I'm at work on my phone so my responses are pretty hit and miss right now.
I'm working on my first turn sheet, but as Japan I have a huge amount of money that there's no way to use in the spreadsheet without starting with a totally ahistorical military. What is it customary to spend lots of money like that on? Just any kind of actions the state is investing in?

Maybe I'll just bank it and increase spending in the next couple of years, but that feels a little unrealistic.
Games like this have worked well before with spreadsheets. It takes a few turns to fine tune the balance of incomes, and we are only on turn one.
