Yay, the Reply button works now! Ok, I think the best thing to do might be leave an offer with the PRT that they can contact you if the victims want some help calming down and their experts think it might help. The phone number or email address should probably be separate from the one we've been giving our other contacts in case they decide to use it to harass us for more information. I'm not sure that it would be a good idea to artificially affect the victims' minds at this point. Are they in sound enough mental states to agree? That's also why I didn't want to push being a hero on Grue like I saw in some votes. Plus, is addiction a possibility? Hopefully, their experience with Gallant's powers will be useful in determining whether we can use ours.

Damn, thinking about it Hastur's mind altering powers are truly terrifying; just alternating positive and negative feelings over a moderate period of time could result in complete cult (perhaps appropriately for a persona named after a Great Old One) style brainwashing now add in to that apparent omniscience (with mind reading and projection)... horrifying.

It would probably do wonders for the victims though even if they are not in a state of mind to agree (that and they could involontarily become our first PR people, damn manipulative if it's a conscious decision though).

We have a super secret awesome base already we ain't gonna take a bad Bond supervillain's base. Ours have class and history, it used to be Marquis'! As in the cape that is still feared years after his birdcaging.
Nobody even cares about Coil, moving to his (explosive) base is a severe downgrade. We haven't recruited anyone yet, and we're not gonna have dozen of members in the coming months... Also, isn't that base in a business street under a building? There'd be a lot of people around, and we can't excuse teenagers coming and going there as they want. Disguising ourselves and our allies may not be always possible.
And with Coil's money we can easily buy a warehouse and then with TK (and any other future new powers) do some wonderful interior designing. We're gonna tailor° our base to our needs.

We're around two years before Canon, and I believe Taylor would have felt the overwhelming mistakes/fuck ups going on in there had the Travelers been with Coil.
But mostly, two years before Canon. I don't think those capes would stay as long as that, what with Noelle going on rampage often. And we didn't butterfly hard enough to make Coil look after hiring a cape group yet, and even then he'd have snatched Grue and other local independents first.

Maybe we could only take half of Coil's money and leave the rest for the PRT? I was thinking that we would donate some money to the PRT and Protectorate afterwards, but it might be illegal for them to take donations from known capes for fear of influence. I'm not really sure how much money Coil has, but if he has $100 million, I think that Taylor and Emma could "make due" with $50 million. ;)

But if you went home, you knew you would be shouting at your Dad. And Dad was a Hero now. One who ignored his family, who never so much as bothered to sit you down and tell you what was going on, but a Hero nonetheless. If you went home today at all, you would be shouting.

Your hand was balled into a fist, shaking next to you. Hero work was important. More than important, it kept the city safe. Or they tried. You should be proud, your Dad was a Hero. Someone out to help people and try to make this place a bit better. And to keep anyone else's house from being blown up and probably condemned too. You were so selfish. He was doing something important.

Even if he had to ignore you, right?

Even if he was abandoning you and Kurt and Lacey were busy all day too, trying to do his job as well as theirs. He was helping people. He was helping the city, just like he had always tried to do.

He just wasn't helping you.

You didn't think anyone would mind if you stayed over. Apart from maybe Mr. Barnes, but he was slowly becoming less angry with you as well. He didn't have much of a choice, with the rest of his family against him and no means of saying anything about the problem. Or doing anything about it. To Aletheia, he just felt cold. He'd lost faith in the heroes, especially after what you had gotten Shadow Stalker to say. Actually, the only people he did care about were his family. He was disgusted with almost all of his clients and the pride he took in tearing his opponents apart sent a shiver down your spine. He had lost all hope for anyone else to help them and he would fight with anything he had to get what he wanted.

You had absolutely no idea what to think about that. Especially since you understood his stance now. Why he thought so. You could forgive him for his thinking, but you had no idea whether you could ever forgive yourself for becoming like him. If you couldn't make a difference (I removed an extra comma.) or help people with all of the powers you had, what would your Mom think? What kind of person would you be?

No. There were awful people. Aletheia had shown you lots of them. Or people who just didn't care about anyone but themselves any more, but they were still people. They deserved to have a better life, especially now that you knew how bad it was. And not all people were like that. You didn't think you could stand to look at yourself if you didn't at least try.

But you might still punch your Dad if you went home right now so you asked Emma and then her parents if you could stay over. Firmly ignoring the way Mr. Barnes was hiding his disgruntlement.

