Like I said, I dont really view this story in a linear fashion. It's more one big sandbox with nifty prizes and deadly traps inside. With each of the characters doing their own things with a number of plots going on simultaneously.

The only thing I can think of is the secret government magic organization and who probably have agents in every major city and place of mystical importance in the US and who could have their headquarters in D.C. like every other American alphabet secret agent organization. Speedwagon's headquarters is in Dallas so baring any unforeseeable happenings the worst we should encounter at first would be magical MIB agents* who may or may not have special forces backup(the one in Fate Strange Fake did). After that though the chances of Speedwagon and Joestar encounters will naturally rise as word of a vampire of Dio's type(and description) being on the east coast spreads, plus naturally more and better MIB agents with definite military, and potentially police, back up.
*Considering how doubtful it would be for Speedwagon's supernatural research to exist without said secret government organization finding out, there is probably a connection between the two so I wouldn't be surprised if the MIB know Ripple and/or Stands in addition to magecraft.

Pretty sure that taking over the country would disqualify Speedwagon from its good guy image. Not to mention be something that would cause the Joestar family to turn against it pretty quickly since they hold to being good guys too. The part about having military assets can be explained by Speedwagon being a big part of the American governments magical powerbase and research and therefore extremely important aid when magical "problems" pop up(aka vampires, rogue magi who aren't working for the government or work for other organizations like the Clocktower, overly zealous or crazy priests, mystical creatures, and basically anything that would get in the way of the governments own agenda's when it comes to magic but wouldn't be too morally grey* for Speedwagon to complain).Thank you.

*Such as the Grail War in Fate Strange Fake which the government created and started(they had agents in japan during the Third War and managed to get ahold of a fair bit of the Grails Workings, enough to make their own though they didn't have a Saber class).
