Many years have passed since those dark days, and Quirks have become well integrated with daily life to the point where watching someone using their Quirk for villainous purposes battle someone who fought to stop them became the norm. Today, just as many "Conduits" have become villains, there were "Conduits" who became heroes.
And Izuku Midoriya, someone who was once powerless and without any powers, was standing on center stage as history began to repeat itself. A disaster awakens an incredible power in him, one just like that of one the first heroes to emerge.
