Sure. That's what bread and circuses, mass indoctrination, and state security organizations are for. Sell the masses only the books you want them to read, distract them away from the ones you don't want them to read, and disappear anyone who does it anyway. If Xeno!Joffrey maintains the feudal government even after he has a choice about it, then he's doing it wrong.

He could even start a (more or less true) rumor that he's just an innocent tool/victim of the Lannister family's power-plays. When enough of the would-be revolutionaries believe it, they'll overthrow the family and (re)install Xeno!Joffrey as the rightful king.
 
And why, exactly, is it such a meme that the ability to read and print results in "UP THE REVOLUTION!" and not "FOR THE KING!", anyway?
