When it says "State" under the list of affiliations does that mean the primary affiliation is with it's own state or something else? Sorry just a bit confused there.
You can pick an Imperial adeptas minus Astartes and Custodes, and no xenos unless they're directly aligned to your empire (above 'Equal' in Xeno Status, though if you want to be in Obscurus it's unlikely a xeno-aligned territory would last long under Astartes eyes.

I like to think its existence is geared specifically to putting out sector-wide fires.I'll keep you on the grill, but I'm not sure if I want Ultramar player owned unless I've got like 4 Terran Admins to keep the insanely powerful sub-empire in check; notably Ultramar is tithe exempt because most of its resources go into the various campaigns of the Ultramarines and descendant chapters. And the fact the only exterior Ultramar force are the Astartes, it'd be an incredibly overpowered hitch for a game that's mostly occupied by fringe colonies and corrupt aristocracies with explosive potential.

Essentially political parties in the scribes and clerks that answer to the High Lords of Terra, who have been established in this time period to be even more useless than in m41, so, the Adeptus Terra effectively runs the various branches including the Administratum, navy, guard, etc. That doesn't nessecarily mean you have to be some exotic reformist party, you can just be pencil pushers running the show per status quo.By Adeptus Terra do you need players for "Master of the Administratum" and the like or subfactions within these organizations are enough?

