In response to the growing panic, Canadian Prime Minister Jean Chrétien issues a cerfiew and per the 1990 revision of the Public Works Protection Act invokes martial law in all major cities. All four regional Army divisions are activated to assist the RCMP in policing the streets and maintaining order. In a televised statement Chrétien admonishes the public to not panic, but to face this new challenge as Canada has confronted all its many challenges, gracefully and with the resolve of a people who know how to face a bitter winter. He does the announcement first in English then again in French.
"In the months and years to come we must prepare for a mighty hardship, for an almost uncomprehensable enemy to invade our True North. And I call on you now, aid your fellow canadians, join your local militias, embrace your local branch of the great projects to come. Now is your time, Canada calls on you to stand on guard.

Xenophilia: Attempt to pay aliens to take over all our mass media in order to better control us.
Military:
Mobilization: Conscript literally everyone from newborn babies to 100+ old fossils. We are a completely militarized nation now. All soldiers all the time. Also, build a lot of nuclear missiles. Like, a lot.
Military: Invade Russia, China and the USA at the same time. They will learn to fear us.
