Mami is 15, Nagisa is somewhere in the range of 8 to 12 years old. So I think the adoption idea is plausible.

Ch 3: Hang In There, Kiddo! Team Magi Is Here! Pt 13
With a yawn, you stretch out your tail, a couple pops sounding from it. "Well, I think it's time we all got some rest. Hey, Mami, think we could all bunk with you tonight? It'll be like a slumber party!"
Homura shakes her head. "...No thanks. I'm good. Thanks for the offer, though..."
"'Be vewy, vewy quiet!" Nagisa says, adopting a serious tone of voice. "I'm huntin' Norbeys! Heheheheheheh!" She does her best imitation of a hair-flip, causing Homura to facepalm and grumble under her breath as the others giggle. Shaking her head, Homura heads off, sprinting away and seemingly disappearing.
Then, Madoka yawns, stretching and smiling. "Yeah, I gotta hit the hay, too. Mom's gonna be mad I was out so late tonight. She's... a bit fussy about that... good night, everyone!" With that, Madoka starts heading off in the direction of her home, followed shortly by Sayaka as she leaves to head home as well.
That leaves just you, Mami, and Nagisa to head home for the night, all three of you grinning. Nagisa yawns partway through; poor girl's probably tired after everything that's happened. But, within an hour's walk, all three of you make it to Mami's apartment. Nagisa almost faceplants on the couch, practically falling asleep the moment she hits the cushions, while you yourself curl up on the floor next to the couch, watching the doorway. Humming slightly, Mami smiles warmly and pats you both on the head before heading off to her room, curling up and, for the first time in a long time, smiling as her eyes flutter closed.
However, as the three of you dream, Nagisa tosses and turns a bit on the couch, trapped in a dream...
