Mostly, you can with just classifications sometimes. It usually uses a lot of the categories though, so it fundamentally takes a lot of power types you could make.
So it looks like we have a hard limit of 12/13 powers. I am curious if we're able to use sorcerer to modify itself.
Powers of interest:
FLESHWEAVER
Could be used to make any allies almost immortal, or even de-power anybody within range by getting rid of the part of the brain that interfaces with powers. Results of de-powering attempts may be unpredictable but we could also just make people's brains stop working. If we collaborate with skitter we could have enough raw material to do some real damage. We might also be able to create specialty minions for Skitter if we were so inclined.
SORCERER
The utility of modifying powers on the fly is incredible, and if sorcerer can modify itself temporarily (presumably losing access to sorcerer's abilities for the duration) then we can turn sorcerer into Deify relatively easily if the need arises. Customizing, for example, our thinker abilities on the fly also has a level of utility that is staggering.
INTELLECTUS
The ability to read someone's history is incredibly powerful, and would likely become more narrow but more potent with striker.
PATH TO CONFUSION/BLINDSPOT
Good for confounding powers, the real advantage over static being that we know when we're being scried on. Path To Confusion has the benefit of not being a blindspot for thinkers when we don't need to be. A lot of thinkers would immediately clock that something was up if they met us and couldn't use their powers on us. Blindspot is undoubtedly more potent, but Path To Confusion would be better if we wanted to keep one of them constantly.
DEIFY/APOTHEOSIS
Obviously nuts. Could be bluffed as how psychopomp gains power if need be.
LAZARUS
Incredibly powerful, but don't get cocky just because we're immortal. There are definitely ways to keep us from regaining consciousness. It is a great tool for "faking" our death by actually just dying.
SHAPESHIFT/SKINWALKER
Assuming changes aren't temporary we could grab this one, give ourself a little polish, then break it back down. Could be useful for maintaining multiple identities if necessary. Notable synergy with Juggernaught in that it would allow smaller whip-like structures to be created on our body and used as weapons since durability wouldn't be as much of a concern.
Blindspot is 100% classification, likely because trump makes other power types viable targets for the power.

Because, and just hear me out here, indiscriminate murder is bad. If that's not enough then there's also that it's a real fast way to get everyone to realize that there's a gigantic threat. They also might suspect we're involved given that they know we can detect capes. Vista and Skitter might also spill some of our secrets if they start to suspect and we don't kill them first. In conclusion being that murder-happy could lead to consequences so maybe don't.

Alternatively, we can try to make a thinker/trump power that tells exactly what power they have instead of vague feelings, or just use a thinker (better sense, not precog) power to deduce who it is.

It only clouds senses related to powers around Rank 5-6.

It's got my vote in favour of being one we keep, at least until we see what the powers are like in the update. It's the most subtle way of knowing if someone's using their thinker powers on us. That's particularly vital in case coil picks up our scent.

We might consider SHAPESHIFT, since that would also suit your purposes. We could use craft for a different power or even leave it unused, since adding a word to a power doesn't take a significant amount of time. If we don't go Sorcerer then keeping some keywords loose would help with versatility.

Taylor Hebert returned to her 'home' that evening with her thoughts confused. Would she really be doing something like this again? She had promised herself, after the fallout with Brian and the rest, that she wouldn't walk down this path again. Of becoming a villain. She had been helping people in the few days following Leviathan's attack. It felt good, knowing the difference she had made, no matter how small.
The fact Protean had been willing to talk with her showed that it had made some kind of difference. But the casual way the other hero had eliminated Victor, how she had spoken about other villains... could she really do that? Was it it being a hero?
What was a hero, anyway? Once, Taylor could have said. A hero helped people, they fought for the good guys, and they stood up for the little people. As she grew older and things became more complicated, Taylor would describe a hero as something different. Something entirely more complicated, yet simplistic at the same time. A hero stood up to bullies.
Victor was a bully, that was for certain. The Empire had always been rotten, and Fenrir's Chosen had been even worse, and Protean had put an end to him. Without Victor, and with the death of Othala, the Chosen would have to pick their targets more carefully. They couldn't engage the PRT or Protectorate with the same sort of disregard that Victor and Othala allowed. His death only meant good things... and, she supposed, the PRT hadn't chosen to take Protean in.
The timing was the problem. Taylor didn't so much mind Victor dying. He had clearly been an imminent danger to Miss Militia, and no matter her opinions on the local Protectorate, she didn't think any of them deserved to die. But Protean had been preparing her attack before Victor had done anything. And the other hero hadn't denied it, either.
In the end, though, it didn't matter. Taylor had made a promise to herself and to a little girl in a lot of danger, even if the girl didn't know about it. Dinah needed to be rescued and Coil needed to be stopped. She would work with Protean as far as she could... and maybe, just maybe, she could find a friend again. Lisa hadn't worked out and Brian... well, she had wanted to be more than friends, and he hadn't reciprocated that. And now he was pissed at her, and rightfully so.
That wasn't even thinking about her dad. How would she repair that relationship? Did she even want to fix it?
The small, half-flooded basement she had found served well for a temporary base. It had enough dry areas to sleep and keep her things dry, and was reasonably well hidden. It had required her power to find the entrance, just large enough for a single person to squeeze through, and Taylor thought most adults would struggle. She wasn't entirely sure about how structurally sound everything was, but she wasn't there for very long anyway.

