No, they are not numbered after their order of discovery. If it was that way Horus and the Luna Wolves would have the number one and not sixteen.

Please bear in mind that there is a difference between a primarch being found, and a primarch taking command of their Legion.

It's not really open for discussion, but feel free to post it around wherever. This is just the list that all future GW stuff is likely to be based on, and we've gone right up to the most recent novels in creating this.

(Please bear in mind that we will fix two really minor details at the next printing of one of the novels.)

We know that the two deleted records belong to the 11th and 2nd due to others sources. Like "The Horus Heresy: Book 1 - Betrayal".

Are we even sure this world is populated by Eldar? Most maiden worlds were settled by non-eldar, that's why they got mad when other races were found on those worlds.
 
Well, if it didn't have Eldar it wouldn't be an Eldar Maiden World, just a Maiden World.
All of the Maiden Worlds were made by the Eldar, so essentially they are all Eldar Maiden Worlds. Otherwise Craftworld Biel-Tan wouldn't murder everyone who trespasses on those worlds.
The main target of the Biel-Tan are non-Eldar colonists -- particularly non-Eldar occupying Eldar Maiden Worlds. It is especially galling to the Eldar who created these paradise worlds from dead worlds to find them overrun with inferior species.

The pod exits the Warp in a shower of hard and exotic radiations, tumbling end over end as it approached a virgin, beautiful world, the trajectory putting it on a clean re-entry path as the pod passed the three moons and began skimming the edge of the atmosphere.

High in the night sky, eyes looked up at the meteor streaking across the skies, and in places of power the voices of ancient and wizened elders extolled young, strong warriors to seek the landing site of the meteor, for although their eyes were nearly blind, these elders knew that finding the meteor was key to receiving the blessings of their gods.

In a castle of stone and metal, a king ordered his knights out to secure the meteor, seeing in it the fulfillment of ancient prophecy that would see the defeat of ancient foes from beyond the skies.

And in structures of singing bone, a council of seers gasped at seeing the veils of madness fall away and reveal the madness and horror beyond, the truth about their people revealed. A leader was informed, and scouts as swift as the wind and as silent as a forgotten promise vanished into the trees towards the divined landing site of the blazing star that even now was streaking through dark skies towards dense forest.

With a thundering crash heard for hundreds of kilometers, the pod plowed into and through the trees, shattering alien hardwoods that would have originally needed mono-molecular blades to cut into, the wreath of plasma melting rock that is harder than diamond and as common as granite, incinerating grass that to the touch is finer than any silk.

By the time the tumbling pod finally comes to a halt at the end of a long, long trail of destruction, a fire was in full blaze. Sparked by the plasma and burning rubble tossed about like scattered children's blocks, trees full of resource-rich sap heavy with minerals and metals sent toxic smoke into the air, a clear and obvious disruption to the pristine, orderly, perfect state that the world had originally been made for.

Of course, with all that had been occurring over the previous millennia, that perfection had been tarnished a long time ago.

Silence reigned, the sun rose and set, three moons rose and set in sequence, the celestial dance played out several times before the on-board systems made their final assessment.

POWER SUPPLY AT 36-PERCENT. DISENGAGING STASIS SYSTEMS. PREPARING TO UNLOCK POD DOORS.

As the locks snapped open with loud bangs and the hiss of pressure seals releasing, at the edges of the path of destruction, shadowy figures approached the pod nervously, weapons ready for any trickery or ambush.

"Be ready for anything, we cannot have been alone in seeing the falling star." The leader whispers, weapon ready and eyes searching the shadows for anything strange.

"Look at it..." A young subordinate murmurs, "For a falling star, it is a strange thing."

"A construct of metal," Another mutters, "It must be from the time of The Fall."

Slowly, they make their approach, knowing that their enemies are also steadily closing in. But it is patience, and observance, that will prevail for these warriors.

A faction of Saim-Hann who came to the Maiden World before The Fall caused all contact to be lost. They see the last true Imperial Eldar as a deadly threat, and are rivals with the rest of the human factions.

Savage, fierce, but honorable, the followers of Krom prize strength of arms, but their shaman-engineers are also respected for the ancient technologies they reawaken.

[]Witch-Soldiers Of The Black Mountains.
Ruled by alien AI's who seek to control Warp energy to enslave the galaxies, these people blend cybernetics and psionics into a particularly vile but potent art.

[]Ishinari Scouts
Ishinari are a tribal people who worship ancient mech-suits that constantly adapt and upgrade themselves, living in an ancient ship graveyard full of ancient human and alien vessels.

And how are the Techno-Barbarians (who most certainly don't worship Khorne, Krom on the Iron Throne must be a completely different guy) better?
To me someone sitting in what seems to be a MIU command chair doesn't look much like Khorne. They are also not worshipping Krom, but following him. He sounds like an actual person.
