You shake your head. "I'm not letting you go in alone, Homura." You sound much more confident about marching into a deadly fight than you are, but then again-you've already been in one twice. One you...never really processed, and the other is kinda fuzzy in your memory beyond knowing you yanked on something that wasn't great to yank on. Okay, so really you've got good reason to not be confident. "If we're all together-those of us who can fight, that is-then the risk is lowered, because we can watch each other's backs." It's pretty simple logic, but it's correct.
Homura frowns minutely, but nods. You give her a smile, and look to the others. Kirika looks ready, bouncing on her feet with a feral grin. Sayaka...
Sayaka looks like she's gathering herself, but she gives you a nod. With that, you look at Kyubey. "Lead the way." He moves quickly, leaping up car stacks to jump over the fence.
"Oh! Madoka, the junkyard owner is a pretty nice person. You can go talk to them while we're dealing with this!" The pinkette nods, and rushes off as the magical girls spring into action.
You, for your part, transform and realize that your outfit's sort of eclectic. You wear an admiral's coat over a pink fluffy dress, but where the skirt would be it's ripped and replaced with jean shorts and knee high combat boots. On your head rests a beret, but most interestingly is the faceless mask you wear, a beautifully intricate design on it's front. There's blank spaces, but what's there seems to be depictions of the Social Links you have, an incomplete tableau that you can't get the full picture of right now. You figure it might be worthwhile to look at when it is complete-but you have no idea how long that would take.
Following Kyubey, you idly wonder how you can see through it, with it's lack of eyeholes, and how it stays on your face without any straps, but you chalk it up to magic. Homura calls that she has a bead on it's location-Kyubey seems interested in the fact it seems to be running from you, because it's speed of movement would indicate it started to move when your group got nearby.
Landing in front of the gate, it opens and you wonder what Persona you should bring inside. "Everyone ready?" With nods of affirmation, you start moving to enter first, reaching for a weapon with your instincts-
-and Sayaka yanks you back. "There's a horde of familiars waiting in ambush inside. Homura, you have-" Without even waiting, Homura takes out five pipe bombs from her shield and tosses them through the gate, and since Sayaka doesn't pull you out of the way you assume that they won't come back out. After a moment, she lets you go.
You reach for the weapon regardless, and find yourself presented with a dizzying selection. You think you could make anything, but more complex options will take you time to make the 'template' with your powers. "Kyubey, you're covering all costs, right?" You ask. It nods.
So you have complete freedom...a strategy is necessary. "Alright. We'll clear an area inside then-Homura, can you scout with your power?" She nods, cranks her shield and walks inside, before exiting a moment later-you don't get drawn in when she's inside of a Barrier and you're outside, then. Would it still work if you were connected physically as she entered?
"After the opening room, it opens onto a flat plain. There are familiars resembling toy soldiers merged at the legs with lions, carrying cavalry sabres, as well as lines of the marching and carrying muskets. In the air, some of the toy soldiers are in hot air balloons, and a zeppelin is above it all. At the back of the barrier is a building that looks like Germany's Reichstag. I'm not sure if the Witch is in the Reichstag building or the zeppelin. I didn't want to venture into the Reichstag without you all, since it could be trapped." That worked nicely.
"Alright, so-I'm gonna lay out a plan, and then you'll all provide input. So far, we have two dedicated melee, one dedicated ranged, and I can flex." You're assuming on Sayaka, but she doesn't countermand you. "So, the first plan is..."

I probably should've figured out a way to include this vote in the previous post, but eh. For this vote I'm instituting a two hour moratorium for debate before voting goes on.
I'm thinking a cutlass in one hand and a bladed flintlock pistol in the other.
The pistol fires bits of our creation magic. It usually creates a explosion but we can vary it to whatever we want.
As to dealing with them...
Summon the fort? Use Sayakas foresight to make sure it won't end poorly. Then let the familiars attack while we cut them down in melee and at range?
As to what persona... Sarasvati for the heals? We can all try out our powers and attacks and she can heal and buff?

