It is the year 1122 Imperial Calendar and the Emerald Empire is at peace, for now. As war inevitably comes with the thawing of the spring snows, tensions rising between clans as once more they seek to test one another upon the battlefield and in the courts, vying for land, resources, the Emperor's favor and of course, Honor, which is far deadlier than steel. Forged by the 7 Kami as they fell from the Heavens over 1000 years ago, it is the true bastion of civilisation in a world of barbarity, led by the descendents of these gods to this day.

It is a land of magic, adventure, romance and tragedy, where the fate of the world can be shaped by the actions of a destined few. To the North, great nomadic tribes of Wyvern riders battle on another and test the border with their raids, to the West the Burning Sands and the Gaijin nation of the Sempet, reclusive slavers of the desert working in service to their own false foreign gods. To the East, the great Ocean, inhabited by mysterious islands, pirates and worse. To the South lies the Shadowlands, the tainted soil of Jigoku, the realm of the fallen Kami, Fu Leng, who though defeated for now has only been taught patience, waiting for the right moment to claim the throne his siblings refused him.

The Emperor


You are Hantei XXXVIII (38th), the latest part of a lineage of Emperors stretching back to the Empire's founding. One day your only son will take up the mantle, your wife long since died. Though your retainers may be outnumbered by the vast armies of the Great Clans, you are the Son of Heaven, the divine symbol of the celestial order, the pinnacle of the humanity, where you are divinity within mortal form. Or at least that is what they say. For whilst your word is law, a wise emperor always listens to his councillors and remembers to keep his legions nearby, for a blade in the back has ended an Emperor before.

All know and fear the might of the Lion, for they know that none can oppose us should we take the field of battle. Respect that strength, lest we come for you! Led by the thoughtful right hand of the Emperor, Akodo Totori, having inherited the title from his now deceased brother, the Clan Champion seeks to maintain the peace between his clan and that of his friend, the heir to the Crane, Doji Hoturi despite the best efforts of his brother's fiance, Matsu Tsuko to avenge her love.

We fight and bleed and die every day so that the Empire might live. Never forget that it is the Crab who holds the line atop the Kaiu Wall against the Shadowland hordes! The very forces of Hell itself quail before our blades! All of you are nothing but children, playing at war as if you understood true sacrifice. You would all be dead, save that we are here! Led by mighty Hida Kisada, the Crab hold the line against the darkness, despite the best efforts of the weaker clans to undermine them in their duties. With the strong arm of his son, Hida Yakamo and the wisdom of his advisor, Kuni Yori, the clan will remain strong, no matter the cost.

The truth is that Bushido is nothing but pretty words, useful only for manipulation. The Scorpion walk in the shadows, defending the Empire from threats unseen even while the rest of Rokugan reviles us. There is no act too horrible, no tradition too sacred, that will keep us from our duty. . Yet Lord Bayushi Shoju is troubled by long forgotten prophecies of the Last of the Hantei and remembers there is but one truth. Loyalty is all that matters. But to whom does it lie? The Emperor or the Empire?

Elegance and grace is the measure of worth in all things, and all know the Crane are the most graceful of all. In courtly politics and in duels, the Crane always stands supreme as the "Brides of the Emperor" and the Guardians of our Culture. Let others scream and rage how they will; it will not change that fact. But if you desire to challenge us, then we will happily dance past your corpses along the battlefield. Led by the Emerald Champion, Doji Satsume, and his oldest son, Doji Hoturi whom he has little love for and little received, having been supplemented by the young lords mentor Kakita Toshimoko, the head of the Kakita duelling academy. War will come soon to fertile Crane lands, whether from the brutes of the Crab or the warmongering Lion. But with the favor of the Emperor, the Crane will soon cement their hold on the Imperial Courts.

Where others can only perceive the leaves upon a single tree, the Dragon observe the entire forest. We stand apart so that we may see all. Through this we have gained wisdom, and we share it freely. Others may take our isolation as weakness, but if you push us we will quickly show you the error of your ways. Pray that we are never taken so far. Led nominally by the monk Togashi Yokuni, the day to day management of the Clan has been delegated to the Mirumoto Family Daimyo, Mirumoto Hitomi, a young women eager to avenge her brother's death at the hands of the monster, Hida Yakamo in a duel.