Apparently, Protean was that sort of texter. Could the other cape had figured something out already? Trumps, she knew, could be the most fearsome types of capes. Othala had been a Trump, and so had Dauntless, and both had been incredibly dangerous in their own ways.
Like Tinkers but without the need for resources, or time. At least sometimes, she silently amended to herself. Most weren't exactly Eidolon, or even Dauntless. But the exceptions were, one and all, the most dangerous cape to encounter. She had done a bit of research on them, as she ate her dinner the previous night, and some like Glaistig Uiaine required entire teams of capes to take down. And she had simply surrendered, in the end, not actually beaten.
She doubted Protean had a power anything like that, or Eidolon, but maybe something like Dauntless? A power she could switch out? Taylor would need to ask, though the other cape had seemed secretive.

ACCELERANDO (Mover)(MOVER, STRIKER, ACCELERATION, INTERTIA) Casey increases in speed the longer he is in constant movement. It seemingly has no limit, but takes time to spool up. Once he reaches a speed, he can maintain it, and needs some space to slow down. Casey may reach out and touch a single item no more than ten grams in mass. This item gains an iridescent sheen and is propelled at ever increasing speeds, in whichever direction Casey chooses. It will not slow until it strikes something, unless Casey wills it.
GEOMANCY (Shaker)(SHAKER, CRAFT, FIELD) Casey may shape the world around him. At low motes, he is limited to the most readily available materials and has a range only slightly beyond his body. He is also limited to a single extremely basic creation (pillars, walls, holes, etc). At higher motes, Casey may utilize more exotic materials, expand his range, and expand the number of creations. Complexity of creations may increase as well.
PRODIGY (Thinker)(THINKER, SKILL) Casey may choose a single skill to have superhuman skill in, and may change this skill with a few minutes of preparation. The number of skills and speed of skill change increases as rank increases.

LAZARUS (Brute)(BRUTE, REGEN) Casey regenerates wounds he receives. The more wounded, the more rapidly he regenerates. If Casey is slain, he returns to life after a delayed period of time--anywhere from 3 minutes to 3 days. He self-resurrects more quickly the higher the rank.
SHAPESHIFT (Changer/Stranger)(CHANGER, FLESH, CONTROL) Casey is able to control his flesh, shaping himself to whatever his desire. Higher ranks add more rapid shifting of shape, and more extreme changes grow possible. UNSTOPPABLE FORCE (Brute/Mover)(BRUTE, INERTIA, ACCELERATION) So long as Casey is accelerating, he cannot be slowed. The faster he goes, the stronger he becomes, and his speed continuously rises--though not so effectively as ACCELERANDO. At higher ranks, he is a genuine Mover.
ICARUS (Changer/Mover)(CHANGER, MOVER, FLESH, CRAFT, CONTROL) Casey gains the ability to grow wings, or any other sort of appendage he desires, centered around movement. He may choose how they look to his desire, and they gain a variety of minor powers to aid in their purpose--from anti-gravity effects to greater acceleration than should be possible.
INTELLECTUS (Thinker)(THINKER, SENSE) Casey gains intimate and complete knowledge of his surroundings. How old is that particular rock? He knows. Is that man cheating on his wife? Of course that's knowledge he has. As its rank improves, Casey gains access to more "secure" information blocked by parahuman powers, knowledge of overlapping dimensions, and his range moderately expands.
I think we need atleast one (good) brute power. Maybe PHOENIX, but without FIRE and CONTROL (and maybe w/o TRUMP too, depending on what anti thinker power we'll need).
Anti thinker power, obviously. Maybe Path instead of blindspot, if we want more safety to us.
A mover power would also be nice to have. Maybe not shaker (geomancy), since we have skitter with us? Normies/other vulnerable capes won't be a problem when they're choking on bugs.

Pheonix is honestly terribly inefficient. Lazarus or some variant thereof is likely our best bet for a brute power. So a middle ground between the two could be viable, let me tinker with a setup.

Here's a plan that leaves us with 5 motes, the ability to move keywords in order to form our power stealing keywords with only one or two keyword shifts, and the keywords STRANGER, SENSE, SKILL, FIRE, and CONTROL left over. I tried to give us mobility, durability, and a ranged option along with some utility. I figured seeing what power levels this gets us and going from there is a decent option.

Not that precisely, but you actually can give a general idea of what you envision the power doing. It might or might not do that, but I don't have a master list of every possible combination, and if it checks out I might very well do just that. SEP, specifically, is viable... if it didn't have THINKER. Thinker powers are about the gathering of information, specifically, rather through precog, enhanced senses, etc. It can also be an expanded mental ability of some kind, though that typically leads to the same thing (see: Tattletale and intuition). SEP is just pure Stranger.
That said, it's certainly an interesting way to go about it. Probably be better to use MEMORY if you ever get it, though, but failing that the combination could work.
