You lead an agency for heroes! In this world Superpowers are new concepts which have only been discovered in the last month. Due to this crime rates have been increasing.

The USA government has decided to allow superhero agencies to come into existence, to help deal with the increasing crime rates. You applied to make one and succeeded.

What was your previous job?

[]An army trainer:
You served, fought, came home, trained more recruits for the army, and then applied for the agency. They didn't have much reason to deny you.
Bonus to training and combat rolls.

[]An engineer: You worked on a LOT of projects for the government and in turn you gained enough experience to do anything that's needed. They didn't deny you simply because you worked with them so much and proved you're capable.
Bonus to building and equipment rolls.

[]Secret agent: While you can't say this publicly… you're a secret agent. A damn good one too. They actually came to you first and asked if you wanted to start an agency. You couldn't exactly say no.
Bonus to diplomacy rolls.

Luckily enough the government has decided to loan a sum of money to any agency that was approved. It varies depending on how many checks you can pass off their list.

To explain about the write in. I'm going to give you a street level super for free. They can grow beyond that with training. I didn't want to just throw 5-10 different super ideas at you guys when you can just do it yourself.

If you have any questions feel free to ask.

Edit: Powers that can only kill are not allowed. Powers are allowed to kill but that cannot be the only things they can do.

Location: Nansville

Hero name: Kitsune
Threat rating: 3(7). When alone Kitsune is just a normal, but smart, human with some fancy weapons. Still dangerous but not high on the threat rating whatsoever. When she is with the drone foxes, of which currently number 2, her threat rating goes up. This is simply due to the fact that the foxes are durable and have weapons of their own to help out with fights.

Cryo, fire, and robotic foxes: While this technically isn't a superpower, the hero known as kitsune has advanced these technologies by 50 years each, resulting in an understanding far beyond what can be done today. This has led it to be very hard to reproduce said technology without kitsune's help.

Her main weapons are the cryo grenades, the pyro repeater, and the robot foxes Mk1.

The cryo grenades have the effect of freezing the surrounding area as well as producing concussive force. This is non-lethal as it has no fragments to hit with and the concussive force is not used as the main attack, instead it's used to simply propell the freezing effect a further distance, which unless the grenade goes off right on the opponent, this is considered a 'non-lethal' blast.

The pyro repeater is what truly is beyond our age. The pyro repeater simply blasts a bolt of fire at range towards a foe. This bolt, when it hits does not burn the enemy, but instead on contact will produce concussive force. Kitsune claims that it can burn the enemy but will need to be modified to do so.

The fox drones are advanced to the point where if Kitsune didn't show the inside of one, no one would think they weren't normal foxes. The drones has a pyro repeater inside their mouths, which when opened they can simply fire at foes. These foxes respond to Kitsune's verbal commands or to the device that she keeps on her at all times.

Name: Gargle
Threat level: 5. A thing that appears as a 5 foot tall stone gargoyle with wings.
Gargoyle transformation: Gargle has enhanced defense capabilities, strength, and endurance. He can also fly.
Gargle is capable of denting steel with his strength, can resist most firearms, and can fly at 30 Mph.

Gargle can change how dense his stone skin is, which leads to a choice of speed and strength with low density skin, or pure defense with strength enhancement with high density skin.
Gargle can only fly with low density skin.
-10 to learning rolls.

We rank combat efficiency by threat ratings. The max threat rating for now is 20. Also just because someone has a higher threat rating than another does not mean they can beat them 100% of the time. Certain superpowers can counter other superpowers and you should account for that when sending someone out.

If I may ask some specifics on the drone hero. What kind of drones? The type that fly or the type that are on land? I'm assuming the flying kind but if your going for both that's good as well.

-[X] "Or strangulation" a flik of the wrist and a rope will wrap round you're enemy's neck but instead of snaping their neck like with "Execution" it will instead suffocate your enemies until they fall unconscious.
-[X] limitations: 1 you can only use you're powers if you have 4.2 meter's of rope on you, 2 obese enemy's are immune to you're powers, 3 you can only use "Execution" on 13 people a day, 4 you and you're ropes burn very easily, 5 you can only use "Or strangulation" on 8 people at a time.

