Putting aside some of the descriptions on how the skills are modified, the 'do stuff that grants a disadvantage now, but pays off big with the right natural treasure or merge,' is an interesting approach that I can see why other powers wouldn't necessarily go for, and goes into why average higher-tier sect people have a modest advantage over others; their culture is set up so the tier 25s and such is going to have a lot of people who made the 'weakness now, strength later,' gambit and won, while almost everyone else has the skill payoffs more even out, less backloaded.
That and they are very willing to kill off all the people who make that sort of gamble and don't have it pay off which really raises the average power of every sect fighter another great power sees.

Well, vacation is over, and back to work.

And bureaucracy does not change, even with immortals. Even if any given person is probably more competent on average than someone IRL, when you expand to the sizes that we're dealing with here, you still end up with people who have shit for brains all over the place. So many dumbasses to clean up.

And Soerilia has continued to disappoint. Also looks like the timeline is syncing up with Matt making his announcement in the alternate PoV at the beginning, where he's taking things more hands on because the local leaders have completely failed at integration. I wonder how this will affect their integration strategies moving forward with other planets.
