While Detriot has been able to rid itself of its debt to OCP by letting it privatize the wealthy sections of the city, the mega-corporation still controls its police department and is enacting plans to create Delta City by privatizing Detriot itself, by whatever means necessary.
You are Officer Alex J. Murphy known to the criminals and general public as Robocop. After being gunned down by Clarence Boddicker and his gang, OCP used a clause within their contract with the police to legally obtain and use his body to create the first Crime Prevention Unit. Your brain, spinal cord, heart, and face were all that remained, implanted into a 6-foot-tall, 450-pound cybernetic body protected by a titanium shell, laminated with kevlar.
