"Had a good day Sabrina? Say hi to my Pokemon!" You said looking at her as she simply looked at you and the small floating pile of moving energy that was your Pokemon team.

She raised an eyebrow. "Erika, may we play with them today instead of just doing our nails today? I've never met someone who's brave enough to have a poke playdate."

"Hey, it's your house Sabrina…you do you," Erika said floating nonchalantly as if it was the second most uninteresting thing in the world. "Now I gotta give them some space…don't kill my boyfriend."

"I promise he won't suffer…that is the deal." She said as her glowing eyes peered deeply into you as you tried to keep yourself steady in a world without gravity.

"You have touched primordial power…and grand strength. You interest me…" She said tapping your cheek. "Yet you hide under layers of deception and lies like all the others-"

"King help!" You said trying to do something, anything to not have your mind scrambled.

"FINE!" Sabrina said, grabbing Slowpoke and patting him, "You are wet…"

"Daww, I wish I had my camera." You said.

"You are lucky…he's so loyal and reliable…and so cuddly," Sabrina said. "Look at you, play dumb and play right, everyone loves you."

"Don't let Eevee hear you say that…or Vulpix." You said.

"NO! I JUST CLEANED THIS PLACE!" Sabrina said as she floated about trying to collect the fur and get them into clumps. "I hate the shedding season!"

"So how do you deal with yours?" You asked.

"Thats what the Gym people are for!" Sabrina said "I've never had to clean up after them in over a year!"

"No wonder you are insane, You are literally bored because you don't do any of the Poke care fundamentals. Its why your team is only at half strength and only Alakazam likes you." You said.

"Are you calling me a lazy-"

"EEVEE!" <GET AWAY FROM MY PAPA!>

"Oh she's being territorial now." You said.

Useful but not exactly good for keeping trust. "Latias…come out and play…"

"La La." Latias said as she floated in front of you.

You smiled and petted her head. "Hey now, I know its your first playdate, but you don't run off like that, be close to King or me got it."

"La." She said.

"Alright…lets meet Miss Scary Sabrina, and don't worry if she scares you badly…Vulpix will go for the throat." You said.

"LATIAS!" She then bolted to Sabrina and stopped millimeters in front of her. <HI!>

"This is the cutest thing I have ever seen in my entire life…nothing has ever come close." She said.

"Oh…" You said.

"Ba…"Latias said <CUTE FACE!>

Then the Gravity turned on and you fell to the floor with your team.

"OWW!" You said.

Oh…Sabrina must have had a cuteness overload…JOY!

So, Sabrina is distracted by cuteness overload, Crimson met gravity and his attitude shines through in spite of the context for better or worse. Latias is in a bit of a situation.
And Erika is now using us as a distraction for something, showing her capabilities she had in the manga where she carefully maneuvered things to make sure Vee went to a trainer that would care for said eevee.

And Sabrina is Sabrina.

Which leaves the four questions being flint the rock expert, Brock whom is a super multitasker managing the care for his whole family, gym duty's, andsome effort on the side in his passion of pokemon care.
And the Sensational sisters and their unknown parents. The later are complete blank slates, the former are more preformer than fighter, likely doesn't make them as weak as one may think, and then there is misty whom is a strong talent and probably is better than she would estimate herself.

Gym leader Sensational Sisters
Unlike basically every other elite connected to the League, they are a trio of trainers that make up for their relative weakness individually by both their synergy and the fact they are three trainers. And then there is Misty, unavailable through most of the mid game, but shows exactly why the sisters are regulars her as the master of battle, and themselves as her backup dancers.

Misty is a powerhouse and a great aid early on, even though she does become unavailable for a time, when she comes back she becomes a true late-game hero to the same level as the other top gym leaders, possibly breaching into elite four territory. And yet, the other sisters stay relevant through their skills, co-ordinator style, and synergy with each other, including Misty herself.

Early on, the fact they are essentially four heroes when most gyms provide only one is a pretty big deal, even with the most powerful one running off early and the others being weaker individually. But, the three sisters excell as support, with skills tailored to debuffing the enemy and crowd control, while being able to aid multiple fronts and meet up to fight off tougher threats. Misty is a full battle trainer, easily being relevant among the other gym leaders in spite of her age, and being able to fight on their level when backed by her sisters. This makes Misty a force to be reckoned with on the battlefield, and enables fast growth with careful planning, especially as she runs off to improve herself rather early like Brock from Pewter, without a new/returning gym leader to compensate. This highlights the importance of the early game, as while the other three can hold off the average gym leader together, they simply don't have the build to chase off most of them without backup or Misty to anchor hero fights.