Keep in mind, with your weapon selection, that the more complicated and intricate an effect is the longer you take to make the template for it, and you can't stop it voluntarily once you start-and in this case, making it that small is making it more complicated.
You won't get a rough scale until you experiment in RP with it, but since I haven't laid that out in story yet and it's just on the character page, I'd figure I ought to say it.
EDIT: Experimenting with more esoteric things you can make will have an option to make it Yui's go to later, for clarity, because having fun fancy weapons is cool, but for right now it's something to keep in mind-pulling things already templated is entirely dependent on size; a supercarrier is gonna take more time than a rifle.

Given our outfit I'm good with this weapon choice, it fits my image of the sea well enough. Sarasvati is a good pick for safety. Don't know if the vote would explicitly need it mentioned but Tentrafoo could also be used to hopefully provide some crowd control if we don't need healing. (For those unfamiliar with Persona, Tentrafoo's effect there is to inflict Confusion on all enemies. I'd guess it's AoE Confusion here.)

"Sayaka, do you think you could see if a single action will encounter issues?" You ask, and you don't have high hopes as she frowns.
"Maybe? I can't really see more than a few seconds into the future. Maybe ten if I focus on one thing. I can help make sure it goes off, at least." She's more uncertain than a hard no, so that's good.
You think it over...and not. "Good enough. Okay, the basic plan is that we're going to clear an area for me to make the fort construct I have, and use that as a redoubt while we figure out where the witch is. If it's in the skies, we figure that out, if it's the Reichstag, we clear and assault. Homura, you're on disaster control and support. Sayaka, you'll support Kirika, who will take point. I'll be on flex, with-" You concentrate, and feel the impression of what you want begin to form, and when you come back up you realize everyone looks concerned. "-these." You casually manifest a revolver with a long bayonet on the end, along with a wicked looking cutlass.
"...you realize you spent like a minute on that, right?" Kirika seems very concerned. You frown, and think about it...the sword was barely any time, but it seems the pistol took a little more. You suspect it's because of the bayonet-pistols don't tend to have those, especially outside of fantasy. You nod, pretending it was intentional, and Sayaka and Kirika relax.
Homura definitely sees through you, but simply tosses her hair and strides inside, prompting you all to follow with some amount of panic. But once insides, you see that she has dispatched the nearby Familiars with a crossbow, seemingly without alerting the others. Conceptually quiet, maybe, or just that killing other familiars doesn't prompt a response?
And you feel yourself come into conflict with a seething, angry figure. "Y%^ D0 #oT B31*$G!" It screeches into your head. It's like a personification of raw despair, but you feel underneath that that it was once a willful, fiery girl, who went out swinging. You can appreciate that, but instead of submitting, you push back with you will.
The rest of the world falls away-you're still aware of it, really, but it's distant, and you note that Sayaka, Homura, and Kirika are readying to fight off the horseman familiars-and you find yourself face to face in a room of a burning building with a loosely humanoid shadow, holding a strange axe. You note the architecture is Japanese, but you have little time to consider anything else as it launches itself at you with an inhuman yell of pure rage,

