Old Bloodlines, New Soil: A Steampunk Civil War

Thanks to everyone that donated. I edited the plan to reflect it.
[X] Plan Eastern Buildup and Sabotage

you got my cp @Mask. huh looking at the assets page looks like we have enough for the personal guard and either a general or an agent, which do you think we should get alongside the guard?
Well Valentine directly told us that Draken could come down on us like a bag of bricks if we prolong the war. We need to take him out before he loses his patience. Should probably start pumping out agents after this turn. Hopefully Draken will stay still for a bit so we don't have to grab another guard.

[X] Plan Eastern Buildup and Sabotage

You can also use my CP.

I think that an agent in New Cadia would be useful as if we can kill at least one of the armies down there the entire east will be exposed to us.
Otherwise an agent dedicated to watching Draken's political capital will also be useful. Or a sniper, can't defend against what you don't know about.
I'm not sure but I believe Agents can only affect Draken or Sophie. It'd be very nice if we could use them for the overall war effort though. I rather like the idea of picking up a sniper and it even makes sense considering their existence during the time period in real life. Could easily write them as veteran from one of the recent battles. We should focus on agents that can directly harm Nathan or increase the chances of success for an actual assassination.

I'll give a couple more days for our other players to answer, it's no rush as far as I'm concerned. Otherwise we'll just proceed with the plans you guys have so far.

Turn 6: Northern Retaliation
Columbia City,
United States of Columbia

Rain rolls down the windows of Nathaniel Draken's house. Phoebe watches it from her chair in her room. Each rain drop splits off as it makes its way down the glass, disappearing beyond her view.

The room is silent save for occasional distant thunder. Phoebe is deep in thought, her hand clutching a telegram she'd received an hour earlier. On the surface it was a simple message, but to Phoebe it had a coded meaning. A warning for her to hurry with her mission as soon as help arrived. She would need to send a reply to confirm she understood.

Phoebe rises, neatly folding the telegram as she does. She places it into her dress pocket, then leaves the room. The rest of the house is equally quiet. Her shoes echo off the wooden floor as the girl walks down the hall. The telegram machine was located in the library. Phoebe doubts she'd run into anyone on the way there. The students were left to their own devices today, as Mr. Lorrister had been called away on business. Emile had left to visit relatives in another tier of the capital, and Benjamin and Gabe were off practicing somewhere. That left Phoebe to do as she pleased.

She arrives at the library, finding the door ajar. Phoebe lets herself in, the scent of old books and wooden furniture swirling around her. The scribble of a pen could be heard, causing Phoebe to furrow her brow in confusion. She steps quietly through the library, emerging from around a bookcase to find Oliver at a table.

The youngest of Nathaniel Draken's students is surrounded by parchment and books. An inkwell rests next to him. Oliver is drawing carefully laid out glyphs, his brow creased in concentration. Phoebe watches him for a few moments, until the boy exhales and rests his ink pen in the well. His gaze moves to her.

"Oh, hello," Oliver says. "I'm sorry, I didn't notice you there," Phoebe says nothing, slowly approaching. She stops at the side of the table and gazes down at the intricate patterns the boy has been drawing. Oliver gives her a tired smile. "Do you like it?"

"What is it," Phoebe says, her voice monotone.

Oliver massages his temples. "An especially difficult Incan glyph. Are you familiar with them?"

"I don't use glyphs," Phoebe said, tilting her head as she looks at the other drawings. "I only channel,"

"Hm, I wish I could channel," Oliver says. "Mr. Draken says it takes a strong will to use incantations, and glyphs and wards require creativity and concentration. But channeling is simply aligning with nature, and letting it flow through you,"

Phoebe picks up one of the papers, tracing the symbol with her eyes. "I suppose that's true," She says, setting the paper back down.

"Incan glyphs are quite powerful," Oliver says. "And use a completely different system from the Latin and pagan varieties. But most of them have been lost, and the ones that weren't were tampered with by the Spanish. I wish I could get my hands on an original,"

"It seems you know a lot about them," Phoebe says, her expression blank. "For someone your age,"

Oliver nods, the tired smile reappearing. "It's the one thing I'm good at. I'm terrible at bargaining with spirits, and Mr. Draken says it will be years before I can understand channeling. But glyphs and wards make sense to me. It's just a mathematical language, if you really break it down," Oliver glances at her with a curious expression. "How did you learn channeling? You're only a could years older than me, right? Isn't that high-level magic?"

Phoebe doesn't respond for a few moments. "Channeling," She begins, her expression distant. "Is the purest form of magic. No spirits, no complex symbols, just…feelings, and desires. It's opening yourself to the universe. It's giving into chaos, and thus becoming free to use it. It's the magic at the beginning of everything, and it will be the magic of the end. It was the only one I was taught, for I was told all other methods are hubris,"

Oliver's eyes are wide, his expression one of awe. "That," a deep voice says. "Is a very old, very dangerous interpretation," Phoebe and Oliver turn, spotting Nathaniel Draken at the door. The man looks haggard, his hair unkempt. He wears a smile however as he enters the library. "I certainly hope that's not what they're teaching in Paris these days,"

"Mr. Draken!" Oliver says, scooting back his chair. He runs over to the man and gives him a hug.

Nathaniel Draken chuckles, tussling the boy's hair. He glances up at Phoebe. "I'm sorry, I didn't mean to interrupt. There are many schools of thought, and very few of them are wrong. I would challenge you to look at channeling differently however. It's not giving yourself to chaos, it's becoming a conduit. It's about controlling what flows through you,"

"Of course," Phoebe says, glancing at the floor. "I did not mean to speak out of turn,"

"The fault is not with you," Draken says, approaching the table with Oliver in tow. "I am supposed to be your teacher, and yet where have I been? Certainly not here, instructing you,"

Oliver rushes to the table, picking up a piece of paper and showing it to the man. "Look Mr. Draken! I'm starting to decipher the Incan ledger!"