Background
The Ensirex Fabricatorum was founded in the early 32nd Millenium when a Mechanicus Explorator Fleet undertook a journey beyond the current known extent of the Imperium in search of lost knowledge from the Dark Age of Technology in the far extents of the northern Ultima Segmentum. Following reports from Rogue Traders, Navy Patrols and various other sources, as well as archival data pointing to the existence of a cluster of colony worlds home to a research base in the days before the Great Crusade they pushed beyond the Imperium's borders. Headed by Fabricator-Locum Haradimus Ensirex the fleet had found some notable stellar phenomena, ancient ruins of varying origins, and even some bits of technology, but nothing truly substantial; Until the fleet fell into a warzone. Exiting the Warp in a system which records indicated had once held a human colony world, the Explorator Fleet found itself on the edge of a pitched space battle between ships of unfamiliar design, indeed the Tech-Adepts identified no less than 4 different design philosophies within that battle alone. More recognizable was some of the communications traffic which their ships intercepted, which among other signals of strange origin was language that was recognizably human. Embedded translator locii identified a strain of an ancient dialect mostly extinct in the Imperium which bore some relation to Gothic. After identifying the ships originating these signals, and the ships with which they were locked in combat, the Fabricator-Locum's Ark Mechanicus moved in to support the seeming flagship of the human fleet, the Zweifellos which seemed to translate as Undoubtable. Communicating their intentions through the translator locii, the Ark Mechanicus, the Vision of Steel began pounding the enemy ships from a range greater than they could respond, its supporting fleet elements moving to cut the enemy off and finish them when they attempted to break away.
Once the combat had come to an end, Fabricator-Locum Haradimus Ensirex met with Admiral Felix Horn. According to Horn, they were a member of a loose alliance of neighboring star-nations who often traded and banded together for common defense. Apparently, the enemy they had fought was a common foe, though for some reason unknown to Horn in the past few hundred years they had been increasing their pattern of attacks, and had recently launched an unprecedented invasion of the local group. The Praxin, as they were known, had long been a threat and they had recently evidenced more advanced technology than any they had shown before. Going by the descriptions and wreckage from the ships, the Fabricator-Locus and their cadre of Adepts came to the conclusion the Praxin had discovered a cache of STC technology. Both the threat this posed to the Imperium if they continued to adapt the technology as quickly as they had been able, and the profanity of ancient technology of human creation in the hands of Xenos barbarians demanded that they intercede and recover the technology and drive the Praxin back. As Haradimus Ensirex began to work with Horn and setting plans for an offensive to cut the head off of the invasion before it could become a greater threat, it came to Haradimus' attention that a number of the allies and neighbors of the nation whose aid they had come to, the Artheln Republic, were xenos races. Although unsure of the trustworthiness of these aliens, Haradimus was convinced by Horn due to his own people's past history and, perhaps more pertinent to Haradimus, they would need their numbers in order to prevail against the Praxin.
Over the course of a bitter and costly campaign the Fabricator-Locum and the local alliance managed to punch through the Praxin's defenses, recovering worlds lost to the alliance and locating the source of the Praxin's technological advantage: a crashed starship of ancient design. After a massive invasion which was punctuated with the mass bombardment of a Praxin fortress which spanned an entire island continent, the threat was neutralized and the prize given over to Haradimus Ensirex's capable hands. Vowing that he would dedicate himself to the study of the crashed ship and the knowledge it contained, he received the blessing of Mars to found a Mechanicus outpost in the system: K-56 Scuti. After receiving supplies and reinforcements Haradimus managed to convince the local human groups to join the Imperium under the auspices of the Mechanicus. As for the various Xenos races, although some among Haradimus' staff encouraged him to be rid of the aliens, particularly the more recent arrivals, he decided against this tack. Partly he was convinced during the campaign that these aliens could be trusted more than most xenos, partly the campaign had convinced him that a war against the other members of the alliance would be costly and could risk their current position, as well as risking the insurrection of their only recently converted Imperial citizens from the Artheln Republic. Instead, acknowledging the potential threat of uncontrolled xenos empires right on the border of their newly minted Ensirex Fabricatorum Sector, he moved to annex these alien enclaves. This proved simpler than some might have supposed, having witnessed the might and technological superiority of the Mechanicus, and reassured by their long-term human allies the aliens agreed to vassal status under the Mechanicus. In exchange they provided the same tithe as all Imperial worlds, though given their nature much of what they produced was retained for purely local use, this did however free up much of the fledgling Sector's other resources to be used for the purpose of Tithing.
The alien and human populations of the local cluster did not often mix beforehand despite their strong political alliance for a variety of reasons ranging from culture to physiology. The species so annexed were the Anodines a species native to gas-giants who looked like a mix between a squid and a man-o-war who had achieved their civilization by living on and near massive asteroid land-masses pulled into the atmosphere of their homeworld but which had attained an orbit within the atmosphere itself; The Dullvun, a species of ammonia-breathers from worlds too cold for humans to survive on who looked like a cross between a centipede and a snake covered in fur; The Ikatek a species native to a low-gravity moon of a larger world are tall six-legged arthropods with a radial body plan who are rather passive and generally conflict averse; The Hasli-Alt, herd-focused herbivores who are large, humpbacked with an ape-like walking stance; The Rujikar are the most humanoid in basic form, though they are still obviously alien with certain repto-mammalian features though they defy exact categorization, of all the species so absorbed they have seen the widest direct presence on human worlds and especially in the military where they are often recruited into the Skitarii, this practice has long gone unnoticed or at least uncommented upon, perhaps due to the fact that the species had been using extensive cybernetics since long before the Mechanicus arrived and those inducted into the Skitarii or seen among the populous are almost indistinguishable from the Mechanicus themselves, some have even come to worship the Omnissiah and there are always those who believe that a number have been inducted directly into the local Mechanicus. The difficulty, of course, is proving it. Whatever pallid flesh or unmodified limbs remain unchanged or unaltered after such an induction renders the difference between man and alien essentially impossible to discern.
Haradimus himself, of course, remains, though he has long since devoted himself entirely to the task of extracting technology and information from the wreck, and has since passed his duties of Fabricator-General on to younger, more ambitious Tech-Priests. Fausta, the current Fabricator-General has herself only been a full-fledged Magos for some 7 centuries, making her one of the youngest to hold the post in the history of the Sector. Border conflicts with the Praxin remain almost constant and have been compounded by attacks from Eldar Pirates and Drukhari raiders, as well as some minor Chaos incursion from warp storms beyond the borders of the Ensirex sector, and of course the occasional lesser Orkish invasion.

The Adeptus Terra will have their own shared group DM on the forums to pass orders through, and there'll be a channel on the discord as wellSo you mentioned a discord for the Lords of Terra players, but will there be a general channel on the SV GSRPG for general use?
That'd defeat the purpose of the RP, though. Astartes have immense amounts of independence from Terra and any exterior authority compared to average Imperial governors or vassals, you can play a sector or system with an Astartes homeworld within it, though that'd just mean you'll be paying more taxes in exchange for a stronger navy and military.So I appreciate that Ultramar can be too munchy , but could a single Chapter of the Adeptus Astartes and their homeworld be a suitable faction?
