Interlude 1: The Long Arm
Oniko Tsumiki was tired, it had taken years, years, of her life as the combined Hero-Police commissioner to keep control of the city to the level it now enjoyed.

She still remembered her mother's worry over the Ohsiro-Kai and her (at the time, dangerous) job. Of course, that was before they started to… decline.

Over the years the police managed to get agents in to take a look, something previously thought impossible considering the ridiculous security the group had not 80 years ago.

It turns out the leadership was mostly at fault, as it usually is, simply put the various patriarchs simply couldn't adapt to quirks fast enough and the organization began to decay.

Now it was a mere shadow of itself, more of a legitimate business with a fight club and gambling hall attached, places that still couldn't be legally connected to the main organization.

But recent shadows are growing, none of their agents in the advisor counsel reported back a week ago, and when one of the street-level operatives reported a blood-soaked room he had to clean up, well… the message was clear.

This was only further confirmed when their agent in the crowd of the Red Stair witnessed the most brutal killing ever reported in Corusanyi.

Not to even mention reports of increased recruitment and expansion of the Oshiro-Kai's businesses.

She brushed her greying hair out of her face and adjusted her glasses over her brown eyes.

The new boss was a demon, worse than any previous Yakuza boss in the area, reportedly a diminutive girl with horns, but through an unknown sequence transformed into a massive Oni.

Ah, and there was her secretary with more paperwork, she sighed, it would seem she needed to increase infiltration efforts, and maybe reinstate some old training programs, decisions, decisions…

She looked outside into the morning mist.

The future looked murky from her office. But the new generation would soon be graduating in a few months, and she already requisitioned some more to be stationed here, hopefully, this wouldn't escalate and the new boss could be easily dealt with when the steam blew off.

But Tsumiki never got to her position by being optimistic.
 
Fun. The police are definitely concerned about the new, young, and motivated leadership of a declining gang.
Part of it is the hyper-violence, another part is just how quiet the city is. The commissioner is very effective, also the Oshiro-kai used to be infamous and ruled damn near everything in the city, people would be incredibly worried about something with a powerful name like that getting back on its feet.
 
Waking the demon 4th turn (grindstone)
Nao was… Nervous. See, the Violet Flower was managed by one very specific individual, the one person Aiko values more than anything else in the world.

Her mother, Nori Oshiro.

Nori was a tall woman, evidently something Aiko would never truly inherit, at nearly 7 feet in height, with the same yellow hair and pale skin as her daughter, but with striking pale eyes.

Weirdly enough those eyes never strayed like one might expect of a blinded eye, always hyper-focused on some spot in the distance.

See, Nori was blind, combine that with her monstrous strength and you get a very gentle person, and despite being retired she is still not someone to make light of. Despite her blindness, she can still reasonably tell where someone is and make a red stain out of them in short order.

So it was an excellent idea never to surprise her, lest one wanted to become new paint.

"Lady Nori, it is good to see you again" She bowed as she entered the proprietress's room, observing all caution so as to not surprise the woman.

"Ah, Nao, it's been some time dear, but I have a feeling you're here on business, so sit down, and have some tea."

Smoke filled the room as Nori lit an opium pipe and took a drag of it.

"You want me to come out of retirement, don't you? I've heard my darling daughter has been making some delightfully bold moves, much more decisive than her fool father anyhow." Nori drawls, taking another drag of the pipe.

Nao was caught off guard, then again despite Nori and her daughter's monstrous strength, neither were dumb, only the dead tend to come to that conclusion about either.

"Er, yes ma'am, Aiko is looking for people to run and protect her businesses, i thought that as you were already here…" She trails off.

The woman puts down her pipe, sips on sake for a tense minute, and then nods, coming to some sort of conclusion.

"I will think on this, for now, do more, expand more, arm yourselves more, on the final push when the Oshiro-Kai truly decides to reappear I will accept." She sips a little bit more on the now obviously incredibly strong sake.

"Hmmm, but for now tell me how things are going for you, I must admit it has been some time." And now it was informal, good, the atmosphere was getting a bit… scary.

Small talk, smoke, and the distant ring of slot machines filled the room for the evening.

Reward: Nori Oshiro, Aiko's slightly less terrifying mom.

Aiko was having a significantly worse time, doing her least favorite activity, finance.

It's not like she was bad at it or anything, it was just boring, she could be fighting or drinking right now. But any time she went to get up and do that, the bee Nao set to watch her got a really sad look to it, and Aiko just couldn't.


Regardless, after some time she felt a bit more confident in her financial skills.
Indeed she got to use this when she was going over their total income and found some funding going to places it should NOT be.

Suffice it to say with a little bit of violence the issue was fixed.

However, in spite of that small issue, things were going well, and it was just about time to set up a new business in preparation for arming the men.

Protection rackets.

Most of the time this is just extortion, but the Oshiro-Kai would do things differently, accepting a percentage of profits from the businesses in gang territory and actually protecting them, even helping to rebuild them in the wake of the gang war tearing apart those areas.

(Gained: Protection Rackets +5 wealth per turn, Semi legal)

And finally, it was time to arm the men, with knives, swords, and otherwise. This had to be bought from quite a few manufacturers and some hush money had to be given, but now every Yakuza was armed with at the very least a knife.

Uhhh…. Did you forget to update things? We still have protection rackets. And the income comment? Also no new actions.
Wealth seems fine according to my calculator, the protection racket won't be generating wealth until the next turn, and no new actions cause you've just about done everything for this prologue section outside of infiltrating govt, your gonna have to show the flag at some point within the next 2 updates.

And yes i did mess up with copying things from last chapter, oops.

Without the extortion our racket sounds sketchy as shit but not necessarily illegal. We might be able to turn it into a quasi-legal security company one day.

Uhh… you forgot Nao's personal action and as we're preparing for a putsch to kick out the other gangs I think we should not take away one of our AP and a third of our fighters. Besides, at another 4 guys we get another AP and that will be really helpful.

Also we started with 30 members. So we've got 34 right now.

If we get that extra AP, we can also do to Get into the government the same turn we make our move on the other gangs, hiding it in the background of that event.