"So you are," Draken says, raising an eyebrow. "Very good Oliver," He glances around. "Where are the others?"

"Emile is visiting a relative," Oliver says, sitting back in his chair. "And Benjamin and Gabe are out practicing somewhere! Mr. Lorrister is at the president's palace!"

Nathaniel Draken nods. "Ah, yes, that is where I should be as well. I only wished to stop by and see everyone first,"

"You're not staying?" Oliver says, growing concerned.

The man gives him a warm smile. "I'll be back shortly, I just have some business to attend to first," He pats Oliver on the back, then gives the same smile to Phoebe. "Again, I'm sorry for not being here so soon after you've arrived. But I promise I will make time for you in the future,"

"It's okay," Phoebe says, keeping her voice steady and her eyes blank. "I understand,"

"Well then," Nathaniel Draken says, walking to the door. "Tell the others I'll be back soon,"

Phoebe waits, counting in her head. Oliver grins as he sits at the table, telling her something. The girl hardly registers it. She heads to the door after several minutes have passed. "Where are you going?" Oliver says.

"I'm going to lie down for a bit," Phoebe says, passing the bookcases.

Once back in her room, Phoebe settles on the bed and closes her eyes. She spirit projects, leaving her body and floating up to the center of the room. A moment later she passes through the walls.

It takes her a bit to get her bearings, but soon enough Phoebe is flying over the tops of the buildings of Columbia City. She heads straight for the top tier, arriving in front of the presidential palace. Phoebe is careful upon entering the building. The palace is full of military and government officials, as well as servants. She doesn't want to draw the attention of Nathaniel Draken, moving slowly through each room.

Phoebe finds the wizard in President's office. There are several generals present, as well as men in suits. Mr. Lorrister is also there, looking worried. The president sits at his desk, his hands clasped in front of him. The air is tense. Phoebe floats behind a bookcase, keeping her distance from Nathaniel Draken.

"Well Mr. Draken," The president says, his voice serious. "We have been eagerly awaiting your return,"

"Forgive my tardiness Mr. President," Draken says, taking one of the empty seats. "I left New Victoria only when I was sure our armies would not be endangered of a route,"

The president nods. "Quite the serious situation we have here. I assume you can shed some light on it?"

Everyone stares at Nathanial Draken, waiting. The man slowly nods. "It is, far worse than I feared. It seems that somehow, the rebel forces have acquired Prometheans,"

The men all murmur among themselves. "I thought the Prometheans were dead," One of the generals says. "Killed by your Lazarine comrades centuries ago,"

"Most of them were," Nathaniel Draken says, his tone quiet. "But not all. Even still, it should have been impossible for the confederates to find so many. Ever more difficult to recruit them to their cause,"

"Dragons," The president says. "Werewolves, underwater ships, self-propelled wagons. It would appear to be the end of days. To think Prometheans are behind it, I fear for our entire nation, Mr. Draken,"

The wizard closes his eyes, as if thinking, then opens them. "You are right to fear Mr. President. This war will get more and more terrible the longer it goes on. Millions died in the fight between the Lazarine and the Prometheans. The same will happen here if we do not stop them,"

"What can we do then?" One the officials says. "Should we call upon the wizards in Europa?"

"No," Draken says, his expression intense. "To invite them here would be a mistake. They would cause more problems then they would solve, for the price of their help is steep,"

The president sighs. "I'm aware Mr. Draken, none of us here are strangers to history. What do you suggest then? How can we stop these monsters and engines of war?"

"I'm still working on that," Draken says. "I will not let them endanger our people, but it will take time to form a proper strategy,"

"We should find Prometheans for ourselves!" A general says.

Another general gestures. "Better yet, you have students, do you not? Enlist them in the war effort! Wipe these traitors off the map with your powerful magic!"

"NO!" Nathanial Draken says, standing. Everyone falls silent as he meets their gaze. "Prometheans cannot be reasoned with, the south is inviting ruin by using them. And my students are off limits. They are children, and anyone who suggests sending them to war will have to go through me,"

"Is that a threat, Mr. Draken?" The president says. "You said yourself that the longer this war drags on the greater the threat of the Prometheans. Just how many innocents are you willing to sacrifice while you decide on how to use your formidable power?" The air in the room grows even more tense.

The wizard sighs. "It is not a threat, Mr. President. But there are better ways than using child soldiers or mad ones,"

"I had hoped you would have something better, more immediate," The president stands, turning to stare out the window. "We need to do something now Mr. Draken, or we will most certainly lose this war,"

Draken doesn't answer for a few moments. "I just need a week. Time to figure out where the Prometheans are,"

The president slowly nods. "Well, if that is all you can come up with, then we will have to make do. In the meantime, I will implement my own strategy. General Stone, the floor is yours,"

A man in loose-fitting military jacket slowly stands. He gives an easy-going nod to everyone in the room. "Hello sirs, for those that don't know me, I'm General Lawrence Stone. I'm a graduate of Hawksgrove Military Academy down in Wheelhouse, a Warkhawk, if you will. Now this was many years ago, and I am happy to say that unlike my comrades, I am loyal to these United States of Columbia. Now, I've heard from our wizard friend here of the situation, and I do believe I have the solution. The President has kindly entrusted me with the war effort going forward, and I plan not to dally or disappoint," General Stone walks over to the wall, gesturing at the map adorning it. "It would seem that our rebellious southern states have quite a formidable force that they are more than willing to send against us. All manner of monsters and contraptions and such. But no matter what demons these traitors conjure, the north still has something they do not; superior numbers, and superior industry," General Stone turns, smiling at everyone present. "Thus my plan is simple. One week ago we initiated the draft. We are in the process of gathering hundreds of thousands of new soldiers. Now, up until now, our commanders have been content with besieging the cities that line the borders of the rebel states," General Stone opens his arms wide. "It has been a kindness. Those here wish to gently but firmly reabsorb the traitors back into the fold. However," The man's smile disappears. "I am not so kind. In light of what Mr. Draken has informed us of, it is clear we cannot no longer afford to try and take back the southern half of our country. These so-called confederates have shown a desire to barter with the devil himself in order to obtain their goals of succession. And I will be dammed before I see dragons above the capital of our fair country," General Stone taps on the map with a finger. "With that in mind, my plan is to not only raze every city that stands between us and Wheelhouse, but the countryside and towns as well,"

"You can't be serious," Nathaniel Draken says, straightening up in his seat. "This is a civil war stemming from issues with governance and policy, not a blood feud!"

