So basically Apartheid? I would've thought they would "encourage" Blacks to go to Liberia or the Caribbean and Jews to Israel.
That's not how fascists roll. Deportation doesn't solve the ''''problem'''' of the Inferior Other continuing to exist(and therefore plot their downfall). Fascists will inevitably, inexorably, move towards overt abuse and eventually extermination - and you can't do that to people who are out of your reach.

So you set up ghettos, and then eventually an overt apartheid system, and then you segregate them into camps, and then.... well, you get the idea.

"Ripper wanted the business done quickly."

Koyla sank in his seat. This was it? The end of the world? The end of humanity? Some crazed general fashioning himself another Napoleon just decided to end it?

"We do have another issue." Foreign Secretary Elena Koltsova piped in. "Kysov"

"What did he do now?"

"We can't get into contact with him."

"What?"

"He got drunk at the consulate, and has been missing since."

"The world is about to end, and that son of a bitch Dmitri is partying?"

Koyla was just overwhelmed. 6 fucking hours! 6 hours….

"Comrade Premier", a messenger walked in. "Ambassador Muffley here to see you."

"Thank you."

A thin, unassuming man walks into the room, and is greeted by Koyla.

"Mr. Muffley, thank you for coming."

"Right, uh, comrade, can I get to the chase here?"

Koyla raised his eyebrow.

"I wish to defect."

Koyla sighed.

"Well, I tried calling Ripper on the phone earlier, and he said that you were florinating the water."

"What does that even mean?"

"I… I tried to get him to explain, and he promptly ordered me back to Washington to be executed."

"He said that."

"Yes."

Koyla sighed harder.

"Fine, but we must keep this quiet, word'll get out and that'll make negotiations much harder."

"Comrade, he's here."

The room went silent as the main scientist rolled into the hall with his wheelchair.

"Dr. Vybegallo, thank you for joining us."

Amvrosiy Ambroisovich Vybegallo smiled as he was called, rolling closer in.

"Thank you. While I had a most unfortunate accident at the Institute which placed me in this wheelchair, I'm proud to assist my nation in this trying time."

"I'm sure. Your 'Fundamentals of Production Technology of Auto-attiring Footwear' was a phenomenon. Anyway, about this doomsday weapon…"

"Yes, yes, you see, it appears the General has at his disposal a cobalt bomb. You see, when you…"

While Dr. Vybegallo discussed the interworkings of an ultimate doomsday weapon, Zhivago leaned to Koltsova.

"What of this 'Vybegallo'?"

"He works for the 'Scientific Research Institute of.... Can't read the rest .'"

"Why are those words blacked out?"

"I don't know, you're GUGB?"

Zhivago looked embarrassed.

"I'll… have someone look over it."

Vybegallo concluded his explanation.

"And that will render all life on Earth uninhabitable."

Shit. How could this get any worse, thought Koyla.

Then, the red telephone connecting him with the White House rang.

Fuck.

"Hello?"

"This is Colonel Nicholas Fury."

"Okay." Where is this going…

"Around 25 minutes ago, General Ripper's plane was shot down near the Canadian border. Jordan Lyman has been sworn in. We have deactivated the doomsday machine."

"Oh"

"Just wanted to inform you on that Premier."

"Thank you then."

Koyla put the phone.

"Well, comrades. Nevermind then."

A little New Years update to indicate that I will to start working again on this. I had a meltdown in July, that was hard to shake. Hopefully this gets my juices going again.

The ascendance of John D. Ripper had an immediate effect. He purged the entire government of "Iselin and McLain sympathizers" from the federal government to the National Council of Corporations. He gave the Minutemen carte blanche to handle any means of "insurrection". They soon were attacking people on the street suspected of opposing the state. The moribund concentration camps were soon stuffed with people the Minutemen captured, and were worked brutally under exile German scientist Dr. Merkwuerdigichliebe to build a strange weapon. Many died from the radiation sickness.

Ripper's promise of an "American restoration" was brutally realized when he invaded Cuba and brutally repressed the rebels under Fidel Castro, who fled to socialist Mexico. Ripper subsequently agitated for another invasion to remove the last vestige of socialism from the Americas.

Ripper attempted a Hitler/Hynkel style "restoration", ironically restoring the reputations of Windrip and Haik, and disparaging "traitors" like Sarason, Iselin and McLain. Statues of the two were erected across the nation, while purges were conducted accusing government employees, representatives of unions, and even Corpo statesmen of being anything from "communists" to "Scottists" to "Sarasonists" .

Ripper also destroyed what was left of state governments, placing control under the National Council of Corporation, which he also heavily reformed. Unions and workers syndicates were entirely subverted to the will of the employers.The 24 person council was entirely arrested, and full power was given to the Chairman. Said chairman was Jordan Lyman, a former congressman from Wisconsin, who, to the surprise of many, was regarded as something of a moderate. Indeed, in his position, he began to fear for his life, as Ripper continued to tear through all governments, arresting anyone suspected of "communist, socialist, liberal, union, or pro-flouride" sympathies. He soon conferred with some other officials, including Secretary of State Timothy Kegan and Colonel Nicholas Fury of the OSS.

The final straw came with the announcement that Ripper had constructed a terrible doomsday weapon that had the potential to destroy the planet. This news came after a stray Soviet submarine accidentally activated it, prompting calls that it was in fact, the end of the world.

Finally, Lyman had enough. Conspiring with Fury, he had Ripper's plan rigged to explode as he headed to a secret bunker in Maine to "outlast the communists". After Ripper's death, Lyman went before the national stage to effectively take over the presidency.

However, Lyman immediately dealt with a mutiny in his own army. Ripper loyalist James Mattonn Scott tried to enact his own coup against the "bureaucrat" Lyman. However, it was defeated thanks to Fury who assumed Secretary of War.

Lyman largely reversed the changes Ripper incurred, restoring most state governments, the National Council, and many government employees. In an unprecedented move, he also began heavy reforms. He reigned in the Minute Men, released many from concentration camps, and reduced US presence abroad. He also finally restarted talks with the USSR (now under the control of the "Labor Party" of Nikolai Petrovich) to reduce nuclear weapons worldwide.

Lyman might've been regarded as a great reformer, if not for San Theodoro….
 
Must be interesting to be a Canadian in this world. Near as I can tell they're the last old-style Western democracy left standing except for maybe Australia/New Zealand. I'd imagine they see themselves as guardians of the flame of liberty, the last warriors alive in the fight against tyranny (not entirely true but it makes a nice national myth). Some interesting knock-on effects of this:

- Huge, HUGE population boom from American and British refugees. Toronto could come to surpass pre-fascist New York City in cultural diversity and entertainment output.

- Very heavily fortified border with the US, probably more from the US itself to keep people from escaping. Probably on par with the OTL Inner German border. Maybe not at first, but this will happen over time.

- Ottawa is nicknamed "capital-in-exile" because of the dozens of governments-in-exile that occupy Embassy Row. Since Canada also has relations with the fascist world (albeit not cordial relations), embassy workers from exile governments and fascist governments frequently get into bar fights.

I just wonder how the country keeps it's independence, since there's no mention of a Canadian nuclear program. Anglo-Soviet guarantees and/or a loaned warhead program?

Yep on all accounts. The Trowbridge-Jessup resistance (or the US Government-in-exile, now under the control of Dick Monkton) is headquartered in Ottawa, and basically serves as the voice of the exile community.