Especially because you weren't even sure he was wrong. Shadow Stalker could come after you. She was that type of person. You knew she hated you and she would try her best to hurt you now. What he didn't understand was that for your best friend, it was worth it. More than worth it. And if you could grow Aletheia or Terpsichore even a little bit more, if you could just get a little bit more time to train and figure out how your powers worked, you would be ready. At least, you hoped you would be. You were going to train.

Emma and you would just have to become stronger. And you had to tell her about Dad.

You borrowed the phone to call Kurt and Lacey just before dinner.

As much as you felt bad for leaving them and you knew they were trying, you just couldn't face Dad today. Tomorrow. Tomorrow you would have Aletheia look, but you were still shaking with anger and you knew just enough from Emma to know that wouldn't go well. For either of you. Maybe if you had been Emma and could twist the situation to come out somewhere where you both understood, you might have gone back, but not right now. Not to mention, you knew Emma didn't want you or your Masks to go.

Mr. Barnes would just have to cope. You weren't even sure when or whether your Dad would come home tonight. Actually, you would be surprised if he left before midnight anyway and you already had a small stash of your clothes (or even Emma's clothes) you could wear here. Although she did complain that they looked awful on you and then she would likely drag you shopping again the next day.

On another note, you needed to go look for anything you could include in your costumes anyway. Your clothes might transform with you, but they were still recognizable and you felt much better, putting as many things between you and recognition as possible.

You and Emma had dinner in relative silence. Telling her family you were thinking about the news and just Heroes in general even got you off the hook without having to feel too bad about lying and using Aletheia to pass on the information to a worried Emma made sure she wouldn't talk much either. You were just lucky that Mr. Barnes' image of his friend as downtrodden, but tenacious didn't leave much room for what you had seen on TV. He would need a while to process most likely.

Admin stood proud after all, with your dad's sense of duty in posture and voice and a full face helmet.

Once you got back upstairs, you sunk onto the bed, looking out into the slowly darkening sky. You could hear Emma's thoughts, well Aletheia could, wondering whether it was just your family. How she had met so many heroes and the unfairness of it all. Her powers and Terpsichore were just borrowed after all. She was still weak and the same thing could happen to her all over again.

"So..." You had no idea what to say, but leaving her to stew in her thoughts and letting the fear creep back up wasn't an option.

"You weren't really surprised, were you?" Emma's smile was bittersweet. At least her family cared. At least yours was strong, her dad hadn't been able to do anything.

"But what does it matter if he's always away? Your dad cares, you know? You, your family, is the only thing he actually cares about. He likes some clients… but you're the only ones he'd never ever abandon. I'm not even sure he wouldn't give his life for you, you know? He was considering it." When it happened. If he had been able to. Your smile was bittersweet too. "Aletheia is with me. We caught something about power testing, but we were trying to give him privacy." Your nails dug into your palms. "Of course I was thinking about it. I just don't know what to do."

She looked down. "At least there's something he can do." You winced. The worst thing was, she was right. It wasn't fair. Emma deserved to have powers just as much as you did. And even if you didn't know exactly what he could do, you doubted your Dad would have any trouble with a few gang members now.

"Maybe. But your Dad can do things too." You could feel the appreciation she had for her dad's determination at least. And the warmth you couldn't feel for yours right now. "And I can't do anything either. If your dad hadn't been there, Shadow Stalker would just have beat me up or used her crossbow or something. I don't know." You pressed your nails harder into your palms. "But that's why we have to train. And find out how to become heroes. Because it's not fair and even if we're not good at it yet, we can do something now."

"And there's no way we're not going to try."

We were both smiling now. "We just need to do a bit more training." You put your hand on one of the notebooks you had made. Filled with notes on heroes, villains and gangs, as well as related drawings. You knew you had only scratched the surface, but you were doing something. And you could feel your masks growing stronger.

Emma nodded. "We need to organize a schedule or something. (Please see the pink section below.) We'll need names for our Hero forms and we'll need costumes. (I broke this up into 2 sentences.) We'll have to test them while transformed too and see how they transform. I'm not sure I'd rather they didn't transform, because it would make it easier to shop for at least, or just hope they'll turn into something people won't think we could have gotten from a store."

