You play as an hero office in a universe that is the combination of Marvel, DC and My Hero Academia. You have to preserve the public peace, stop the villains and gain as much popularity and riches while doing so, even if that's not your main goal.
Picking Your Hero Agency
Location
Israel
This is currently January of the year 2215 years on the planet Earth. After society turned to chaos after the appearance of Quirks started in 2014, things took time to balance out and reach an era of peace that was kept by professional heroes protecting the public.

Even though heroes stood out throughout time, they are now not vigilantes who took the law into their own hands, but official government agents who fought off people who used their Quirks illegally. However their biggest job was still to protect people and make them feel happy and secure.

However there are always villains that plan in the shadows to destroy the current society and rule supreme with an iron fist over a terrified populace. But you are not going to let this happen. You are a hero and it's up to you to stop people like that.

Now as you know these types of quests, you are given by me, your egomaniacal Quest Master, to chose which hero agency are you going to play as for this quest.

[ ] Power Man (Luke Cage) -- Heroes For Hire:
You're Luke Cage. You sat in prison for 5 years for a crime you didn't commit, but you were acquitted and given back your Hero License. A year ago you opened up your own agency in Harlem and you found two people who are willing to help you: Danny Rand and Shang-Chi. Alongside them, you take down any villain that causes problems in Harlem, because that's your community, and it's up to you to give that community something to be proud of.

Villains: Dislike (Power Man is a hero, so he still enforces the status quo, so the villains generally dislike him on general principle.)

Law Enforcement: Mistrust (Power Man is a former convict and in their eyes should have gotten his hero license back. They are currently unsure of what to think of you, but wouldn't hesitate to arrest you if given the opportunity.)

Advertisers: Dislike (Power Man is unknown in most circles and is heavily against corporations, refusing to "sell out". This makes him rather disliked by heads of companies who want to make a spin of his life story.)
-----------------------------------------------------------------------------------------------------------------
So these are my options for now. I may add one more Marvel character by the end of the day, so look up for that. But I'm pretty tired, so I wanna rest. Until then you can start with your picks.

I'll add some explanations about mechanics, but you don't need to know too much.

As for questions about the universe...feel free.

Edit: Luke Cage added!

Mechanics Page
Now for mechanics, it's just like many ck2 quests. You'll gain actions that you can pick and you'll get an amount of actions that you can pick. There are the regular phase of choosing actions, then setting a Hero Unit to a specific action and then there are social actions to pick 1 from. Then there are the results phase, with the sub votes phase coming afterwards (if there are subvotes) and finally interludes (if there are any in that turn.

Every turn is 3 months in-universe, so 1 year=4 turns.

Since MHA is the major part of the setting, I've lowered the power scaling of Marvel and DC characters heavily. They are more compared to TV and movies versions than comic book versions. So here are the levels of skills:

0-10 Human
10-20 Heroic
20-30 Urban
30-40 Nuclear
40-50 Tectonic
50-60 Planetary
60-70 Galactic
70-80 Cosmic

Now I left out Universal and Multiversel because there won't be such characters in this quest. Even characters above Planetary are a stretch, so don't expect these number appearing almost at all. Key word almost.

Oh, and for those of you interested, according to this universe's timeline, Chapter 1 of Boku no Hero Academia (Izuku meeting All Might) takes place in April of 2215.

Shame, there is not Spiderman agency. Still, I love Fatgum, so...

[X] Fat Gum (Taishiro Toyomitsu) -- Fat Gum Agency:

Okay... so either white tiger or luke cage has the best chance at encountering and recruiting spider man. Now which to pick.... Both have interesting goals.

[X] White Tiger II (Angela Del Toro) -- White Tiger Hero Office:

I feel like this is the best chance at recruiting spider man, plus i figure we can team up with Luke Cage and the others (I think the cartoon with all of them was Ultimate Spiderman? any way lets try and recreate that)

[X] Fat Gum (Taishiro Toyomitsu) -- Fat Gum Agency:

Fat Gum!! Plus, 2215 means we can try to recruit Suneater (and the other two, I guess) next year!

Fit Daddy!

You can actually recruit Suneater fairy early, because in the manga it was implied that the big three were at their internships for at least 1 year (can only be counted for Mirio as All Might told Nighteye about Deku probably not long after he started training him).

@Qudrim8054: So is Captain America II suppose to be Donna's daughter or what? Like, it would make a cool contrast with Endeavour, with Donna actually having a healthy relationship with her child.

On the other hand, even in an age of Quirks, recreating the Super Soldier Serum would still be of value. Heck, probably moreso, given how it brings one to/past their peak potential.

@Qudrim8054: So is Captain America II suppose to be Donna's daughter or what? Like, it would make a cool contrast with Endeavour, with Donna actually having a healthy relationship with her child.
No, Sarah is not Donna's daughter. Both Donna Troy and Sarah Rogers are the daughters of Steve Rogers and Diana Prince. Donna was born on Themyscira in 1945 after the war, while Sarah was born around 2014-2016 (but she doesn't have a Quirk). It's safe they have a good relationship, more than All For One had with his brother.

Also no one yet in this timeline has managed to recreate the Super Serum Soldier. Not Lex "I'm a villain" Luthor. Not Reed "I'm an asshole" Richards. Not Norman "I'm a goofy William Defoe villain" Osborn. Not Bruce "HULK SMASH!" Banner. Not even All For One and Kyudai "I'm a fucking piece of shit" Garaki, who tries to replicate the success using Nomus.

With Quirk Singularity Theory, everyone and their mother would kill for a Super Soldier Serum.

So both Donna and Sarah Rogers have both Super Soldier Serum in their veins and the powers of Wonder Woman.