"It is a war of annihilation Mr. Draken," General Stone says, raising an eyebrow. "I thought you of all people would understand that. You have tried to steer our fledgling nation with a gentle hand, but keep in mind it was only a miracle that got those southern gentlemen to give up their slave plantations. It is no wonder they now resort to such foul tactics,"

One of the generals clears his throat. "General Stone, with all due respect, such a scorched-earth policy will not only demolish the southern states, but cost us hundreds of thousands of causalities,"

"Indeed," Another general says, nodding. "Why, I could easily see half a million Union soldiers losing their lives with such a strategy,"

"Thank you generals," The President says, turning from the window and nodding. "And Mr. Draken, for voicing your concern. General Stone is aware of the toll this will have on our forces. In fact, that is why I picked him. He is the only commander in the entire Union who is willing to do whatever it takes to win this war," The president slams his fist on the desk, his voice growing dangerously low. "And gentlemen, I am now of the mind that this war must end before our nation is forever destroyed. Either the confederates must be stopped, or all of Columbia will be destroyed. That is our choice," The president eyes Nathaniel Draken. "Mr. Draken, if you wish to make yourself useful, now would be the time. But I will not gamble the lives of everyone in the north waiting for you to act. Until such time as you prove you can stop the rebels your way, I will stop the rebels my way," The President straightens up, clasping his hands behind his back. "Anymore questions?"

Everyone is silent. Nathaniel Draken looks like he is about to protest, then his shoulders sag. He puts his face in his hands. "Very well Mr. President," Draken says, his voice muffled. "Do what must be done,"

"Excellent," General Stone says, grinning. "Well then boys, let's start burying those fucking traitors with the full might of our great nation. I do imagine it will be most effective,"

Phoebe opens her eyes, returning her spirit form to her body. She sits in silence in the room, listening to the rain outside. She takes out the telegram from her dress, staring at it. A moment later, she tucks in back in her pocket and heads for the door.

Resources (X): +12
Actions to vote on:

Move ____ Armies/Fleets to ____ (City or Location Name)

You can choose to move as many armies as you have. Turn time varies for when they arrive, however generally however many cities they pass through on the rail line, that's how many turns it takes. For example, to move armies from Wheelhouse to Jackhaven would take 2 turns. If rail lines are destroyed, turn time increases significantly.

Allocate ____ Resources to project _____
Leftover resources can be saved for future turns, or put into projects. The more resources in a project, the more units are produced. Multiple projects can be invested in, however the resource requirement must be met before the project begins

[ ] Give Phoebe the assassination order
Any player may choose any turn to vote on activating your agent to attempt to kill Nathaniel Draken and his disciples. Majority vote sends the order. Choose your time and place carefully, Phoebe will need assistance.

[ ] Declare a Draft
Can only be done once by either side. Choose your timing carefully. Raises additional armies to aid in the war effort, but will lower the resources earned each turn.

[ ] Begin Construction of new Naval/Air fleet
5 resources/5 turns

Each Player has Earned 1 Command Point
Command points may be spent on the following

Esteemed General (2 points)- An experienced commander who can lead even an outnumbered force to victory.
Agent (3 points)- A specialized person who can aid Phoebe in her assassination plot. Can be anything from a veteran gunslinger to a master of poisons
Personal Guard (4 points)- A powered individual who protects the Warhawks with their lives
Promethean (5 points)- Roll 3d20 to select a new specialty unit

Army Orders
All Armies are currently under orders to defend their locations. However, sometimes it is beneficial to leave a city and attack a besieging army directly. Players may vote on this action, majority wins.
[X] All armies defend locations
[ ] ____ armies assault

Turn 6 Choice
Rumors have reached Wheelhouse that the Union may try and intercept the envoy from the United Kingdom of Albia. There is also intel that the Northern navy is developing countermeasures to combat the submersibles. However, no information is available as to when these countermeasures will be ready, or if they will be effective. Currently, the Submersible corp and the 1st Steam Armada are on course to encounter and possibly fight the remaining Union navies outside New Victoria. We must gamble on whether to split our Confederate special armadas and protect the envoy, or send them and hope the Union fleets don't split their own forces to intercept the Albian envoy. If we head to New Victoria in full force, there is a chance to gain complete naval dominance over the North. However, should the Union split their own forces, we may lose precious time in gaining a Europan ally.
[] Send Confederate special navy units to New Victoria
[] Split Confederate naval units and protect Albian envoy while also heading towards New Victoria
[] Split Confederate naval units and protect Albian envoy, but do not head towards New Victoria

Bit of a shorter update this time around, as I didn't have much time this week. Next update will see some serious troop movements from the north, and the beginning of a new, terrible chapter in this civil war

Oh dear.

Them going for the draft seemed likely once we started stalemating but I was hoping for at least another turn before shit hit the fan. I'm going to advocate for immediately starting our own draft. It's realistically the only shot we have at surviving the incoming wave of armies.

Additionally, I think we should keep the special navy units on course to New Victoria. We can always send another envoy next turn and the chance of destroying their navy is too good to pass up. I suspect we're really going to need our navy free for ground support in the coming turns. It might even be in our best interest if they did go for the envoy. Our odds of crushing their fleet are even better assuming they do peel off ships for the chase. If they catch him, Albia is likely to be pretty pissed about one of their diplomats either being killed or imprisoned thus increasing the odds of them supporting us with something more tangible. We could always court Frankance instead even if Albia decides to blame us for some odd reason.