"We'll also have to see how durable we are while we're transformed. I mean we could just be, well, normal, but we don't know and we don't know how easily the masks can be hurt. Or hurting them could do something we didn't even think of, but we need to think about protection. And maybe weapons, I mean you have your sound, but what else do we have? Do you know how to fight?"

"Yeah. We need to get lessons. Well, I need to get lessons and you need to figure out how to tentacle someone into submission without becoming every creep's favourite heroine. On your first night."

You were suddenly blushing, nervously rubbing one arm. You never even thought about that. You never even wanted to think about that.

"Emma!"

She giggled. You were still red.

Of course, she wasn't exactly wrong either. You had just never even considered the idea. At all. Although it did give you ideas now. Wearing Aletheia, you had at least sixteen more limbs than usual and no idea exactly how strong those limbs were. The only thing you did know, was that Aletheia herself wasn't all that strong. However your own strength might carry over, the act of wearing the mask might make you stronger in that regard too and your tentacles were bigger than hers. Which was to say, you had no idea, but you were definitely going to find out. And you wondered whether you should do some sort of tentacle strength and agility training.

You rubbed your eyes. "We'll have to do a lot of research. I'm sure we're forgetting something. Maybe there's a guide somewhere?"

"We're also checking out your Dad's team, the Asians and whatever we can find on how the gangs work. I'm not going anywhere until we know what to expect. I mean I'm amazing and Terpsichore is the best, but I'd like to see whether I'm bulletproof too first."

"We should train her anyway. So you can get used to using your powers."

Emma groaned. "The next thing you'll tell me is that we''ll need a schedule." (Emma suggests using a schedule and then says that Taylor will mention using a schedule. I would suggest eliminating one of these because it seems like Emma forgot her suggestion.)

"Well…"

You did end up making a schedule, or at least a rough plan on what to do each day. Complete with some extra time thrown in just in case you couldn't find some other way to entertain Annie, (I replaced a period with a comma.) Emma had a modelling job, (I added a comma.) or a miracle happened and your Dad actually decided to talk to you. If he did, you would have no idea what you could even say to him. After all, you had superpowers too now, but if he was in the Protectorate, you were sure he would push you to join the Wards. Who weren't bad, you supposed, but you wouldn't be able to go out with Emma and they had full control over marketing and powers… And you knew, Terpsichore looked much more marketable than Aletheia.

Sleep didn't come easily that day, although Emma told you, that she slept much better while you were there, erasing any lingering guilt on your part.

Both of you got up only just in time for breakfast (I removed an extra comma.) but didn't linger for long after that. You had a library to get to after all. The sooner you got there, the sooner you would know what you were doing. Even if just one visit to the library would be nowhere near enough.

That was fine though. You put Aletheia to practice reading anyone there and trying to expand her radius as much as she could, while you went digging for information on the Protectorate.

You had Armsmaster in charge, a member of the original Wards team, joined by Miss Militia, Assault, Battery and Velocity, as well as now Admin. Who was being described as a tinker specializing on drones and disruption on his shiny new wiki page. Suffice to say, there was a lot of speculation going on and many, many people afraid about surveillance, complete with official reassurances.

More interestingly, it seemed as if another new member would be transferring in soon, although no one knew who it might be.

Of course, there were many, many press releases as well. You made notes on fighting styles and abilities, but even more so, you made notes on policy. On what happened after a capture, how those things were handled and anything and everything you could find on the personalities of the Protectorate members. Suffice to say, Assault's twitter was a true goldmine and you would be privately following him for many reasons. He also appeared to be the most approachable out of all of them and was making jokes about some sort of battle between Armsmaster and Admin.

Armsmaster had lost.

And you couldn't help but wonder how exactly he showed his displeasure.

Naturally, you got some training in too. You and Emma, trying to find the limits of your Masks' powers. The first day, you just trained in the old trainyard, Emma jumping and getting a hold on her agility, while you were figuring out how to properly move your tentacles and got around to gauging their strength. Which wasn't as much as you would have liked, but they also weren't weak. About as strong as an arm, but fortunately, you had quite a few of them, even if the ones making up your cape were slightly unwieldy because of it, it certainly did make you look dramatic. Emma was snickering at your actions of course, but if you were stuck with flight and a cape, you might as well pose like Alexandria.

Sadly, you probably would do much better just trying to intimidate the villains into compliance or using your tentacles for combat. Still, you did realise some important things. One: being invisible did not make you silent. Two: levitation did. Three: an invisible, masked Emma was very, very nearly silent.

