President Narutowicz is an anime ninja

On 16 December 1922, Eligiusz Niewiadomski's assassination attempt is foiled as President Gabriel Narutowicz easily defeats him using his amazing ninja powers that he has been hiding until now. Narutowicz has all the powers of Boruto's Dad. What are the consequences for Poland and Europe?

This is the first president of Poland - your country, the history of which I assume you have known about since you were a child - and you've only today realized that his name is Narutowicz because I - a non-Pole - told you. I accept blame for nothing. x_x

I mean, if you wanna say that, sure, but if he has all the powers of canon Naruto- I assume, like, end of canon to be specific- then he can magically disguise all his clones, detect 'malice' across like a goddamn entire warfront, and frankly can probably conquer the nation by force.

He also has not bad stealth skills when he tries so he might be able to be his own secret police and silence everyone who notices the electoral fraud you propose, assuming he's the sort to do full tyranny. I don't know the history here, so I can't say on that, but even if he steps down he hasn't stopped having superpowers such as, say, city destroying Bijuu Bomb attacks to be one serious military asset.