Long-term, I don't really have a good idea for how to counteract their plans beyond what we're already doing. I do think Creed City has catapulted forward in importance though. If we hold the river, we can use the Super Steamships to stop any advance through the west leaving only the east vulnerable to their mass attacks. I am particularly worried about Cherryport but I have no idea how to fix the situation beyond make more Lycanthropes. I'd like to continue with the plan to attack Doverville next turn but I think it'll be simply untenable with the extra enemy support. I won't be able to get a plan up until tomorrow evening so feel free to take a crack at it if you'd like. As always, any input or advice would be very much appreciated.

Idk I think keep the submarines harassing their fleet and have our steam ships escort the envoy. We are going to get a resource hit from the draft and European trade is the main way to get more resources if my memory serves.

[X] Plan Upriver Push w/ Envoy Protection and other cp
-[X] Declare a Draft
-[X] Move 2nd and 3rd Steam Armadas upriver to Jackhaven
-[X] Move 1st Homunculi Unit to destroy the railway between Creed City and Colombia City
-[X] Move 4th Lycanthope Unit to Praerieburg
-[X] Move 5th and 6th Lycanthrope Units to New Cadia
-[X] Allocate 2 Resources to project (Dragons [1 Resource/3 turns])
-[X] Allocate 4 Resources to project (Lycanthropes [1 Resource/1 turn])
-[X] Allocate 4 Resources to project (Homunculi [1 Resource/2 turns])
-[X] Allocate 2 Resources to project (Gryphons [1 Resource/2 turns])
-[X] Split Confederate naval units and protect Albian envoy, but do not head towards New Victoria
-[x] establish agent (house maid/saboteur-Mask,???,??? cp)
-[x] establish agent (telegram operator- aur,???,??? cp)

Here's my best shot at preparing for the coming storm. Naval units converge on the river to block enemy advancement. Units in Jackhaven will hopefully break the siege and move to take Creed City. The Homunculi Unit should help prevent reinforcements or at least force them to divert some attention their way. The Lycanthrope unit heading to Praerieburg will attempt to slip by and take out the railway west of Doverville next turn. All of this should provide a united front in the West and hopefully cut off fast transportation between the fronts. I am still of the opinion that ensuring our naval domination is more important than protecting the envoy. Please let me know if you have any ideas or if you'd like to throw your CP into the plan for something. I'll note that we really need to start working on Agents.

Edit: Thought about it some and I decided that the influx of CP is needed more than breaking the naval siege of New Victoria. We're gonna need to maintain our current levels of production if we have any hope of fighting off the incoming wave. We can't afford to suffer through a turn of draft-reduced CP so we should hold off on the naval fight until next turn. Asides, it might incentivize the armies in New Victoria to stick around for another turn or two instead of redeploying to Creed City. I'll include the original plan for posterity's sake.

[] Plan Upriver Push w/ Naval Domination
-[] Declare a Draft
-[] Move 2nd and 3rd Steam Armadas upriver to Jackhaven
-[] Move 1st Homunculi Unit to destroy the railway between Creed City and Colombia City
-[] Move 4th Lycanthope Unit to Praerieburg

-[] Allocate 2 Resources to project (Dragons [1 Resource/3 turns])
-[] Allocate 4 Resources to project (Lycanthropes [1 Resource/1 turn])
-[] Allocate 4 Resources to project (Homunculi [1 Resource/2 turns])
-[] Allocate 2 Resources to project (Gryphons [1 Resource/2 turns])
-[] Send Confederate special navy units to New Victoria

[X] Plan Upriver Push w/ Envoy Protection

I would throw my CP towards an agent to move towards an assassination. Maybe a sniper?

@Mask, @Uhtread, @Vanestus @ConfusedPotato, @woody12, @Happerry made some additions to the plan, used some of potatoes ideas for it.

Has anyone been keeping track of CP gains and expenses?
as for your question van ive been going on the assumption that the cp resets every turn but that's for @Lop to weigh-in on. also don't you mean resources?

I'm fully behind getting an agent inside the house as one of their maids. I do feel Telegram Operator is a bit too hands-off when we really need to start getting assassins ready. Could be useful in luring him into a trap though so I could see the argument. I'll edit them into my original post.

I agree a dedicated combat agent seems warranted. Something that could either hit the target when he is distracted or serve as a destruction

Use my CP for one of the agents. We need to get some of the others to spend their CP as well.

Turn 7: War of Annihilation
The Columbian Civil War is known as one of the first large-scale conflicts of the 19th century to fully employ contemporary tactics and technology. The split in the United States of Columbia began twenty years prior to the war, when political activism by abolitionists ended the brutal practice of chattel slavery in the southern half of the nation. The cessation of plantation farming threw the south's antebellum society into turmoil, as well as plunging it into economic ruin. It would take two decades for the southern states to rebuild themselves. Their repeated efforts to level their own tariffs and trade agreements were blocked by the federal government of the United Columbian States, fueling the resentment the South already held. It finally reached a boiling point in 1860. After the famed "Wheelhouse Conference" of March 19th, the southern half of the USC succeed from the country and formed their own nation. Columbia City reacted immediately, demanding the south return to the Union. When they refused, the USC declared war.

The first month of the conflict was just a taste of what the war would become. Using railways that were established a decade prior, both the north and the south moved hundreds of thousands of soldiers to the cities lining the borders of the Union and Confederacy. As had been the case for centuries, the fighting was initially focused around walled city-states that housed the majority of the countries' populations. Siege warfare would result in almost 200,000 deaths in the first five weeks of fighting. New technologies such as improved artillery pieces, rifles, naval and airships would add to the deathtoll, but none more than diseases such as cholera and the green plague.