She had tried to use her illusions for invisibility, but it didn't seem to work like that. She could add things without problem, with only very minor things giving them away from very close by, but to subtract something was a different matter entirely.

You spent your second training day flying invisibly over the city, carrying Emma in your tentacles and extending the same benefits to her. Where it might have been dreary on the ground, from high above, Brockton Bay was still stunning. You couldn't see all of the grime or the gang members and homeless people, nor feel the menace radiating from even some you would never have suspected. Flying above though, only the occasional craters or ruined areas showed what was festering below. And you could see just how much of it wasn't broken at all.

Granted, you could also see the boat graveyard, but that too didn't look nearly as ugly from above as it would from below. You trained your flight speed and prowess as best as you could, tried to extend your senses further, process more, while Emma practised her sound precision and shapeshifting. To scare gang members, but you couldn't particularly blame her for that. You still tried not to abuse your power of invisibility.

The thing was, researching gang activity and training could at least be partially combined. And training Aletheia and researching Gang activity worked even better. You were trying to improve her ability to recognize gang members, reading PHO and local news and of course listening in on their minds. Your new running routine only helped matters there too.

You were sore every morning, but you also found out more each time. You made a map of territories, found some storehouses, identified dealers and members. You started a new notebook for each gang, or in the case of the Asians, gang clusters and got to researching.

They were by far the most difficult to research. Mostly because they didn't all think in English and while you could hear them just fine that didn't mean you could interpret everything you heard just as well. And while you thought Aletheia might eventually learn how to copy skills, she wasn't there yet. As such research was slow and sent you right back to the library computers.

But slow or not, it was proceeding. There were five different Asian gangs in Brockton Bay. The Red Wa, apparently an offshoot of something from Thailand or around the area, only had a single Parahuman and would ambush anyone who wasn't a member of their own gang in a rather small territory. Their leader, Garuda, seemed to be some sort of of brute, faster than normal, his body somehow cutting or shredding things if he moved it fast enough and able to generate a pair of wings made of brass coloured blades. His list of crimes and the deaths he had caused made you swallow, especially since you really didn't think you could take him yet.

The second was the Horikoshi -kai, Yakuza refugees who had been forced to go underground. Difficult to identify and thus difficult to fight too. Any battle in their territory would result in suicide bombings, knives and other blades, courtesy of Oni-Lee. They at least appeared to be relatively low key, although there were all sorts of allegations, anywhere between drug trafficking, prostitution, human trafficking and even contract killings were floating about. Oni-Lee's fighting style was as brutal as it was effective though and he too could retreat easily enough and make the life of anyone actually trying to keep his territory hell.

Another was the ABB, led by HeiDong – who appeared to suck things into his body or parts of his body to outright destroy them- violent thugs for the most part, their territory bordered that of the merchants, they would accept anyone who looked vaguely Asian and were mainly concerned with drugs, prostitution, fighting and keeping the Empire off their backs. You thought those were the people who had tried to rape Emma too.

The fourth one was the Yue Hua. Led by the Bay's most feared stranger, they demanded protection money, killed people and left a flower to claim credits. They were also involved in gambling, money laundering, trading information and drugs. But they were quiet. They would eliminate their enemies from the shadows and cooperate with the other Asian gangs against the Empire or the Merchants. With Shi Ke, they also had a heavy hitter, an electrokinetic (I removed an extra comma and replaced the "k" with a "c".) who could stun, injure or destroy electronics alike.(I think this last part might need to be reworded. Maybe "who could stun and injure or destroy electronics"?) Mayflower – at least that's what the translator said – was an odd name for a gang in your opinion.

Lastly and perhaps most concerningly with Terpsichore around, were the Inari-kai. A Yakuza organization founded in the Bay by refugees, claiming the patronage of the goddess of foxes and prosperity or something. The problem being, their leader wore a fox mask. (I broke this up into 2 sentences.) Upon closer investigation, they were rumoured to have a second cape and said leader had killed Ratatoskr already. Not that you were particularly sad there was one less Empire cape, but seeing someone kill on camera… Reports on whether or not that had been an accident varied and you couldn't be sure either, but it still turned your stomach and made you grateful for Aletheia's soothing touches and Emma's hand in yours.

