The Falmer are my first love, they have a society and are not that different from the man-kin living above. I have a few ideas of how they'd work. But I can see your point, so I'll be fine with Tullius, Balgruuf, or Elisif
The Volkihar Clan are NPC. Though at this rate they might consider a trimming of the local competition in their territory. Also, yeah, you can make your own characters.
