You are not the grand heroes of this story. You are not the legendary and nearly unstoppable X-Com, more myth than fact. You, each and every voter are a member of a small Texas town. Advent came to take away your weapons and to enforce their new global laws and "communication" (monitoring) devices. It was already a tense situation many of you wanted to fight them to resist and rebel. It would be foolish though and even if the story of X-Com gave you hope it means little if they are not there.
For a time it seemed that this would not end in disaster, that they would take your weapons and leave. Then one home refused with force, everyone they could get was inside and peeking out with rifles. A standoff developed until late into the night. An Advent trooper saw someone sneaking around the home and with what looked like a rifle. He fired without hesitation, killing a 12-year-old girl named Sally. She had been trying to sneak some of the guns out slowly to help end the standoff she just wanted everyone to be okay. People saw this, having been watching the standoff. Phones sent pictures, texts, and calls. A riot started to form and Advent troopers fired into it. Pistols and knives where drawn other people came running from there homes with rifles or shotguns. The Advent squad was surrounded and outgunned. They died quickly but they had not been alone. Other Squads came running and with heavy vehicles and advanced weaponry, it seemed like it was about to be a bloodbath.
Then the helicarrier appeared. Mother fucking X-Com arrived. The legends didn't live up to them, you saw one of them make a headshot with a sniper rifle while fast roping down the still moving helicarrier. Genetic modification? Cybernetics? Just that damn good? Who knows but they came down like the hammer of god. They joined the state troopers that were making up the bulk of the fighting forces and walked through the battlefield with no fear. It took them only a few minutes to turn it from a slaughter of the town to a slaughter of Advent.
As fast as the came they left again, leaving only a few parting words of wisdom and gifts. They told you that aliens are unlikely to use aircraft, you are a small fish in a big pond a lot of major cities are revolting as well even if they aren't reporting on it. Not to mention most aircraft were hunting them. They gave you blueprints on how to build a radio tower that would put you in contact with X-Com and other points of resistance and finally they gave you one of the arc throwers they use as a sidearm recommending you use it to learn how to make your own.

Every turn there will be a vote for which projects the town should focus on (one of each type).
The winners of that vote will have all of the towns base resources spent on it ( If finished leftover points get applied to the 2nd, then 3rd place etc).
Asides from that vote, each person may vote on a project to work on personally, applying points directly to that project.
Omakes DOUBLE the value of a vote and may if particularly good unlock other bonuses.
Events may happen that give omakes special votes as well. (in previous threads there was an omake only vote option temporarily for a special resource)
Projects are divided into three types:
Construction: Building, walls, buildings, trenches bunkers. Projects of this type tend to be very expensive but very powerful. These will massively change the battlefield.
Production: Building or modifying things, mostly personal equipment. An army or defenses does not work without guns, grenades, armor and so much more. Also used for some upgrades
Research: Scientific understanding, this unlocks new things to be produced or provides various bonuses.

Level 1 Trench: Just a few foot hexagon trench dug out of the ground to stop Advent from just driving up and murdering everyone. It is the first step in forcing the location of any battle. Also, materials pulled out will be convertible into Adobe to build walls later. (600 CP)
Level 1 Hydroponics Center: Food is not an immediate concern, but your home may soon be a war zone, not only are you worried about the shipments stopping to your various stores because of rebellion but you may in the future be under siege. (200 CP)
Level 1 Military Shooting Range: A place where your squads can train their long-range combat skills. The town has shooting ranges, but not to the standard needed.(100 CP)

Hardened steel ballistic plates: There is a surprisingly easy method of making ballistic plate body armor. A major step up from a Kevlar vest, and once you have Kevlar production you can use it to carry these. (50 PP per squad)
Guns: Currently you don't have any guns stockpiled, if you ever want to produce more squads or equip them differently you are going to need to produce some primary weapons: (100 Points per squad)
Weapon Customization: Every member of every squad has a wish list for there weapon. Jungle style magazines, red dot laser sights or custom stocks you can knock out the better thought out of any given wish list to give them a bonus in ranged combat. (50 PP per squad)
Ammo Stockpile: Everyone has a few magazines at the moment but extra ammo could be spent to enhance training and make soldiers feel a bit better knowing they have more ammo than what is on their person. (20 Points Each)
.50 Cal: A thing of destructive beauty a single .50 Caliber machine gun to be bolted to a truck bed, or a fixed heavy weapons position. (200 PP each)

Alien Alloy Basics: When the Advent soldiers were killed they exploded shortly afterward leaving only a pile of gore and what shards you could find of there next generation material, now if only you can learn to use them. (250 RP) Unlocks Alien Alloy
Kevlar Production: While Alien Alloy is rare Kevlar with some research can be produced as fast as you are willing to invest in it. It may even be usable with other materials for better armor eventually. (100 RP)
Reverse Engineering Arc Thrower: The ability to capture advent troops alive would mean valuable information and possibly equipment and it is probably a good idea to know how to make more arc throwers before risking your only one in combat. (500 RP)
Melee weapon experimentation: X-Com does it! Well more importantly many of the aliens rush into close combat, having a decent stabbing implement on hand may be the difference between life and death. This is designing a bladed weapon for melee combat with those aliens or advent troops. Long enough to matter short enough to wear practically. (50 RP)

You are in the middle of nowhere Texas. The terrain is softly rolling arid plains. Not quite a full-fledged desert but not far from it either. It has enough vegetation that you may be able to crawl to hide, but most certainly it's not tall enough to walk or drive. The town has a few ranches surrounding it, they are each several hundred acres each with natural gas, cattle, turkeys or other resources that work in the climate.
You have hundreds of miles in every direction that is almost entirely just open land high way and low shrubbery.
The War Machine:
The Workshop:
You have converted an old self-storage facility into a major industrial center. Some storage units now hold supplies, with people who go through them organizing and recording them. The larger units got turned into workshops, some with the walls knocked down to expand them. With everyone in one area, you have removed most transportation times, and people are quickly teaching each other and learning how to work together to produce much more.
The Construction Center:
The once simple building for the organization and planning of city construction has grown quite a bit. They have been given cots and had the building expanded so more people could work as well as having a variety of new tools.
The Lab: Yes they are working out of a double garage but it's far better than the small basement they were in before. With real desk, computers, and most of the walls painted to be chalk boards they are making far more progress than before.
Hydroponics Center: Rows upon rows of fruits and vegetables are being grown in the large warehouse-like building. Simple controls let someone change what plants receive water as well as when. Many townspeople have already planted and are steadily growing all of their favorite things turning it into part community garden.
Proper Gunsmithy: Formalization and training of a large number of gunsmiths in an appropriately large specialized workshop will massively increase your ability to arm your squads.

So with the Developing Town perk we get the ability to build 1 of the construction boosters a turn, and first turn I'm voting to use it on getting even more construction points to keep this snowball rolling. For Production priority? Hey, we can get a thing that effectively allows our personal votes have two effects whenever we do research. What's that you say? even more construction points? Why yes, I would like to keep this snowball rolling hard. We can also finish that in one turn.
Research for kevlar because it's relatively quick and easy and can help us, personal action for melee research, though taking one of the production actions could be worth it.

Edit 2: Due to the way the QM is speaking bellow, I believe that the tools are supposed to be +5 points of construction per construction related vote for the production item. Which is still amazing as it makes our personal actions much more effective. I have changed my personal action to reflect this bonus.