In comparison, your findings when it came to supplies were much less exciting. Duct tape, making sure you had some bullet protection. Being careful. Various hotlines, what not to include in costumes, parkour (I put as lowercase and replaced the "c" with a "k"), martial arts training. Making sure you knew how your power worked, not revealing it to others. The laws on vigilantism and what you could or could not take from the gangs. Quite a lot of information on basic sewing skills, ideas on balancing school or work with also being a cape, many suggestions to go to the Protectorate and reasons not to…

But most of all, the Unwritten Rules.

Which you had gotten from your Dad, actually, but that…. Well…(Wait, when did she get them from Danny? She stayed over at Emma's house so I don't think she's seen him since she found out?)

You had also gotten advice on how to approach combat. People telling you that your idea of researching your opponents first would save you and at the same time warning you to expect every plan to fall apart. To hone your skills and know when to run. And also to know how to run. Having a gang member escape because you couldn't physically keep up was just embarrassing.

You also found notes on rogue capes and information and guidelines on how the Protectorate approached potential recruits, Wards or otherwise.

Emma learned how to use Terpsichore's powers better every day and Aletheia was pushing herself harder than ever. You were too. Running despite the pain. Looking up at least some very basic information on martial arts and where to train. Making notes. But all of those things were relatively safe. Easy, as compared to the other things you had found.

When your Dad told you that Shine had contaminated the house to the point of making it a health hazard, all you could do was nod. Because you already knew. You had known for hours, days now, and you still didn't know (I removed an extra comma.) what to do.

Or how to fix it.

Staying up until Dad came home had been an easy thing to do. (Ok, so this is when Taylor found out about the unwritten rules. I think that maybe some mention of how the research had been occurring over multiple days needs to be included because it seemed like it was done in the same day at first.) You could entertain yourself for hours with Aletheia's help after all and you had taken a little longer to get back from Emma's house too. You didn't even pry when he came home, for fear of being unable to stop yourself. It could be out of context, you had found out as much before. Surface thoughts weren't reliable, not without context. So you waited for him to look at the couch you were sleeping on and waited for him to say goodnight. Ignored the pain, while he went to shower, change and fall into bed. Aletheia's tendrils trying and failing to soothe you.

You even waited half an hour more, before you sent her close to him. Didn't dare to move yourself, just closed your eyes, when she got into range and you finally knew.

The despair. The pressure being put onto him as head of human resources at the dockworkers' union. Desperately trying to do the best for his people with the little power he had left, ever since Annette, Mom, died. You knew that. Had known, but now you felt it too.

The way he watched you and smiled a little inside, because you were like her and because you weren't like her. How you were precious to him, more so than he could ever express, but also how he was missing everything. Like you were a precious flower or princess, to be watched and left alone, like you were perfect and didn't need anything from him and his misery. Like you were just there to help him feel better or cheer him up but part of Her, Mom's world, not really his.

Like you weren't sure he knew you were a person. With feelings. Someone who needed him, no matter how much he beat up on himself and considered himself a failure.

And how your looking up to him only made him more hesitant because he didn't want to disappoint you.

If you had any less self control, you would have screamed or gone over to punch him. You didn't of course. Everything was still unfolding in front of you. Him coming home to an empty house at midnight, desperately trying to find more money and more work. Hiding bills, trying to deal with people leaving and turning to gangs or worse still, having to make them leave or said gangs trying to get in. Endless double checking, almost more work than he could handle coming in every day. Feeling tempted every time to try and give you a better life, but refusing because of where the money would have come from.

He had woken up to explosions. Pain in his left side, arm and leg, the ground shaking underneath him. When another bright flash, seeing the wall being blown away and something piercing his arm. He fell out of bed and tried to crawl away, but the next blast sent even more pain through him. No control. Nothing he could do. No one to help. No one to do anything in this rotten city, while he bled out. No one to get Taylor, to get you from summer camp. No one to control the gangs at all. He barely noticed parts of Shine's silver form on the walls. The shouting and boasting.

Realising no help would be coming, no one would care. How he couldn't move and everything drowned in pain. How he had no control.

Couldn't do anything.

The pain.

Passing out.

And feeling things around him. Pain. So many things, knowing exactly what they did and changing their function with just a thought. So many he had blacked out again a few seconds later unable to process any of it.

Waking up the second time, to see Panacea and Armsmaster.

