training sessions. Also a small course on common superpowers that will help with engagements.

Effect: Your heroes understand how to work radios and call signs immediately. They gain basic tactics after two turns of using the training program, which increases battle rolls by +2. This effect stacks up to +8 with every 2 turns adding +2 to the increase.
Gain an increase in threat rating by +1 after using the physical training sessions for 3 turns. This effect cannot stack.

The meetings went really well for some reason. You expected there to be some butting of heads, but no, everyone had seen they were on thin ice with having to pay a loan to the government, an entirely new business that might fail if they aren't careful, and just the fact that you came offering help if any of the agency's couldn't tackle a problem on their own.
Although they did say you would have to split the winnings of stopping a villain with them, if you were to call them. Good enough as well as expected. Also they wouldn't tell you what heroes they had which was worrying, but you also understood that it was just them being cautious.

Effect: The 3 other agency's for the most part agreed to help each other out for now. You gain an option when approaching a villain to call for support from other agencies. A roll will happen whether they respond or not. If they do respond you must spilt at least half of the winnings with them.

You managed to assemble a small team of 8 people who will be on deck to help with heroes patrols. At least 3 will always be on site to help with patrols with the 3 being rotated every 4 hours. You even got an ex-911 operator as the leader for this group!
I'm definitely going to need to expand this when we get more heroes. Also perhaps train them, that too.

Effect: When heroes are engaging, give a +1d10 to knowledge rolls on the enemy being engaged. Villains will have a harder time escaping due to constant updates to heroes. Once a battle the team will roll 1d20 with varying Dc to determine strengths or weaknesses of enemies.

You decided to get your research team on studying cryo technology and decided to dedicate your time to it as well. The team decided a good place to start was to study the cryo grenades to see how they worked… somehow you and the team accidentally, both advanced the cryo grenades and made them reproducible by someone other than Kitsune, even if it's only on a small scale.

Also cryogenics has been advanced by at LEAST 20 years. We still don't understand it entirely and any new cryo tech will still have to come from Kitsune, but we can now reproduce said cryo tech, which we can then equip on our security forces.

Effect: Cryogenics has been advanced by 20 years. You can now reproduce cryo tech items that are at tier 1 tech that Kitsune makes, for the most part. Cryo grenades weigh less, increasing throwing distance. Cryo weapon study's unlocked.

Kitsune attempts to make a rideable fox that she can ride into battle. Dc 75.
Kitsune rolls = 83+5(Engineer bonus) = 88 = success!

Riding fox Mk1: Can be ridden into battle with its traveling speed being 50 Mph. It can be used in combat as a physical attacker although it still has its pyro repeater installed. Due to its size it is much more capable of tanking hits than its already durable brothers.

Despite not sending out any invitations, within the second day of working as an agency, a new super came to our doors wanting to be hired. He called himself 'Gargle' who looked like a gargoyle, he even had stone skin.
He explained his power was enhanced defense capabilities, strength, and endurance. He can also fly.
He asked for stones to eat consistently and 2 wealth for payment… your not quite sure if this guy started human but he seems strong.

Ok so gargle is a 5 foot tall stone gargoyle. He is lanky and not that smart. That's all I'm giving you about him.

Oh and if you want to make a villain for the patrol go ahead. Tempest warden made a good format for that.

What a great starting villain. I do have one question, do you want me to roll for his threat rating(1d8) or do you want me to just go a flat 5.
Threat ratings are just how powerful they are with their powers or useful in combat. It doesn't dictate the entire fight as some powers counter others, but I'm still curious what level you want this guy on?
Edit: Remember 20 is the max for now.

Maybe 4-3. The police can take him down but it's safer if we do it
 
About making villains or heroes
If you have an idea about a villain or hero or even a vigilante of sorts: Either message me or put it on the thread with minimal info.
Reason: Part of the upcoming patrols is how you approach the villain. If we know what their capable of that leads to an easy calling of support if their too powerful or just the right idea on how to advance. By either keeping the info to a minimum or just sending it to me directly this leads to more surprises and stakes being higher.
 
First patrol: Kitsune
Here it is.

Our POV:

So the government has alerted all agencies that their two weeks are over and must send someone out to patrol within 3 days. They must be desperate to see some results from this new 'project' which was going well for me at least.

Gargle our new super had difficulty understanding how to work a radio or what call signs were. Again I'm pretty sure he didn't start human, which I guess doesn't matter, as long as he's on our side. That does mean however that he needs an extra week or so to get that all down, preventing him from going on patrol.