The Union had assumed that the war would be short-lived. They had more industry, a larger population, and a larger army and navy. However a brief conflict was not what happened. The Confederacy proved more than willing to do whatever it took to win against the north. The confederacy's military leadership was in many ways superior thanks to a long tradition of military academies located in the south, but more than that, the Confederacy of Columbian States employed dangerous and experimental methods to create horrors of war that had not been seen in several centuries.

The Columbian Civil War would prove to be a defining moment not just in Columbian history, but greater military history for the world as well….

A History of Columbia

Somewhere Between Franlandia and Blackstone
United States of Columbia

The moon hangs high overhead. Its light is bright enough to illuminate the surrounding countryside. Dark shapes slip through the tall grass, their movements silent. Each figure wears a large satchel, as well as holsters with revolvers and hatchets. The group emerges from the tall grass onto a rolling plain, revealing fur and fangs.

It's the Lycanthropes. The creatures run on all fours, their satchels and holsters swinging with their gait. Ahead lies a railway. The tracks reflect the light of the moon, cutting a large path through the plains. The wolf men slow as they near. Many of them stand up, unslinging their satchels.

The head Lycanthrope wears a captain's hat. Slung across his back are two sabers. He points out several of his kin, then gestures at the track. The selected wolf men move towards the track. The others draw their pistols and hatchets, waiting.

The group reaches the tracks. They start taking sticks of dynamite from their satchels and placing them along the railway. Their movements are quick, and silent. After they finish, the rejoin the rest of the pack. Another lycanothrope unspools a long wire leading to a detonation box. The leader waits until the wolfman gives him a thumb's up.

The dynamite is detonated. The ground shakes, a large plume of smoke rising up to block out the moon. The Lycanothropes howl, then the leader gives the signal to retreat. They fall to all fours and charge back towards the tall grass.

Behind them, the railway lies in ruin.

Columbia City
United States of Columbia

The capital is awash in the light of gas lanterns and torches. There are many people on the streets, despite night fast approaching. Many speak of the drafts, as well as the ongoing war. There has already been one military parade today in Columbia City, and mothers and wives alike bid their men farewell as the newly formed units marched east out of the city.

Phoebe and the other students of the academy can hear distant shouts and the occasional firework from inside Nathaniel Draken's house. The celebrations seem lacking. Few in the city are of the opinion that war is a thing of glory and honor anymore. Now that word has spread of the monsters and machines the south is using, most fear the coming days.

The students are gathered in Nathaniel Draken's study. The wizard sits behind his desk, a tired smile on his face. Mr. Lorrister stands next to him, looking pensive. "Mr. Draken?" Benjamin says, tilting his head slightly. "What's wrong?"

Gabe, the larger boy, furrows his brow. "Yeah Mr. Draken, why'd you call us into your study this late?"

"If you two would give him a moment," Emile says, putting her hands to her hips. "Then he'll tell us,"

"I apologize," Draken says, raising a palm. "It's been…a long day," He sighs, then meets the gaze of all the students. "I called you in here because I wanted to have a frank discussion about the future. It seems that I'll be leaving again tonight, and I'm not sure when I'll be back,"

The youngest boy, Oliver, fidgets. "Again Mr. Draken? But you only just returned!"

"Is it," Benjamin begins. He scratches the back of his head, trying to find the right words. "It's the dragons, right? Because the rebels are using monsters?"

Nathaniel Draken's tired smile remains. "It is so much more than dragons, I'm afraid. As I said, I'm not sure when I will return. Mr. Lorrister is coming with me as well. That means I'll have to leave you all in the care of Mrs. Hutchins,"

"Agh," Gabe says, crossing his arms and shaking his head. "That old biddy,"

Benjamin closes his eyes. "Oof, she's going to wring our necks, I'm certain of it,"

"Be more serious you two," Emile says. Her voice is lacking in its usual chastising tone. Instead the girl seems somber, her gaze fixed on the floor. "Mr. Draken is about to leave us for war, and might not come back…"

"What?" Oliver says, looking alarmed.

"Emile!" Gabe says, shooting her a look.

Emile buries her face in her hands. "What! We were all thinking it! We've heard what's out there!"

"It's…true," Nathanial Draken says, closing his eyes. "There's a chance I might not return. Which is why I wanted to meet with you all before I left. You have been the finest students a man like myself could ask for, and I hope if worse should come to worst, that you continue your studies under Mrs. Hutchins and grow into the honorable magi I know you to be,"

"C-c'mon Mr. Draken," Benjamin says. "Don't talk like that,"

"Yeah!" Oliver says. "You can't die! You're too powerful!"

The wizard opens his eyes, standing from his desk. He comes around and embraces Benjamin and Oliver, one on each side of him. "You boys have to stay strong. Through your strength, as well as yours Emile and Gabe, this nation will be redeemed,"

Emile rushes over, hugging the man as well. Gabe does the same. "Phoebe," Emile says, pressing her face into Draken's arm. "Come over and join us, you're family too,"

Phoebe hesitates. Nathaniel Draken gives her a reassuring smile. She approaches, patting Emile on the back. The girl turns around and hugs Phoebe tightly. "We'll always be together," She turns a teary expression towards Draken. "And we'll be here to welcome you back,"

"Thank you," Nathaniel Draken says, extracting himself from the others. "Mrs. Hutchins will be here shortly. Mr. Lorrister and I have to take our leave now, there's one more meeting we have to attend before we depart for New Victoria,"

"G-goodbye, Mr. Draken," Benjamin says, putting on a brave face.

"Yeah," Gabe says. "Stay um…you know, stay alive,"

"Please," Oliver says, nodding vigorously.

Nathaniel Draken gives them one last smile. "Yes, I'll do my best," He nods at Mr. Lorrister. "Shall we,"

"You too Mr. Lorrister!" Emile says. "Keep Mr. Draken and yourself safe!"

Mr. Lorrister winks at her. "Have no fear my lady, I've been in charge of keeping this rascal alive far longer than you can imagine,"

The students follow Mr. Draken and Mr. Lorrister out to the foyer of the large house. They gather at the door as the two men descend the steps and cross the front garden towards the gate. Outside, a black coach awaits.

