We should probably go for Leadership and Reconnaissance. We know from Char Gen that there's enemy mythos organizations around, so we shouldn't neglect covering our asses there. We might not find anything but we should further reduce the risk to our organization by doing Reconnaissance.
Leadership should be self explanatory in it's use, but I could see an argument to skip it one more round. I just don't think there's anything pressing enough to warrant not handling it this turn.

Leadership, I believe, is something truly important for us to have right now, so we don't start having bigger problems down the line.
Anything that could be useful in hiding our research and discoveries from being revealed to the masses is also a must; Were we a Fabric, we wouldn't have so much problems in this front, due to the lax regulations of the era, but being an educational institution, we must exercise caution in regard to our achievements.
Research is also crucial, as it is the funds for our establishment, we can only do so much with a limited budget after all, and if we don't produce results, then we may as well have give up on our aspirations.
Reconnaissance and Recruitment are, in my eyes, the 'least' (in terms of usefulness for us) necessary of them all, at least right now.

Well, while I agree with your assessment, now that I'm looking back on the options... I kinda see one or two that might be good to do right now, Enhance Establishment and Court Favor. Court Favor is something I believe we can put off for a while though.

I'm thinking leadership to avoid traffic jams with our projects and reconnaissance. We need to know who our enemies are both in and out of court and also who we can safely recruit before we start any magick. Otherwise our enemies might interfere with our rituals or attempts to court favor.

Prejudice is still a thing, but it's less pronounced than it would be with a mundane group of influence peddlers. Lovecraftian cults tend to be more xenophilic than phobic given than the author incorporated a lot of miscegenationist tracts into his definition of 'eldritch degeneracy.' One of the core commonalities in the genre is that the cults (and this group is a cult by another name) associate with like-minded individuals across racial lines. The existence of the Old Ones supersedes matters of skin color and nationality.
With a nationalist ideology and a Russian starting location, the group will be painted with the colors of imperialism. That said, their take on it will be different from the standard of the time period.
The Samsonite Society, founded on principles of rationality and eldritch science, sees matters of race, religion, and other temporal concerns as unworthy of their attention. The most important thing about a strong central government is that it facilitates scientific research and allows for the consolidation of knowledge to be put to those same ends.

I'd like to note that Russian imperialism would differ from standard already - though the biggest difference - the status of colonies and colonial peoples - wouldn't be much of a concern to us. Though it is important - say, England would never think to attempt to offer the Thirteen Colonies the same rights the metropole enjoyed, with added legal protections for the Iroquois - government policies are less important for cults, unless it directly affects them. In general, our imperialism would be closest to the French - though it may, perhaps, be different when we consider raiders and slavers in the mountainous terrain to our south.
While it is obviously left for our Master to decide, I would have to note that, while geographically we are closer to India and China, it isn't exactly close. As naval trade is far faster and cheaper, Astrakhan - not even Moscow - is effectively farther from India than London. While there is still land-based trade with China on one end and St. Macarius's fair on the other, it is a long and risky route - though it is going to be the easiest way to obtain any Oriental trinkets for our organization. However, it is extremely doubtful that many Chinese would follow this route - and, thus, we'd have to limit ourselves to the mysteries of the Occident - and, of course, our homeland.