In the meantime Kitsune has officially been sent on patrol, despite her complaints of the "Fox AI not having a protocol prepared for combat" which doesn't mean they can't fight. Instead they simply are less effective in a fight than would be normal. Explaining to her that basic training for her is more important than the protocol for her robots was a VERY hard sell.


Kitsune POV:

That whole argument still has me riled up. I had to explain In so much detail how I needed to make a protocol for my boys, but no, learning how to operate a radio and call signs was more important. It makes sense at least, but I felt like a Karen trying to convince them otherwise.

Now I have to go on patrol… At least the operator is nice. Also kinda cut-and that's a report of assault on an officer that just came up. I get the quick rundown from the operator.

"Ok here's what we know: A small-time villain named Atlas with durability and rebound powers decided to rob a thrift shop and was confronted by police.
The police called for backup, before attempting to taser Atlas, which led to Atlas getting mad and breaking the officers kneecaps while being shot. They are still fighting with 4 officers being injured. Current threat rating is 3."

That sounds horrible "So the guy can't be hurt with bullets?"
"No he is still injured somewhat but the problem is that every time he is shot, he hits harder the next time, which on top of his durability makes him a problem."
"Got it, I'm 5 minutes out."

As my newest creation the 'riding fox Mk1' runs across the rooftops of the city, which I have to switch to road as I'm heading towards suburban grounds, I have to figure out how I want to approach this.

The guy named 'Atlas' which is too cool a name for a small timer, has broken an officer's kneecaps and is currently fighting officers with his fists. The operators can't seem to find this guys weakness, with the only one being he is not that strong overall.

Choose 1 method of approach(This details the first few rounds before another decision can be made.):

Honestly In this situation Cryo grenades are the best for capturing. In the future when more tech is developed or when we face villains who do not have this level of durability, you will have more options. You have more now, it's just more method than which piece of equipment do we use.

Quick but minor question. Would you guys like to see the combat rolls? If so I'm planning on putting them at the end of the fight. That way I can go for a more narrative focused fight without the rolls taking up space.
 
I would like to see the rolls but it doesn't bother me too much if you choose to not show them
I think I'm going for the middle man. Which is at the end of the fight, the end end, I show all the rolls I did.
So let's say this fight lasts… 3 parts. I will show all the rolls on part 3.
Either way ya get numbers. It's just where ya get em.

Kitsune pov:

Just getting people out of danger seems like the best option. I can keep atlas back with my pyro repeater and cryo nades, while also having my foxes help the officers. I could also use my riding fox to keep a distance, which seems smart.

I'm finally within sight of the ongoing fight… which seems to be going bad for the police. They have 3 people with riot shields blocking atlas attacks, with 2 others with pistols shooting entire mags into him, which just seem to piss him off more and hit even harder… that's really bad.

The good thing is that Atlas seems bloody, he's bleeding but at the same time looks unhurt from the way he is moving.

I see ambulances farther away treating the wounded officers. With a few keeping watch to make sure atlas doesn't go over there unnoticed. There's also 2 officers, 1 with a broken leg and the other carrying him, going towards the medics. I quickly send one of my 2 foxes to go help carry the wounded officer.

I decide to get out my pyro repeater instead of the cryo nades, which the reason being, I'm not gonna use a cryo grenade that close to the police, who also have noticed me and have thus started backing up while firing, keeping atlas attention.

I take aim after steadying myself and planting the repeater on top of my riding fox's head. I fire 2 shots with the first one being on target and the second going off from the recoil which while there isn't much recoil, it still exists.

Right as the first shot hit I realized something. His durability allows him to deal with the concussive force of the pyro repeater and he can then hit harder from said concussive force. Also since it's spread out and not like the bullets that have him bleeding through the piercing, that means he won't be hurt by it, or at least too much.

He is now looking at me. "You piece of #$#$."
Oh… "Hello! My names kitsune, would you be willing to come quiet-"
"#$#$#" nope definitely not. The police are far back enough so let's try some cryo grenades!

He started running at me as I pulled out the new and improved cryo nade. Much lighter and smaller. I quickly pushed down on the latch to activate it, which he was now 20 feet from me so I also backed up.
I'm not sure if it was confidence that he would not be hurt or he just didn't realize I threw a grenade at him, either way he let it bounce off his chest and then it exploded in a miniature ice storm or an ice blast.