They aren't words, it's more like the world around you is screaming at you. But you smoothly sidestep the axe, the blade whizzing by your front and embedding in the wood as you raise the pistol and discharge it in the thing's, face, sending it reeling, letting go of the axe and clawing at it's eyes. You note the axe transforms into what seems like a magical girl's weapon-
-but you spare little time as you capitalize, leaping off of the handle of it and coming down with a brutal chop to the shoulder, but it pulls a weapon from a shadowy portal which shatters under your cutlass. You tch, leaping backwards as it withdraws a book-like thing from nowhere and sweeps it's hands, wands arranging themselves in midair and shooting out black beams that seemed like voids, and you dodge, bringing your pistol to bear and snapping off another shot, which is blocked with a new sword.
You then frown, but holster the pistol and sword in sheaths that appear as you dodge, and then with a graceful leap you come down on the axe's handle, bringing it ripping out of the floor board-you catch in behind you, and with a twirl that has a beam whizz straight by your head, barely missing again, you hurl it at the figure.
It lands, planting itself in her abdomen, and you smile as you use that moment, and seize control, realizing that the fight you just had was little more than an abstracted battle of wills, in a way your mind could parse what you were doing-
The world around you explodes with prismatic magic, and you find yourself rising on a central tower as the fort twists from the ground, grassy field giving way to paved stone. You twist your will with a flourish, and watch as imposing mountains rise to the sides of it, forming a killing field valley in front of it. Homura gracefully leaps through and off the air to land on the walls as they form, running across them and sweeping her shield as she deposits-
-you stop yourself from gawking at the fact Homura has acquired mortars, and watch as she pulses her magic and makes them fire as one, falling into groups of marching familiars and destroying them with shrapnel. The cavalry, too close for Homura to safely fire upon, reach Sayaka and Kirika, and you watch as the azure swordswoman fights with graceful movements that seem to dance between a whirlwind of swords with ease, lopping off arms and sending horsemen tumbling downwards. She wields curved swords with triggers, and she pulls a second with a flourish, becoming a graceful, elegantly unhittable dervish.
Kirika is not something you describe as graceful, or elegant. If you had to describe her as anything, she's a feral ball of living death, the wicked black claws cleaving through rider and horse with brutal movements that practically drench Kirika in the strange black blood the familiar's bleed, which comes off in clouds of black as the familiars dissolve in her wake. But between them, they can't handle everything, so you leap into action, one leap off the central keep taking you to the outer walls, and the next sends you sailing out to help Sayaka.
Saraswati splits from you, moving to Kirika's group and strumming her strange instrument-and the knights around her begin to stumble as if confused, making her slaughter all the more.
As for you, you slam downwards into the crowd with Sayaka, pistol barking as you begin to hack with your cutlass. And you quickly realize that the melee is chaotic, and you appreciate Sayaka's control and elegance all the more, as you parry one blade-
-and dodge another, giving that rider a bullet to the chest as you lock blades with another-
-"JUMP!" You listen without thinking as Sayaka's powerful yell reaches you, and you watch as one familiar runs another through, being sent flying off his horse and into the graceful arc of Sayaka's sword as she spins to meet another foe-
-You land on the back of another's horse and cleave it's head in twain will your pistol punches through the head of another horse, leaping off just before colliding with another-
-and then Kirika slams into your group like a human meteor, leaving a crater from the force of her landing even as her momentum continues her whirling death.
And a few seconds after that, it's over, and you look to Homura racking the bolt on an antimaterial rifle on the walls and...
And you laugh, joyous and bright and filled with exhilaration. Kirika joins you, while Sayaka gives a smile but isn't laughing. You could get used to this, the adrenaline of combat. Because...

With the plains clear, you begin the walk as a group, and Homura quietly critiques everyone's fighting. Kirika she praises the skill and lack of hesitation, but chides her for the recklessness of charging straight at a foe who could be potentially dangerous. Sayaka is praised for her swordplay and footwork, but is strongly reprimanded for obviously she relied on her foresight, and how if it failed she would've been slaughtered. To you, she...

As you reach the main door of the Reichstag, Homura worldlessly cranks her shield and walks inside, leaving you and Kirika to awkwardly wait as she scouts it out, but when she returns she seems very, very confused as she returns the world to normal.
"...It appears to be a Babylonian ziggurat on the back of a giant skeletal bull, with a woman with an axe and clay tablet shaped like a book surrounded in..." She hesitates, a light blush on her cheeks. "...scantily clad consorts. I expect the Witch is actually one of the consorts, and that the rest is a distraction." You frown, but freeze as everyone looks at you.
"Uhh....."

The fact that we could sense who the witch used to be is quite interesting, though. Wonder if that'll be useful at some point. I guess it could be the way that we could communicate with whoever it is at the head of Walpurgisnacht's consciousness?

I think our current persona is fine. All the reasons to have heals are the same and the aoe attack could be useful on the bunch of consort.
As to a plan for the witch, I have no idea. The fortress we made is gone or not near here. Not sure if we can make another one or if we even want to. Homura could time stop and her and Kirika could slaughter everything but that might defeat the purpose of gaining experience.

We could focus on the big one, and Homura could stay at ranged and cover us using time stop if it looks like someone might be in major trouble. Like Sayaka firing off her swords or us creating a wall to block a attack or Kirika using her juggernaut ability. Not experimenting or inventing new attacks in the middle of a fight but seeing what comes naturally to us. Finding our personal styles.

Hmm, I actually wonder if Homura's guess is right. Again, I generally want to defer to her in any situation like this because not only is she by far the most veteran Magical Girl here but it's entirely possible she's actually fought this Witch before and is just framing that knowledge as a guess. Our battle of wills was against a girl with an axe and book so if anything I would expect that to be the core of the witch and not one of the consorts.