Phoebe turns, walking back into the foyer. "Phoebe?" Emile says. "Where are you going? Mrs. Hutchins will be here soon, she'll want to meet you,"

"I need to lie down," Phoebe says, ascending the staircase.

"You know," Gabe says, his voice echoing after her. "I think she's pretty broken up about this, she's just good at hiding it,"

Emile's voice follows. "Of course she is! Phoebe's had a difficult upbringing, we just need to work to ensure she understands she's a part of our family, and that she can show emotion around us!"

Phoebe resists the urge to snort. She didn't know how she felt about the students. The girl wasn't used to children her age, and their kindness brought out all sorts of strange emotions. But one thing was for sure. Phoebe didn't have family. She only had a master, and he was not a man to be trifled with or kept waiting. Phoebe would need to continue keeping tabs on Nathaniel Draken as best she was able to.

After entering her room, the girl quickly prepares to spirit-project. It doesn't take long for her to leave the house in her ethereal form and find Nathaniel Draken and Mr. Lorrister. The carriage they're in moves far slower than the wizard when he's an owl. Phoebe makes sure to keep a fair distance above them in the air, so as not to draw the attention of Draken, or Lorrister, who Phoebe now suspects is a former Lazarine himself.

The carriage descends through several tiers of the capital. It finally slows as it nears one of the massive gates leading beyond the equally massive walls. Mr. Draken and Lorrister get out as the carriage door is opened by men in military uniforms. The two approach a building nestled between two multi-story shops. It looks like a tavern, though there's few markings on the outside. Phoebe enters through the wall of the second level. She waits, ensuring that no one is nearby, then slowly searches the building for Nathaniel Draken.

She finds him in the basement. Phoebe only peeks her head through the floorboards, keeping the rest of her spirit form on the main level. Nathaniel Draken and Mr. Lorrister have entered into a dimly lit room full of people. There are military personnel, but also men in strange garb, as well as a woman dressed like an eastern cowhand. One of the military men opens his arms wide as Draken and Mr. Lorrister stop in the center of the room.

"Nathaniel Draken," The man says.

"General Lawrence Stone," Draken says, nodding in greeting.

"I trust you boys brought what we asked for?"

Nathaniel Draken glances around the room. "It should be arriving in a bit. It's going to take a lot of carriages to bring everything you asked me to prepare. Is this everyone?"

General Stone chuckles. "No no, the units I'm forming are comprised of almost five thousand men. Soon to be more. But these folks here are the important ones. Allow me to introduce you," General Stone turns to the gathering. "Everyone, this is the famous Nathaniel Draken, a wizard of unparalleled power, and the person who will be supplying us with the means to kill monsters. Mr. Draken, these here are the leaders of our newly formed Lycanthrope hunter squads. The man in the fine eastern clothing is Buffalo Pete,"

The mentioned man strokes his mustache. "Howdya do there Mr. Wizard sir,"

"The girl next to him is Annie Elmtree, and the men behind her are the Dune Brothers. There's also the fine-looking gentleman Wyatt Kirp, and the native boys next to him are Running River, Red Arrow and White Smoke," Everyone greets Nathaniel Draken in their own way, fixing the wizard with intense gazes. General Stone gestures at several men near the back, all dressed in simple clothes. "Those clinging to the wall are some of the best hunters and trappers of the Great Smokey mountains. Holler folk, if you will. Everyone here is either a great hunter of men, or beasts. And since we're hunting creatures that are a bit of both, I figure we'll gives those damned Lycanthropes a hell of a show,"

Nathaniel Draken studies everyone. Finally he nods. "Well, I trust everyone here understands the danger they'll be facing,"

"Oh don't worry about us," Annie Elmtree says, grinning. "We've squared off against far worse out east,"

Running River places a hand to the knife in his belt. "My people have spent centuries hunting wendigos. I see little difference,"

"There," General Stone says, smirking. "You can see they've got the guts for this kind of work. Now all they need are the weapons. Silver bullets, blessed by you Mr. Draken,"

"Very well," Nathaniel Draken says. "I wish you all the best of luck, for you will need it. Head shots and heart shots are the best, but anything else will at least slow them down. If you need anything else, please contact me through telegram,"

General Stone puts a hand to his chin. "I was hoping you'd go with them Mr. Draken, but I hear you have other plans. Shame I can't give you orders like the others,"

Nathaniel Draken turns, heading for the staircase with Mr. Lorrister. "My business is in New Victoria, per the President's orders,"

"Oh? Going to start killing Prometheans, are we? Finishing the business your kin should have taken care of all those centuries ago?"

The wizard pauses at the staircase, then nods. "Yes. That's exactly right General Stone,"

He starts climbing the staircase. Phoebe draws her head back, then recedes to the street outside. A moment later she opens her eyes, drawing her spirit form back into her body. The girl stands and rushes for the door.

Franksville,
Confederate States of Columbia

Jimmy Peartree plays with his sister Eliza along the banks of the river outside of Franksville. They're catching frogs, and so far that afternoon they've managed to bag several of the slippery animals. Jimmy whistles to his sister, signaling that he's spotted another. She laughs as she runs over, her hand-me-down dress getting snagged by the tall catwillows.

"Whatchu find Jimmy?" Eliza calls, almost tripping over a rock.

"Nother' frog of course!" Jimmy says, kneeling low in the grass. "This one should be easy, he ain't moved an inch even after you been yelling like that!"

Eliza comes up behind him, peering over the boy's shoulder. "Well? You got your net, go get em' already,"

Jimmy grips his net, preparing to pounce. Before he can move, a loud horn shakes the bank. The frog hops away as both children fall backwards. "What was that!" Jimmy yells.

Eliza scrambles to her feet. Her eyes go wide and she points towards the river. "Jimmy look!"