In mid game, they are reliant on water field dominance and other forces to keep up, with the sisters at their best when they have backup to support. At this point though, Cerulian's local medicinal industry and Cerulean cave starts to come in play, allowing better access to battlefield healing and elites through proximity to Cerulian cave, which alongside Mount Moon's fairies, helps provide the forces needed for the sisters to leverage their abilities to survive till the game changing late game.

Once the late game hits, the situation changes with Misty returning to take charge, bringing a much better team of Pokémon, and even better skills than before, having become one of the best gym leaders in Kanto, and that's even before counting the endgame suicune event.

Misty is a supreme duelist that dominates the waves harder than she already does solid ground, with her skills filling the whole in the Gym lineup and then some. While electricity is a weakness, like most gym leaders, she has learned techniques and methods making such much less effective than otherwise.

However, the later things go, the more the three sisters fall behind, for while they improve out of necessity, they lack the drive to really push their strength, and that of their team to new heights. Meaning even Daisy, the strongest of the sisters would have fallen off if it wasn't for their vast support toolbox, setting up others for success and helping the economy with their acting/dance performances heavily involving water.

A/N: well. Basically an attempt of a theoretical game guide, focusing on the Cerulean gym. Lore wise, the extent of knowledge of the parents of the sisters are well… scared away by the tight rules and regulations for the role, leaving the sisters with the gym and each other. While the sisters aren't known as battlers at all in the anime and has a marked disdain for such. They had to be good enough to keep the place from simply shutting down, and logically would likely have leaned heavily on alternate challenges to sidestep the battles without the hazards of giving away such important badges for no reason other than just showing up. But, very much on the low end for that reason, with their benefits being tied to a more co-ordinator style interests, and their major hobby of performance arts and acting.

The Unova faction
Kanto Madness
Based in Vermilion City, and led by gym leader Lt. Surge. Declaring neutrality in the wider conflict between the Rangers and Team rocket, they are in a unique and delicate situation, having a solid start, but with extremely delicate diplomacy that can easily see them facing most of the region with a screw-up, straining relations with both major factions with refusal to commit on either side. Complete with rumors that Surge personally is involved with some TR illegal money-making operations, while also having rumors of aiding Ranger operations aimed directly at hurting Team Rocket. The Unovan faction has a small but extremely elite army, which is small and very hard to replace until much later, with better such process drops generally coming with access of better Unovan forces that have an even bigger price tag to compensate. But the larger bulk is the locals trained up by Lt. Surge. Whom, are still rather expensive, as he trains them to his high standards or have them wash out if they can't keep up. Lt. Surge has an advantage on the defense, including many traps that can be laid out at strategic locations, with the gym itself also happening to be very well built for facing a determined attacker, almost as if it was a fortress.

Lt. Surge is a relatively unique hero. Powerful in enhancing a forces defenses, an effective duelist, and with good stealth. The best way to summarize the character, is a spec ops hero. Force bonuses focusing on unit preservation which is highly useful when behind enemy lines, being pretty god at going toe to toe with other gym leaders, alongside being able to stay well hidden when facing a threat out of his league, even before counting familiarity with both aircraft and seacraft. He is at his best when send behind enemy lines with a small group, sowing havoc by exploiting his combination of skills to force a major response or struggle to deal with a hero in his element. Something which stays consistent throughout the campaign, with one of the improvements being having better units that can tag along.

The Unovan forces are superior to their counterparts in the Ranger faction and Team Rocket faction, due to them being an already fully war ready army, even if they start with only garrison forces which is steal leagues ahead of hero units. While Team Rocket is overall better at stealth, there is only so much use for units expected to be on the frontline, and Rangers sacrifice co-ordination and force multiplier roles in exchange for individually more powerful agents. Something which is consistent while climbing up the tree, and while less numerous compared to other local factions, Vermilion forces have an edge over other cities in skill and later equipment thanks to their gym leader's efforts to make sure those whom would enter the field is prepared to face war head on, using his own skill and pull with Unova to make it reality.

