That's kind of a shame. Hotaru Tomoe & Mami Tomoe could have each used a sister to rely on and help face their psychological hang ups & hardships together.
 
Act 1 The Unexpected Meeting.
You have long since gotten used to the stares people shoot your way, the looks filled with baseless contempt. At times it feels as if you've developed a sixth sense for them, no matter how far away you always felt the sting of hatred other students would direct at you. All of them were ultimately fleeting pains that you could endure, but today a different gaze had turned your way.

The day had begun just like any other with one of the few moments of true solitude you had, the long and quiet from house to father's academy. A roundabout way through a number of alleyways and side streets took longer but allowed you to avoid the attention of what few of your fellow students that lived nearby. But then you felt it, someone was watching you. Even though the only other living thing you could see was a black cat, the thought of your hidden path becoming yet another place of torment is enough to drive you to run until your legs burn with even greater pain than usual.

The second time happens in the middle of a class and it stands out from the usual tide of looks tinged with something no one had ever looked at you with before. At the same time, it feels as if the person is right beside you and incredibly distant. Out of the corner of your eye, you catch a blue sphere fade away on the opposite side of the window that you sit next to. And then you see her. A woman standing on the opposite side of the bridge leading to the school, despite the distance she stands out with a sort of austere and unearthly beauty about her dark hair and pale skin. For just an instant her crimson eyes meet your own and you finally realize that she looks at you, not with any of the innumerable forms of hate but rather a paradoxical mix of fear and hope. But then the moment passes and she turns away walking back into the city down the same road you take to go home.

The day goes on but can't shake the feeling that whoever that was is going to be waiting for you. You could have begged a ride from one of father's assistants but turning to them is just asking for more of their cruel comments. So you take the usual way back home. As you turn onto a deserted sidestreet the same black cat from this morning stands in your way, now that you aren't running in a panic you notice a golden crescent moon on its forehead and the gleam of intelligence in its crimson eyes. And then, space ripples before your eyes and the woman then stands before you.

"I am Luna, and I have been searching for you, Hotaru Tomoe." She pauses as if to steel herself. "I was hoping to find someone else but the times are dark and the world needs you."

Whew. I'm glad for this outcome. I was worried I messed up by not picking the Mami option. But I like this scenerio.
 
Mami option would have been nice I think. Both Mami and Hotaru could use a friend.

But I guess this is okay as well. Luna must be very confused that she ended up with Sailor Saturn as her heroine. On the one hand she's got the power, on the other hand, she's probably half terrified of the implications.

You know what? This is great too.

Also, Luna is going to be gravely concerned at the implications here. Luna will be wondering just what kind of life has Hotaru gone through to be this desperate for affection.

Act 2 The Sworn Knight.
It's unusual, her voice is devoid of all the guile that tinged those bullies who pretended to be your friends only to turn around and humiliate you. She actually wants you, she actually needs you. No one has ever placed their trust in you before, and so a singular resolve fills you. You don't want to let her down and disappoint her.

"I'll help you in any way I can, but I'm not good at anything really…" You trail off, as doubts and reality overtake you at the last moment.

Yet, Luna's stern composure cracks with a small smile. It isn't much but its sincerity reminds you of the warmth you last felt before your mother's death.

"You have a power far greater than you could have ever imagined before, but know this, it also comes with an equal duty." She holds out a hand and space ripples in her palm revealing a small purple pen with a golden cap tipped with an amethyst gem, an icon shaped like an "h" with a crossed stem sits on the face of the gem. Almost unconsciously you reach out for it and Luna presses it into your hand. Holding onto the pen feels as if a part of you that you never knew you lost has been returned to you.

"When confronted by the forces of evil you need only to hold the pen aloft and say the words Saturn Power Makeup and your true power as Sailor Saturn will awaken."

You mouth the words as Luna says them and it feels as if your very soul is singing in harmony with something far greater than anything you have ever known.

Luna continues on with her explanations, "There have been… incidents throughout the world but concentrated the most here in Tokyo. Sudden disappearances, unexplainable deaths, events that defy the realm of logic, all beyond the ken of mortal man to perpetrate let alone the ability of your police to handle. Hotaru your mission in thus, gather your comrades in the other Sailor Senshi and defeat the enemy that is threatening the world. Also, it is our solemn duty to find and protect the princess. Nevertheless, it would be foolhardy of me to dictate what should be done without hearing your thoughts or without you learning what you are capable of."

Interesting, since as I recall, in canon Sailor Saturn never needed a transformation wand.

More a lesson/see how good your instincts are than an actual spar. And Sailor Saturn never even transformed on-screen or panel as far as I can remember. Also, the first time, if I'm remembering correctly, wasn't even Hotaru in control rather the original Saturn awakening...

Yes she did, Sailor Saturn transformation. Note that only the first one is real, the others (with wands) were all fanmade.