Both children stand in shock as they watch two massive iron ships trawl upriver. The vessels have at least five decks, four giant smokestacks, and the largest pair of waterwheels ever seen. Hundreds of guns poke out from the sides. On the upper decks are large artillery pieces that angle up into the sky like poised predators. The flags of the confederacy wave in the wind on every mast.

"Wha-what?" Eliza says, taking a step back. "Those are the largest ships I ever seen! Where on earth are they going??"

Jimmy stands, his net almost slipping from his grasp. "Jackhaven," He murmurs. "They're gonna go end the war up in Jackhaven so papa can come home,"

Eliza grows excited. She jumps in the air, waving at the passing steamships. "Thank you! Thank you! Please send papa home as soon as you get there!"

"Damn," Jimmy says, simply shaking his head. "I never even knew we had such things. Maybe…maybe we won't lose like aunty keeps saying,"

"Course not!" Eliza says, still jumping and waving. "Papa's gonna come home! I just know those ships will stop everyone from fighting!"

As if to answer, both ships blow their horns, shaking the banks of the river. The vessels continue on, their waterwheels driving them upriver towards the distant battle.

South of Columbia City,
United States of Columbia

Lance Creedwater sits on a hill halfway between New Victoria and Columbia City. A long rifle rests next to him, with an elaborate scope atop it. The man is dressed in a long black coat, with a black cap and black gloves. In his hands are a pair of binoculars. He searches the sky, waiting for any sign of owls.

Lance is an agent of the Confederacy. He's been called one of the best sharpshooters in the country, but what he actually is is a man of careful planning and preparation. Sure Lance Creedwater is good with a rifle. But he's even better at laying traps.

"Ah," he says, spotting a shape in the distance. "There you are Mr. Wizard. Heading down to New Victoria are we?" Lance lowers his binoculars. "I hear you're a good-hearted man. Let's see if that's true,"

He waves a red flag towards the base of the hill. Another man waits at the bottom. Upon seeing the signal, the second man opens a large crate. Several people stumble out, blinking in the sun. The second man gestures for them to start running. The people hesitate. The second man approaches a second box and opens it. Dogs charge out, barking and drooling with hunger. The people scream and run.

"There we go," Lance says, raising his binoculars. "Now Mr. Draken, let's see what you do," The two owls shift in the sky, then plunge down towards the group of running people. They land, transforming into Nathaniel Draken and Mr. Lorrister. The two men perform magical incantations, blowing the dogs away from the fleeing people. Lance Creedwater smiles. "Gotcha," He throws down his binoculars and brings up his rifle. Aiming through the sights, the man lines up his shot. "Let's have us a little dance, shall we?"

Lance Creedwater pulls the trigger. He misses Mr. Lorrister by just an inch. The two wizards look around, realizing they're out in the middle of an open field. Lance laughs, then lines up his next shot.

New Victoria,
Confederacy of Columbian States

Shells scream through the air, impacting against the walls of New Victoria. Men cry out as large columns of smoke sweep across the city. Captain Marley staggers out from the rubble of a building, clutching his hat to his head. A soldier runs past him, his expression one of terror. "Soldier!" Marley yells, gripping the man by the shoulders. "Where are you going!"

"We can't stay here!" The soldier yells, his face caked in dirt. "The Union navy is going to level this city! There's over eighty ships in the harbor! They'll kill us all!"

Captain Marley looks around at the destruction. More shells rain down, forcing both men to drop to the ground. They land a street over, shaking the surrounding buildings. "Dammit!" Captain Marley yells. "Where the fuck are those dragons!"

The soldier grips his head. "It's no use Captain! Some of those ships have gatling guns brought from Columbia City! I saw them firing up at the dragons! They can't get close!"

Getting to his feet, Captain Marley drags the soldier up with him. "We'll have to let command know then! C'mon!"

"It's like they don't even want to capture this place!" The soldier says, stumbling after Marley. "They're going to turn the entire city to rubble!"

"Not if I can help it!" Captain Marley yells, leading the way. "We'll find a way to get those dragons in close. We just need a plan!"

More shells rain down around them. In the distance, the tiers of New Victoria burn.

Wheelhouse
Confederacy of Columbian States

You walk briskly through the halls of the Presidential Palace. Servants and military personnel get out of your way, the latter saluting. You ignore them, gripping a telegram tightly in your hand. A pair of a large double doors lie ahead. Soldiers stand guard on either side, nodding as you approach. You ask them if Secretary Valentine is busy. The soldiers are unclear, but open the doors for you anyway.

You enter into the Secretaries office. Cain Valentine stands behind his desk, gazing up at a large painting hanging on the wall. He turns as you approach, giving you a welcoming smile. "Ahhh, if it isn't one of my valued Warhawks! Welcome, welcome!" He reaches for a bottle of whiskey on his desk, as well as two tumblers. "Can I offer you a drink?"

You tell him you're fine, your eyes briefly glancing at the painting. It depicts two groups in stylized poses. On the left are men in long flowing robes. Fire and lightning rain down from the sky as the figures hold out their hands. On the right side are another group in similar dress. They cower in fear, their standards of battle tilting towards the ground. Secretary Valentine notices your gaze, his smile remaining.

"You like it?" He says, gesturing at the painting. "It just arrived from Europa. Jorgan Vandbuilt's Defeat of the Necrokhan. It depicts the triumphant victory of the Lazarine over their hated enemies, all those centuries ago. This was long before the Promethean's mind you. The Necrokhan were a foe that almost destroyed the Lazarine, as well as many of the kingdoms of Europa," Valentine raises his chin, his eyes searching the painting. "Of course what's shown here is far from what really happened. Though history is written by the winners, no?"