I will fix that. Anyways for drones I was thinking stuff like quadcopters. The main goal is to have a support hero with a focus on information.

So the drone can either be manually controlled or set to do a simple task. Say we have a drone with a taser mounted on it. We tell it to follow a ally and if the ally gets attacked it will attempt to taser the attacker.

Jesus. That seems a bit op. I'll need limitations. Perhaps a distance limit? Or they have to be hurt to a certain degree or just you need to snap your fingers for every time you produce 1 noose. If you can pick a limit yourself that'd be nice.

I meant the superpower not what their focused on. This could literally be any superpower in existence that helps move things.

Also perhaps… this would be bad idea wise. The power only helps kill people. There's legitimately not anything in between. So I'm going to have to veto it just based off I highly doubt the government would allow hangings on criminals that decided to rob a purse.

Not saying killing is not allowed in this quest. Just saying that having a power that only kills or fails to kill doing nothing is just bad. I'll edit it to say that.

This hero started out with a passion for bees and robotics, eventually combining them into an "Adaptive Platform of Intelligent Drones, Erectors, and Automobiles" or A.P.O.I.D.E.A. You get the impression they are brilliant with engineering tasks... but could use some help focusing their skills on solving real world problems.

I'm imagining someone who's got the tech, robots, and probably made some multipurpose flying bee robots (and might have rough plans for bee-themed cars, boats, or machines that 3D print hexagonal buildings, etc) and spent a bit too much time on their costume and just now is realizing they have to actually use this stuff to fight crime or whatever. They're the sort of person who if you stepped into a mirror universe and found out their counterpart was some kind of bee-themed supervillain taking over the city, you wouldn't be surprised and would probably assume their personality didn't have to change for it.

Edit: Switching to the army trainer. Since I'm suggestion a more or less straight-up dedicated engineer hero, I suspect they would learn more from an agency dedicated to things other than just engineering. Or at least it could add some variety.

I'm already in love. Honestly I can come up with the combat robots for them. I have a few ideas already.

After assembling a whole team of heroes:

Agency: Hello team, thank you for joining the Revengers Initiative. To help with patrols, we had Queen Bee build up some all-terrain vehicles for the team.

Queen Bee: Happy to help! Gentlemen... I present to you... the Bee Cycles!

~The team look out to a big factory looking setup where five high-tech looking motorcyles roll off the assembly line for the team... all of them are bee themed.~

The Team (all have different themes, like a cowboy, greek warrior, space wizard, kung-fu monk dressed like a white blood cell, etc) Um...

Queen Bee: (keeps a big oblivious smile)

Agency: Um... (leans over and whispers something into her ear).

Queen Bee: Hmmm... Ohhh! I see now. Just a sec.

~Queen Bee presses a few buttons and bee drones fly down and pick up four of the five vehicles. The factory carefully disassembles them, removing the decorative bee-themed parts and replacing them with ones more in line with her team's costume designs.~

Queen Bee: I present to you... the cycles you can name yourselves!

The Team: Ohh! Ahh! Much better!

-[X] A hero with powers focusing around cryo and fire based tech and foxes. Such examples being rather intelligent and highly trained foxes able to utilize specially designed equipment. Such as a flamethrower or a cryo-grenade. Could possibly use tech to counter their opposite.



I probably went into a totally different direction, but I had Kitsune on my mind. Which lead to me thinking of someone who while tech based for whatever reason also wears stuff that makes them similar in appearance to foxes.
 
So I just had an idea. On top of the agency votes that would normally be the quest. I'll have this random factor where heroes will do their own stuff.

Example: Queen bee decides to make a medical bee bot. They will roll and see how successful they are.

This also could just be them doing dumb stuff like making a bee bike.