Being informed of trigger events, what had happened, (I added a comma.) his attack on the hospital and evacuation. Almost killing someone by accident. Being informed he had powers while he was staring at Armsmaster's suit, trying to comprehend and too terrified to as much as try and touch it. He understood within less than a minute.

Panacea took care of his injuries (I removed an extra comma.) before you even arrived back from summer camp and Dad had already been signed up to the Protectorate, accompanied by information about forced recruitment and how dangerous it would be not to join as well as something else. Powers. And knowing, this was what Annette would have wanted. Making a difference. Making sure no one would suffer like he did in the best way he could, despite the resentment.

So he had submitted himself to power testing. Been on call and talking to people on the phone, because he was deemed unsafe. Accepting Armsmaster's scowl, when he found out his tinkertech was just as easy to control as everything else and finding out his range included the entire rig. One and a half blocks of total control over technology. Anything with small enough parts, he could manipulate. Even all at the same time. He could have been running the building as soon as he entered and they knew it too.

Velocity, Miss Milita, Assault and Battery might be friendly or at least professional, but Armsmaster gave no quarter. He had been confined to a different base for 48 hours, while they combed through their system. Master-stranger protocols. And then they had done it again.

Piggot stared at him like she had swallowed a lemon. He could help them so much, but they refused him access, threatened to label him a villain if he as much as tried to optimise their systems. They watched him around corners whenever they thought he wasn't paying attention. He had access to all of the camera feeds inside the entire building. He didn't need to use his eyes. He told himself it was understandable. That at least Dragon and most of the Heroes were friendly, but it didn't help much and he was worked to the bone with more tests and demands, until his suit and debut had finally come in, together with the drones. And more tests had to be done…

At least Taylor was fine.

Taylor who idealised Alexandria and the Protectorate, who should have a good image of the Heroes. He would make sure it would be. And he would let her keep her illusions a little longer, while he worked on fixing the problem as best as he could,

Suffice to say, you didn't get much sleep that night. Also suffice to say, you had had no idea how to interact with him and in the end just awkwardly introduced your new cat, Terpsichore to him and then fled to Emma.

The only thing you did do together was finding a new place to live. You shot down any and all large houses in nice neighbourhoods. They would all feel wrong. Too empty.

Which only left a few choices.




[ ] A Penthouse apartment near Lord's Market. In perfect position to get around the docks reasonably close to your dad's work and with a garden on the roof. Also near Yue Hua territory, but they would leave you be where you were and it would serve as an excellent place to observe them from. Close to the boardwalk.

[ ] A Nice apartment at the border between Downtown and the Docks. Not actually in gang territory, with regular protectorate patrols, closer to Dad's work, but also surrounded by the upper middle class, would allow you to go to Arcadia. Without Emma.

[ ] A penthouse apartment near Empire Territory, which would allow you to attend Winslow and is closer to downtown, but has no garden and makes it more difficult to get to the docks. On the up side, you could get to the library more easily, but on the down side you would need to take the bus to go train and there would likely be nazis.



You were still mulling the decision over and had absolutely no idea what to do about Dad.

[ ] Tell him. You wanted your Dad back. Although he might force you into the wards, who wouldn't admit Emma and if his experience in the protectorate with the director was anything to go by. Well. Maybe he wouldn't, you couldn't be sure, but should you really risk it?

[ ] No. Dad… was lost in his own world. And him being a Hero was important, but if you told him now, he would just worry too much. You didn't want to be forced into the wards and he was already stressed enough, you weren't sure you should add anything else.

She's more efficient at collecting DATA from random acts of munchkinery than a Space Whale, her shard now know how to cook. It also has discovered the best way to make delicious ice-cream.
The Cycles ends on Earth Bet because here is the place with wonderful food. Zion won't be mourning anymore after a taste of Shard made meal.
 
While I agree with most of that (especially the part about leaving if the PRT tries to get more information from us), there are a couple of things I want to point out. First, Vicky might tell her boyfriend Gallant all about the 2 new capes. He then will probably feel obliged to share with the Protectorate and the PRT. I'm not sure if she'd be willing to listen to us if we tell her not to, but hopefully Lady Photon will talk to her?

I thought that I should go back and clarify what I'm trying to get New Wave to do about us. I don't think that New Wave could really hide our abilities, given that plenty of gang members have seen us use them and we will continue to use them in the future. What I'm hoping for is that they'll downplay them a bit, keep quiet about the limits we mentioned, and avoid sharing any suspicions they might have about us.