I took a quick look at the police, who were all stunned, staring at the blast of ice. I call out to them-

[]Hey, keep shooting him! He's not done!(The police will fight with kitsune.)

[]Hey back up more! Don't want you to get hurt!(The police will stay out of it.)

[]Write in?(Order the police to do something. Write some quips?)


Then I hear a roar as Atlas bursts out the smoke, slower than before, running at me. He seems to shiver even as he runs with patches of ice covering his chest.


What do you do? How do you fight?:

Factors:
  1. Your weapons are the pyro repeater and the cryo grenades. You have 5 cryo grenades left.
  2. You have 2 normal foxes that each have a pyro repeater installed. 1 is helping the police while the other is by your side.
  3. You have 1 riding fox that is very mobile and also has a pyro repeater installed.
  4. The police have made a line with police cars and ambulances to treat injured about 60-70 feet away from the fight.
Bonus points for how well thought out plans are!

I got a few unamused looks, but come on, that was the perfect situation for that.

Then I hear a roar as Atlas bursts out the smoke, slower than before, running at me. He seems to shiver even as he runs with patches of ice covering his chest.

I'm pretty sure the pyro repeater won't do any good, not for me anyway, so I should probably stick to the cryo grenades. With 5 left, I need to make sure they land.

"Knock him over!" As I say that I also got my riding fox to start backing up to avoid Atlas. The foxes, who do not have a combat program, probably think this is playing, which is worrisome but it should be ok.


Senior police officer 'Sherms' POV:

My god. It's all I could think of. It started when we got a call for someone shoplifting, which wasn't that bad so we sent some newer officers to go handle it, along with me. We were dealing with so many supers or criminals that would shoot an officer on sight that we didn't want to send officers who were considered 'green' to deal with that.

So when we got the call for someone with no gun and shoplifting from a small thrift shop, we thought it'd be perfect for the new guys to learn how to de-escalate a situation. Who would have thought that it was a dam super.

At first it wasn't that bad, we got there and even started talking to him, Atlas was his name, which was when it hit me. This guy was a super who would steal from cops and be gone by the time backup was there. It must have been the look on my face or they knew the name, but the new guys got more antsy after that.

It started devolving from there, it became clear Atlas was only talking to us because he didn't want to kill us. He even said that if we let him walk he won't hurt nobody. Which when refused he started walking away, then it happened, the only officer who wasn't antsy after he said his name, I'm pretty sure he didn't know this guy was a super.

He fired his taser. I couldn't even stop what happened next. Seemingly unaffected by the taser he turned around and charged us, so what happens after someone who wasn't affected by a taser starts charging the police?

The police shoot him, we all dumped our clips into him even, as he stomped on an officer's kneecaps, as he broke someone's elbow, as he punched and sent us flying. I called for backup, to bring riot shields, and higher caliber firearms.
It's been 10 minutes since the start of it. Out of the first 6 who responded, hell even when you count the backup, I'm the only one unhurt.

Than someone riding a giant fox comes, fires two fireballs at Atlas not doing jack, tells everyone her name 'Kitsune', and when Atlas charges her? Throws an ice bomb or whatever the hell that was.

What the hell is- "Looks like he needs to chill out, anyways I can handle him make sure no one gets hurt!" Ok, know what? I'm getting my boys out of here.
"Let's move back to the ambulances! Move!"



Third person POV:

As the police moved back the two foxes came in from different directions, doing what they were told.

As he charges, the Fox near Kitsune moves to intercept, while the other near the police runs back. During this time Atlas, who was running on adrenaline, kept charging forwards.

The first move was made by the fox near Kitsune, as it tries to tackle his knees, but Atlas was not taking any chances so he dodged and attempted to counter attack. He seemed to accelerate his fist towards the fox and thusly missed or rather the fox dodged.

Now the fox from the police side saw his companion almost hit and despite no combat protocol, decided to pay back in kind. He jumped on top of Atlas head and slipped off in the same second as Atlas stumbled.

Kitsune took that as a sign as any and threw the cryo grenade. It landed on his stomach, bounced off, triggering the mechanism, and exploded.

As the ice blast blew as the police looked on, frozen, just like Atlas was. Atlas despite his endurance and defense, simply wasn't ready for this mentally, he was a simple street thug given powers, barely a thug much more like a delinquent.

So in the end with all the wounds, parts of his blood being frozen, his chest and stomach with ice patches all over, barely able to move but still capable he decided to just lay down.

The police rush over after seeing him immobile and cuffed him as fast as possible.

Fight end!
