-You could use the Children of Menleth to help form that foundation and make it somewhat easier. This will shape magic as it is practiced by the fox spirits going forward, building upon a base of Ghyran as, according to Ehfeyos, the Asrai do.
Is this going to make it harder to develop use of certain other magical winds? I'm not familiar enough to know whether any of the winds are considered oppositional to one another.

Otherwise I'm thinking of this:

[] Plan Tools and Subterfuge
-[] Simple Tools
--[] 1 die (Menleth)
-[] Truth and Lie
--[] 2 dice (Leader, Organization)

Simple Tools is self-explanatory - tools will make things easier for us; the hunting action even says so, which is why I want to delay it. The action description also specifically mentions that Menleth is 'curious,' which I'm hoping indicates an as-yet invisible synergy for using Menleth on it.

Truth and Lie: we have no defences, and we're in a world where that's really not an option strategically. The sooner we get some defensive works running the better off we'll be, and I especially want those up and running before we start reaching beyond what I'll charitably call our 'borders.'

The other actions can be delayed:
- Where Are We? - This really doesn't have to be a priority at all until such time as we've properly secured ourselves. Outside knowledge is secondary to basic needs, which we still have to fulfil.
- The Hunt - As mentioned, this can wait for functional tools (or at least for one turn, just in case we totally beef it on the tool roll). At the moment our food situation is sufficient, if inherently unstable, and I'm willing to take that risk in exchange for investing in better returns on future hunting and also in our own protection.
- Control - IMO this just loses out on the immediacy side of things. Tools have a tangible immediate effect on at least one action, and defence in an unknown and potentially hostile environment is just inherently a critical priority. I'm also not sure we want to necessarily lock ourselves down quite this early - though I'd like more information from the QM before I fully commit to that.

Plan Balanced Magic pretty much has what I want. Maybe tag Simple Tools with Children of Menleth? Not sure on that myself since it seems like our people are already good as far as farming tools go, and we need other things too like crude spears for hunting and hammers and nails for building.

My thought was that, on both the tools and the Where are We?, Menleth and the Children were probably equally good at both options, but the tools option specifically notes that Menleth is interested. I think that means we should put them on it.

It means future wizardy-wizards will start by studying Ghyran when they begin studying magic, same way Asur start by studying Aqshy and Asrai start by studying Ghyran, which will have its own knock on effects.

You can take the option without the Ghyran effect now, to be clear.

[X] Plan Balanced Magic
-[X] Where are You?: You had no particular destination as you made the leap from the Aethyr to the mortal plane. Dererehan has some idea of this world and its existence, but the specifics of this place elude even him. Send him out along with others to map this place and learn, and perhaps to see if there are yet more threats seeking your skulls.
--[X] 1 Organization Die
-[X] Control: Spells, yes, spells, that is what the mortals say they do to control the Aethyr, those lucky few who can. While you may have become mortal you are still innately tied to magic; even the least of you could become a mage, a spellcaster, of considerable prowess, while the greatest…you do not know where the limits of the greatest are, for you do not even know who the greatest are. But that is a double edged sword, there must be some reason now held. Someone must teach this new gaggle of spirits, and the young among them, to control themselves.
--[X] 1 Leader Die
-[X] Simple Tools: Magic is power and power is magic, but magic is dangerous in this new world in which you live. Ehfeyos speaks of ripping open the walls between worlds and spitting out daemons, explosions, waves of death and fire and worse; and you can die so easily now, so very easily, for all your innate nature means the magic seems to dance to your tune. Simple tools, crude but sufficient emulations of that which you have seen mortals use to perform other deeds, seem to you a good method to limit that risk.

Not taking magic control is just asking for someone to open a portal to the warp.