For example, Lady Photon saying, "Hastur got us all close to the targets invisibly and proceeded to destroy their cellphones, attack them with emotional overloads, and obstruct their use of firearms, all while staying outside the building!" gives a different impression than "Hastur kept up an invisible zone around himself that we used to get close to the targets and then kept Panacea safely invisible outside during the attacks. He also helped out with his telekinesis and emotional projections whenever he saw an opportunity."

While I know that Vicky was smart enough to take a college course in high school, she's more likely to complain to Gallant about Hastur's dislike of her aura and his emotional overload attack than mention the specific ranges that Hastur gave for his abilities. I think that she's also rather arrogant (canon? fanon?) so she'll hopefully downplay Hastur's abilities and contributions in favor of her own. @ Z488411, how likely is Vicky to mention Siona's strange comments about Masks to Gallant? If it's somewhat likely, how many points would it take to stop her from doing so?

I was thinking that most of these people will certainly be put under drugs to avoid too many crisis as it tends to be systematic in some places when you have a shell shocked patient, you drug them to either sleep the edge off or to dull their reactions to the trauma. I wasn't proposing we stay the night, I was saying we could accompany them to the center that will hold them and just emit calming waves and emotions. Become a Soothing Presence, and internal warmth diffuser. Not put a mental seal or anything, just reassure them that their saviors won't abandon them to unknowns like hot potatoes after doing their Good Deed then washing their hands off them. Some there are kids, they'll latch on to those who actively took them out of this and react badly from being separated.
Spending a good three hours helping them find rest and get calm enough to not need restraining bonds (in hospital you sometimes have to handcuffs patients to their beds to stop them from hurting themselves, even when doing so is incredibly bad for their mental state). The girls will see that those lives are out of danger, they are being taken care of (believing that someone going away in an ambulance is gonna be ok and seeing them cleaner in a bed are worlds apart). That will help the two friends I think, better than leaving after the screams and blood and painpainpain. Even getting a 'well done' from Heroes won't make their current state better.

I mean, hypothetically you see a wounded dog on the roadside and take him to a veterinarian: most people wait a little in the clinic for news about the dog's status, wants updates on their health and some might even decide to keep the dog. You don't just drop off the canine in front of a vet and then go your merry way, "whohoo I helped a poor doggy, imma such a good person".
You feel responsible. You care.

Edit: I may have badly worded the thing about drugs: their state and distress means that they normally would need to put them on heavy drugs, that have high risks of being addictive (seeking chemical escape is unfortunately the fate of some of them) what we can do is help them be less terrified/panicked/our of their minds so they either won't be put under such drugs or (most likely) under less heavy ones. A few hours' worth of a calming and safe Aura won't erase their trauma in any way. It'll just make the first care easier ( these people will need to be cleaned up and that might a very difficult thing to live through for some of them, especially those who cannot do it by themselves).
We'd just be around to help take the edge off, we certainly won't become a miracle cure to mental trauma. And Siona can help distract the younger ones with her little tricks and grace.

Huh, that's pretty interesting and sad. While I think that Siona and Hastur will certainly give the PRT a way to contact them if the victims need anything, I'm not sure that the PRT will want unknown capes near them right now, especially when they can call on Gallant instead. I hope they do. I don't think I've seen this use of Gallant's abilities before. I'm also not sure that the rescued individuals would want to be near Hastur. Siona was at least participating in the attack visibly, but Hastur only attacked from a distance and looks rather strange.

It's probably also better for Taylor and Emma to get some rest. I think that Taylor at least was described as being out of energy at the end. Plus, she's only really been using emotional projection as an attack and a distraction. She might want to practice using it to calm down Siona and Grue first before trying it on anyone who really needs it.

Finally, I don't want the rescued individuals to be associated with Hastur and Siona on a ongoing basis because that might make them targets for any gangs that get upset about the capes' activities. Contributions of money and possibly medical treatments are probably ok, but if it looks like the capes are invested in their welfare, then that means hurting them is a way of indirectly attacking the two.

But that'd go and be distributed to other branches, and cauldron. We can invest it locally better.

On one hand, it seems kind of mean to steal all the money when the PRT is going to do all the work of arresting Coil, especially since they're underfunded and had to do many expensive security checks to find the moles in the PRT. On the other hand, how would Hastur and Siona explain knowing that the PRT was going to arrest Coil, to leave some money behind for them? Either way, they should make sure to leave their sign behind so that the PRT doesn't blame the other person who could hack Coil's accounts and knew about him- Danny.