You're not sure how to answer. Secretary Valentine seems contemplative, his expression wistful. "Do you know what they were fighting over?" You say you do not. Valentine nods, placing a hand to his chin. "Well, the answer has been muddled through the years. Few understand the conflict outside of the Lazarine. Ask a historian in Londonia or Paris, and they'll tell you it was a war to stop the evil black magic of the Necrokhan. But in truth, there's no such thing as black magic. It was about placing limits on power, and the role that sorcerers should play in the world. The Lazarine have always been of the mind that wizards exist to guide the forces of nature, as well as the people. To shape magic into a system of order, and control it. They practiced restraint, and policed their members to ensure that no one wizard would rise to become a ruler," Secretary Valentine winks at you. "It didn't always work. There have been some wild Lazrine in the past, even a few that became kings. Now, the Necrokhan on the other hand believed that magic should be free, and the people who wield it to live true to their desires. Order and control were foolish concepts to the Necrokhan. The only thing that should guide should be ambition and willpower. There were no limits to them, only the complete immersion in the chaotic forces of magic." Valentine turns fully to you. "What do you think?"

You answer you're off no opinion one way or the other. You gesture with the telegram you hold, informing the secretary a problem has arose. Secretary Valentine sighs, his smile still on his face. "Ahh, of course, what does it all matter really. The wars are long over and done with, eh? You cadets are far more concerned with the modern world," Valentine sits at his desk, motioning for you do take a seat as well. "Now, what seems to be the problem?"

You take a seat. You inform Cain Valentine that Seymour, the Promethean in Cherryport, has failed to produce the latest batch of lycanthropes. He has instead declared that he will work on a new project, the creation of wolf creatures he calls "Children of Fenrir."

Secretary Valentine laughs. "Oh my, Prometheans are quite a handful, are they not? They get so easily bored, and move on to other projects. It's a shame really, the lycanthropes were proving a dependable element on the eastern front. I assume these "Children of Fenrir," will take far more time than the standard wolfman,"

You nod, showing Secretary Valentine the telegram. It details how the project will take several weeks, as well as more resources. Cain Valentine peruses the telegram, slowly nodding. "Well, we have several options. Let the boy have his fun, and use the creatures that result from it. I'm sure they'll be quite effective. Or put him under lock and key, and force him to continue to make Lycanthropes. He'll hate us of course, but it's no matter. Or," Valentine pauses, giving you a strange grin. "I could visit his workshop…personally. I have a certain way with Prometheans. Not all of them mind you, that girl over in New Victoria couldn't care less for me. But the others, well," Valentine shrugs. "The only downside is that although I would likely put the fear of God into the boy, there's also a chance that I could accidently kill him. Prometheans are so unpredictable after all," The secretary adopts a forlorn expression. "And I am but a man. But regardless, at least the other Prometheans will learn to obey from whatever happens,"

You consider Valentines words carefully. You rise from your seat, telling him that you'll have to consult with the other Warhawks. The secretary nods to show he understands. "Very well, let me know what you and your comrades decide. Oh, and one more thing," You pause as you head for the door, turning back. Valentine's gaze is fixed on the painting. "The Albian envoy has safely arrived in Dudleyshire, they should be in Wheelhouse within the week. I should think you and the other Warhawks should be present for the meeting,"

You tell Secretary Valentine that you'll be there, then take your leave.

[X] Declare a Draft (Complete Next Turn)

Turn 7 Choice
The Promethean Seymour in Cherryport has decided to work on a new project, neglecting the creation of lycanthrope units. Secretary Valentine has offered to go talk to Seymour himself, however there is a chance that if things get out of hand, the Promethean would end up dying. If this worst case scenario occurred, the Secretary assures you that at the very least the other Prometheans would not falter in their assigned tasks. However there is also the options of allowing Seymour to continue his work at the cost of no longer producing lycanthropes. The third option is to put him under house arrest, where he will continue to work, but be very angry in the process.

[] Ask Secretary Valentine to go to Cherryport personally
[] Allow Seymour to work on his new project (2 resources, 2 turns)
[] Put Seymour under house arrest

Bit of a rushed update as I've been pressed for time again, so please let me know if I missed anything, or if there's any questions I haven't answered. We're reaching a critical stage both in the plot and the war, so buckle up Warhawks, cause the final stage of this conflict is almost upon us

@Lop Could we convince Seymour to alternate between his new project and the Lycanthropes once his first batch is complete? I think his new creations will be sorely needed for when the Monster Exterminators finally arrive but we still need to reinforce the existing Lycanthrope corp.

I'm real worried about the gigantic mass of Union armies about to smash into us but there's not much that can be done. The first priority is relieving the pressure off New Victoria with the Submarine Corp and Steam Armada. Move the force in Prairieburg to crush their besiegers using the newly spawned Gryphon horde. Hopefully the Albians bring ample resources and maybe a fleet or two the table.

Prometheans are generally extremely obsessive, so if they decide to switch projects they're going to see it through unless you force them to stop or they grow bored. So reasoning with him like a normal human being is probably off the table.

It's time to be a little proactive after being on the defensive for so long. Our naval units will move to relieve pressure off of New Victoria, New Cadia, and Jackhaven this turn. The Union army outside Praerieburg should hopefully be wiped out. We'll use the three units of Steam Wagons being produced to respond to any attempts by the Union to flank past our front-line cities. If that doesn't happen, we can move them to Doverville or Creed City to spearhead the pushes there. Seymour's new passion is annoying but ultimately beneficial once we start pumping out a continual line of them like we are with the Dragons.

Next turn is it. The battles that will decide the fates of both the Eastern and Western theaters will take place. If we decisively win both Jackhaven and Praerieburg, we can move to besiege Creed City and Doverville respectively. If we lose the naval fight outside New Victoria, it is very likely we will suffer fatal losses within the city before reinforcements can be brought to bear. It might be overkill but I think we should buy another Personal Guard for the New Victoria promethean. This ensures there is no way at all for Draken to kill them while likely giving us a pretty good shot at injuring him in return. Once the threat has passed, we can move the extra guard to either Jackhaven or Bellelanta. We didn't buy any agents last turn so I'll be throwing my two CP in. We really need to start working on another agent or two as well.