We traveled beyond the lands of the Emerald Empire for seven hundred years so that we might see what enemies lie beyond our gates. But now the Unicorn have returned, and we will have our birthright! We know what others call us. Gaijin, and even worse. But we are as Rokugani as the rest of you, and we will have the respect we are due! Led by Shinjo Yokatsu, a man prone to making mistakes in the court and uneasy at the customs of Rokugan, the clan still remains outsiders in the land of their ancestors. Only time will tell whether this is a weakness or their greatest strength.

It is not the sword, but knowledge that is the path to true power. And who can claim greater knowledge than the Phoenix? None! Our spells and teachings have protected the Empire for over a thousand years, and they will protect it for another thousand still! Through us the power of the kami is made manifest! Tremble before their might! Though the Clan Champion, Shiba Ujimitsu is officially head of the clan, wielding the soul of Shiba within his ancestral blade with a skill unimpeded by the tragedy of his personal losses, the actual power structure of the clan favors the Isawa family and its Elemental Masters, since the days of the clans creation. Dark times come to Rokugan and it is up the the wisest of Clans to steer the other naive and ignorant clans towards the right path.

Though most of the Samurai of Rokugan hold allegiance to one of the great clans, it is not unheard of for those of great skill and deeds to attract enough warriors to their name and garner the support necessary to establish a clan of their own, no matter how minor. Looked down upon by their betters, these Minor clans retain their own lands, their own duties, the oldest of their number, the Mantis (though this claim is disputed by the Kitsune clan) reaching the size to begin to approach their own ambitions, namely the dream of the status of equality with the Greats, as a Major Clan in their own right. Meanwhile others look to different paths as the Sparrow, the Wasp and the Fox/Kitsune form the "Three Man Alliance", joining together their forces to defend themselves against the powerful threats that surround them.

1.) The economy system is meant to be entirely narrative. I don't like dealing with numbers, as I'm shit with maths, but there needs to be a comparative system to make it obvious and clear who is rich and wealthy, and who is not. A seven tier system is to be implemented. From worst to best (-3 to +3), they are as follows: Imminent Collapse, Ravaged, Declining, Stagnating, Growing, Impressive, Magnificent. These modifiers are allotted to nations at the start of the game, and player's actions will directly affect their economic status. It is greatly tied into the action system, which will be discussed next. Depending on the economic status of the polity, other factors will be modified accordingly, such as the amount of troops one can raise, the quality of their training and/or equipment, the success of your actions and endeavors, and all around decisions you make. The economic status of your polity will be assessed at the end of every turn.

2.) The Major Action system will be incorporated here, created by @Lucienz, it is a very efficient and straightforward system, albeit with even more modifications to the setting. Each polity has a standart three major actions they may take, per turn. The results to your actions will be given at the end of the turn in the Turn Report, which will be completed weekly, every Sunday (in theory). Major Actions are given specific results by me in your end of Turn Report, and dictate the progression, or lack thereof, of your polity. Anything else you do, such as minor actions, or internal events, are purely flavor, and will not be given results or calculated into your main modifiers, otherwise, they must be utilized as a Major Action.

At this point in history the Minor Clans are:
80- Mantis (taken)
110- Badger -guards of the Northern passes (located on the Lion side of the Lion-Unicorn Border)
400- Sparrow (taken)
442- Tortoise - merchants and diplomats (and smugglers and spies, originally they were to trade with foreigners in order to keep an eye on them) located to the NE of Otosan Uchi on a peninsula
704- Dragonfly- near the Dragon and Phoenix, enmity with the lion (phoenix married a dragon instead of the lion she was engaged to, duels happened bad blood ever since)
750- Hare- fought against Iuchiban and long term enemies of the Bloodspeakers, located by Shinomen Forest
90- Fox- the Unicorn that did not leave with the Kami Shinjo on her journey, were forced out of their lands by the Lion (hint Lion are the true Villains!, see Wasp and Dragonfly as well). Have ties to Kitsune spirits (marriage ties as well!)
347- Centipede- Matriarchal clan located on the Coast, founded by a Phoenix but was far enough from their lands to be made a separate Clan, shugenja focused clan
834- Falcon- west of Shinomen Mori and near the Crab they have a land of spirits and study ghosts and other supernatural
1109- Wasp - from a Scorpion/Lion pairing follow the way of the bow and train and house Emerald Magistrates, protected by the Emerald Champion and enmity with the Scorpion and Lion

Huh... more than I thought, mainly since the Mantis haven't formed a Great Clan through merging several minors together.