This faction is set up to be much more able to take any path than any other relatively minor faction, in part due to being a step above most of the city factions thanks to the Vermilion Gym leader's connection with local Unovan forces, which is like the KSDF a faction a step above the city. Against the Rangers, they have an edge from in some ways being a better equipped and trained version of the KSDF. But they yet manage to be very distinct, with a foundation of elite units and heavy use of specialists. Pretty much being a different spin on a military faction compared to the KSDF, relying on bringing the right units and leveraging their capabilities to their fullest, to make up for smaller numbers. While Rangers whom are similarly quality focused, but play very different due to their agents being relatively generalist focused, specializing more along the lines one would expect of a police force, not an army, while lacking basic roles like artillery. With the KSDF starting with really basic artillery, Unovan having mortars, and Rangers having to unlock them through not insignificant investment. While the Rockets have a full roster of equipment, it quickly becomes apparent that they simply aren't as good in their hands compared even to the KSDF, while being more expensive.

A/N: Operating on the idea that, as LT. Surge is known as the 'Lightning American', and between his anime persona and the manga involvement with TR, he has deep tie with the Unovan garrison and doesn't pick sides early on, just trying to get some idea of the sides given his soldier background. Which incidentally would make him a major diplo target simply cause bringing him on board would very likely give the best equipped and trained army in the whole area, which could possibly actually be relevant on a battlefield with the likes of Elite 4 and Champions. Honestly, wouldn't be surprised if he might be up to some spy shenanigans kinda like we are, except reflecting a far more rough around the edges and possibly antihero angle compared to our MC.

Agent Crimson

Agent Crimson, A Fuchsia native, petty thief, ranger-in-training, and now the unofficial head of our yet to be established PR department, alongside being our in on the rangers. He is an expert battler, not locked into the traditional league rules mindset, an expert in diplomacy and very able in caring for Pokémon. Essentially the perfect recruit, even more so than the usual with both ranger training and the attitude Team Rocket needs to truly turn Team rocket into a full government to truly complete Plan 1 .

Crimson comes from the streets of Fuchisa, operating as a petty thief to survive, alongside a pidgey whom was his partner before having a bad run in with rouge trainer Kevin Ginger led to the pidgey's death, which was also the incident that led to him finding his way to Ranger school. Our investigations had found little info on his parents, other than him likely being an orphan, with nothing on him prior to his being 6 years old. He tended to be reserved, spending most of his time with his partner, whom he had a strong bond with, and worked very well together, with their usual strategy being one distracts while the other takes the item.

After the death of pidgey, Crimson found himself in Ranger school. A trainee with potential but had run into many problems. Looking at the info, it looks like he managed to tick off someone who set him up to fail. While he did get into arguments with teachers thanks to his background, which gave different insights compared to other recruits, he also found himself struggling in certain lessons thanks to various factors, including just overall being rough around the edges. Presumably they noticed too, hence why they were eager to bring him on board later on.

After being let go, he went to celadon and met the Pokémon that would become his partner, King the Slowpoke. He wasted no time though, as he very quickly got into a relationship with Erika Silph of the Celedon gym. A figure rumored to have undergone a special secret training regimen said to have been used by geisha assassins. Something which quickly takes off while Crimson did odd jobs like window washing to pay the bills, and incorporating himself into the gym while dealing with an egotistical gym trainer on a power trip.

And then he grabbed Indigo's eye. Leading to a personal meeting with Giovanni himself, and impressing both. He has greatly honed his skills since then, while elevating many of the other agents, by promoting relations with their teams and helping them improve. Crimson also proved to be highly disciplined, notably having chosen to cash out instead of being dragged into losing their money like others, even other team rocket member have, chasing the big rewards. He has honed his battling and diplomacy skills to a razors edge, wielding skill that people many years his senior couldn't match, showing much promise. He also worked alongside Erika to help host the Celadon flower festival.

In more recent news, he has become well connected, having personally met the Xantos Silph, President of Silph Co, and seems to have personally caught the eye of The Elder, legend of the Pokémon Rangers. The former due to having a relationship with his daughter, which is as much a boon as a curse with his near legendary protectiveness of his family, and the latter is an enigma even at the best of times. The Elder effectively kidnapping the contest winner for a little training vacation he had won, which is confirmed to have possibly grown into interest based on what little we could get from the Elder meeting Crimson during the Articuno mating event.

Crimson is an extremely potent asset, and also a player in the upcoming storm, having ties with all the major groups not the Elite 4. He is our agent, connected to Xantos through his girlfriend, and a ranger that got the interest of one of the founders after winning one of those contests. He is a very potent fighter, but his strongest point is diplomacy, making him into a fearsome ally and terrifying foe.