Just wanted to say btw that if the Queen bee wins I'm giving their first independent roll +5. Due to this omake.
 
I got some ideas for other heroes, though they're mostly along the lines of stands from Jojo's Bizzare Adventure. Namely, the user can summon a bonded animal or object (usually named after a song or artist) that grants a special ability. Normally these are supposed to be invisible to non stand users, but I think it would make more sense in a superhero setting for them to be visible to everyone. They also come with stand sttraction where stand users tend to attract other stand users... which tends to result in more super fights between them, although they are also more likely to join into teams.


"For what it's worth": A teenage boy with a Stand, manifesting as a tiny creature clinging to his back and constantly looking and listening for threats. It's main power and only offensive ability is to throw up a wall of energy resembling a chain-link fence that can selectively freeze anything that touches the linked "wires". The objects aren't harmed, simply locked in place relative to the fence with all inertia negated.

He never intended to be a hero, simply keeping his power secret due to prejudice against people with Stands (or "demons" as some call them). That was until one day he saw a speeding truck without a driver heading straight for a nondescript Japanese boy. He summoned his Stand and placed the 'fence' in the way of the truck, trapping the rogue vehicle in place as it ineffectively tried to break free.

He was hailed a hero and the authorities were able to boot the truck and tow it away. However, several onlookers took pictures of him and were posted his identity on Anti-Stand forums.

He signed up to be a hero, partially to use his power for good but mostly because his identity was already out and he figured he needed a support group. He feels it's now only a matter of time before someone comes after him, either bigots or other Stand users. "Stand users tend to attract other Stand users, like gravity or fate. It's only a matter of time now."



'Pumped up Kicks" - A young woman who can summon an armor-type Stand resembling a cross between a brass suit of armor and a bullet. With this armor, she gains super speed and the power to sense and deflect bullets. If any bullet enters a fifty meter radius, she instantly knows it's speed and trajectory. Her enhanced speed allows her to outrun bullets and effortlessly catch or deflect them at will. She also has a killer punch, able to land hits with the speed and ferocity of a machine gun.

She gained her power during a mass shooting when someone pulled out a gun and started firing into a crowd. Her Stand manifest, letting he deflect some of the bullets directly back at her opponent, crippling him.

The second one is a bit too op. I can still use them but I'll probably put on restrictions and make them a villain.
As I'm not sure if this was intended or not, but they counter each other. The first guy can stop the other and trap them, but the other can still destroy the first guy if not careful.

Either way this is great.

Yeah, super speed is pretty OP if used even half intelligently. I did know there was a sort of Ying/Yang to the two of them, but in retrospect they do indeed kind of counter eachother. Heh, even the song lyrics kind of alude to it. "There's a man with a gun over there, telling me I outght to beware." vs "Better run better run, outrun my gun."

And the "fence" power does sound pretty interesting and versatile if used intelligently. Since the freezing effect is selective, you could place the fence in a narrow hallway and let all your buddies run straight through it while it freezes anyone chasing you. Or use it like a ladder or net to catch people. If someone is falling then summon the fence horizontally and it safely catches them before they hit the ground. Or summon it on the side of a building and... I dunno... just have it act like a normal fence or it selectively freezes only thing moving down while freeing them if they move up to make it just act like a big ladder or elevator.

Though I do think with the "chain-link" look, it does mean that small objects can slip between the links and bypass it. So it's not a foolproof barrier and someone could indeed send bullets firing through. Though one could probably get around that by throwing some paper or boards into the barrier and having them get frozen in place... presumably frozen objects are either rendered invulnerable or protected by the intertia canceling effect... so you could probably summon the fence on top of an ally or civilian, freeze them, and have the freezing effect protect them from stuff like bullets or impacts.

And... For What it's Worth would probably gain a bonus to search or listening checks, if the stand itself is constantly on the lookout and watching it's users back for them.

Can I ask some questions? Are these foxes just robots? If their not, having an animal controlling power and a tech power seems a bit much.