I suggest that we donate some of the money we steal from Coil to the police and New Wave (and possibly the PRT and the Protectorate, depending on whether we steal all of it). One big public contribution, however, should be cleaning up the Boat Graveyard with local workers. I know that this is a fairly typical project for stories that try to improve the city, but I'm actually planning to use this as a bait for the gangs. If Hastur and Siona make a big deal about how cleaning up the Boat Graveyard symbolizes how they're going to clean up the city, then hopefully any upset gang members will attack the cleanup instead of a civilian neighborhood. The local workers will be warned and paid extra for the danger, and we can hire retired PRT members as security to keep everyone safe until we can get there to capture the attackers. I'd rather Shine pollute the Boat Graveyard than another person's home.
 
Or we could nab the merchants next and avoid the problem.

None of the other gangs will muck up the project because the expanded shipping will help them.
 
There has to be territory to take before a gang can take it. The graveyard isn't a high priority turf for the gangs until the shipping improves after it's been cleaned out. Of course that's assuming there's anything in that location at all once clean up is done. the graveyard is at least partially submerged over it's whole expand isn't it? It's possible that the only territory is underwater and thus the clean up project wouldn't actually be the site of the power struggles since those would be focused on the docks if they were expected to start doing more business.

They have observers certainly since it's a great spot to scope newbie cape, but there's probably lots of places like that around town. Now if the gangs try to move guys into position ahead of time their conflicts could escalate and endanger the clean up work, but only if it's already in or near contested territory.

I'm trying to make the Boat Graveyard an acceptable target because I think that Hastur and Siona are going to tick off the gangs A LOT if they go around stealing their money and leaving their sign behind. The gangs are already going to be pretty nervous about Hastur's invisibility, with the takedown of the Horikoshi -kai in ONE NIGHT not putting their minds at ease.

If Hastur and Siona make big public donations to a homeless shelter or drug rehab clinic after stealing from the gangs, the gangs might attack the shelter or clinic in order to "get their money back". If instead the two publicize how they're fixing up the Boat Graveyard as a symbol of how they're fixing up the city and then quietly donate money to a homeless shelter a few weeks later, hopefully the gangs will stay focused on the Boat Graveyard. I'm also afraid that if New Wave keeps helping us, the gangs might attack New Wave if not given a "weaker" target.

Taking out the Merchants including Shine will help to reduce the possibility of lasting collateral damage, but that takes time and planning and probably more training first. The takedown of the human trafficking gang didn't go perfectly, and that only involved 2 capes. Plus, the Empire has Hookwolf's cell who are probably already ticked off by the attack on Cricket, and the other Asian gangs don't seem particularly nice.

In conclusion, the gangs are probably going to find SOME WAY to attack Hastur and Siona. Let's give them a target that limits the danger to civilians.

I'm not too keen on the idea of publicizing the origin of our big donations. A couple hundred thousand in cash from a drug den is ok but once we brag that yes Hastur has several millions we bring a different sort of attention and dangers to the city. It invites meddling from other big money interests like the Elite, it justifies the intervention of the PRT thinker core (Watchdog was it?) Because it's an unknown unaffiliated cape with faction level resources spending very publicly.

If we do million dollar projects it has to be Coil style, shell companies and patsies.

Indeed, to do otherwise would prove dangerous and may attract unwanted attention. To do so completely anonymously however incurs the risk of someone else claiming to be behind the donations for good publicity, some sort of middle ground perhaps (various donations, mix of public and anonymous, none of which exceed a certain threshold) ?
My personal preference, as always goes to anonymity. But then again publicity has a quality of it's own to improve the moral of the city, some might see this as worth the risk.

We can definitively take credit but not as the capes. As I said we set a couple shell companies and have them take the credit. We could be cheeky about it and name one or two of the small ones things like Miskatonic foundation and Insmouth fisheries, but mainly we need a big innocuous company like canon Medhall that the Nazis use to launder their cash.

While they focus on the small reference laden names of the decoys we funnel the significant resources elsewhere.
 
Smart, but that would require either a level of micromanaging we are not yet prepared for or the services of trusted and competent civilians. Either way, networking would be necessary.
