Doctor Gear is evil, a Mad Genius and a Lombax, but he does have some morals. He always keeps his word and tries his best to avoid killing children. He also thinks that destroying the entire galaxy is stupid, even if he has been tempted with strip mining all the planets for resources for his long term plans, so far he has done so with planets with no life on them.
Although part of it is because he operates on the KISS principle. Most planets actually don't have life on them, so is easier to take a planet with no life on it for his plans that one with life.
He has,in theory, a way to terraform planets so they support life but never did so due to the ban in nanotechnology carrying the death sentence if violated.

[The Ommi Clue]
The main reason why nanotechnology got banned.
A crowfunded educational robot that was supposed to educate poor children all over the Galaxy.
Unfortunately due to it being a scam, it was really badly made.
And it included nanobots.
Very badly made and coded nanobots.
The self repair funtion didn't repair the Ommi Clue, it made more Ommi Clues.
Now remember this was a scam.
So the robot was barely functional, self replicated and the only way to stop it was to completely destroy all nanobots that made it.
How bad it got? Entite cities were destroyed, turned into Ommi Clues!
Even if it was stopped in just a few days, due to having the default password hardcored into it, that was a wake up call.
So nanotechnology got banned and everyone was very thankful the Ommi Clue didn't use living beings as resources.
The Key of Eternity
An invention so dangerous not even Doctor Gear has dared to use it. All information about it cannot be stored digitally or it gets erased but the existence of this creation has remained over time as a sort of urban myth, said to be the key to ultimate power and also something that would destroy all the dimensions.
